Orrawa, May 5.—Mr. Foster spoke two anda half hours ir criticism of Field- ing’s budget.

It was a good natured but stilla severe criticism, and Foster’s happy way of ar” ranging facts and evidence gave great pleasure to his party,;*which cheered him loud and long when he closed.

At the afternoon session, Hon. Mr. Mc~ Lean introduced a bill entitled “An Act 10 Authorize Souris Fast School District, Number 141, to borrow money for an ex« tended term ot years,” which was set down for second reading tomorrow.

Un motion of Hon. Mr. Farqutarson the bill regarding the registration of deeds and instruments relating to the title to Jands was read a third time and passed.

The act amending.the Act relating to life insurance was also read a third time and passed.

On motion of Hon. H. C. Macdonald an act relating to the appointment of Stipendiary Magistrates was receivel and ordered to be read @ second time toxmor~ row. °

On motion of Hon. Mr. Farquharson a petition was read from Hoa. Benj. Davies relating to the carriage of mails, pas- sengers s and freight from the continent to this Island by the way of Cape Tormentine and Cape Traverse. Mr. Davies’ pro~ position is that the new ise boat shall be so coustructed as to be able to take a train of railway carriges On her deck and carry - the same across the straits a harbor on the Island shore opposite to the harbor re- cently conetructed at Cape Tormentine, a distance of about eight miles. ln order to carry the proposal into effect a harbor would have to be constructed at this side and wide gauge estab’'shed on the Island railway. The petition was ordered to lie on the table
