Lennox, Mareh 24.— The Daily Chroni- cle says: “We learn thata long Cabivet Council was held on Monday to consider an intimation from the Marquis of Salisbury of his desire, acting on medical advice, to resign both the Premiership and the Foreign Secretaryship. Our news is obtained from & source usually truet- worthy; but the crieia may take a few weeks to develop.

The Queen being abroad, Lord Salis- bury’s successurs aie almost certain to be the Duke of Devonshire, as Premier and Arthur J. Balfour as Secretary of State for Foreign Affairs.

Orrawa, March 24.—It is believed that @ tremendous lobby was put up during the last two weeks to carry the Yukon Bil! through the Senate, and that it has failed. Three days ago it seemed poseible that the Senate might be stampeded, and name afier name of prominent Conservatives were givin as converts to the measure. But the last day or two, the power of the lobby seems to be broken and tbe cold re-~ ception given to Senator Frank Smith’s speech spoke volumes.

In the course cf hie speech, last evening, the Secretery of State made . cuur that he regarded the case as Lijpel ss. Ina tone of bitter disappointmen., .c express- ed regret that the majority cf Sevatore had made up theirminde to destroy the measure. Probably the next thing will be an offer on the partof the contractors to reduce the ,and grani to one-half and give up the monopoly. The Government is trying to discourage them from making this admission of the value they place on their bargain. But the contractors, just now, are thinking more of themselves than ot the Government.

In the Houee of Commons yesterday, { Mr. McDonald, of P. E. Island, ‘was toid that the work on the curve on the ‘ailway. at”North Wiltsbire, in that province, cost eight thousand dollars so far, but the bilis Were not yet all paid. Mr. McLean, of Toronto, moved that Mr. Charlton’s Sun- day bill be referred back to committee to strike out the clause forbiddiag ths sale of Sunday newspapers.

Two husdred and fifteen new caccs and 216 deatha from the plague were re- ported in Bombay on the 18th. Five Kuropeana have beev attacked. The Mobaminedans at Hubli, on the South Mabratta Railway, hearing of the riots in Bombay, have decided to resist the plague precautions and operations over the lige. The volunteers have been mobilized and the infantry has been summoned, but as yet there has been no conflict.

The London Times publishes a military arcticle, showing that Russia’s strength op the Manchurian frontier is considerably less than is generally supposed and is cer~ tainly inadequate to meet a well equipped adversary. Commenting editorially upon the conclusions drawn by ite contributor, the Times says: “Japan evidentiy has takev measure of Russia’s strength, and the result is seen in Russia’s withdrawal from Cerea. Japan hae made no fuse, but she has acted and she has acted so quietly that her action stands revealed for the first time by its results. It forms an admirable object lesson for the British Government”

The slight amount of medica] treatment usually given to the troope iscomnented on, and the necessity of trustwerthy etatistice ie urged.
