10. A competitor is not restricted to one only of the handicrafts nor to the use of one class of tools: but he may show his skill in two or more. His position and the number of, marks to he awarded to him will be de- termined by his general skillfulness as a workman. A skilled mechanic will thus be enabled to obtain credit and improve his position by showing his power of using those classes of tools not properly belonging to his own handicraft, and the ordinary student may in like manner instead of simply qualifying in the. use of a certain class of tools show his skill in one of the handicrafts men- tioned.
11. To those who merely qualify in the use of tools a certain proportion of the marks ohtainahle for practical workmanship will he giVen according to their relative skill. These marks will count towards the general re- sult.

IIcr Majesty’s Government are extremely anxious that GOVCI‘nOl'S of all Her Majesty’s possessions in America and the \Vcst Indies should strictly fulfil the duties incumbent on a friendly Gorernment towards the Government of Spain, now Contendng with a civil war in Cuba; I. therefore, enclose to you a copy of the lt‘oreign Enlistment Act. which is intended to enable Her h‘lajcsty‘s Officers to secure the fulfilment of those duties; and I have to instruct you to cull special at- tention to the provisions of that Act in the Colony under your Government, and to exercise the utmost vigilance to prevent any infraction of its provisions.

ofany foreign prince,state. potentate or persons as afore- said, or their subjects, may be prejudicial to and tend to endanger the peace and welfare of this Kingdom: And whereas the laws in force are not sufficiently effectual for preventing the same. : Be it therefore enccted by the King’s most excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled. and by the authority of the same. That from and after the passing of this Act, an Act passed in the ninth year of the reign of His late Majesty King George the Second, latituled 'An Act to prevent the listing His Majesty’s suhjects to some as Soldiers without His Majesty's license ;’ and also an Act passed in the twen- tv-ninth year of the Reign of His said late Majesty King George the Second. intitnled ‘ An Act to prevent His Majesty’s Subjects from serving as Officers under the French King. and for better enforcing an Act passed in the ninth year of His present Majesty’s reign. to prevent the enlisting His Majesty’s subjects to serve as soldiers without His Majesty’s licence: and for obliging such of His h‘lajesty’s subjects as s‘xall accept Commis- sions in the Scotch Brigade in the service of the States General of the United Provinces, to take the oaths of allegiance and ahjuration ;’ and also an Act passed in Ireland in the eleVenth year of the reign of His said late Majesty King George the Second. intituled ‘An Act for the more effectual preventing the enlisting of His Majesty‘s suhjects to serve as soldiers in foreign scrviCe without His Majesty‘s licenCe ;’ and also an Act passed in Ireland in the nineteenth year of the reign of His said late Majesty King George the Second, in. tituled ‘An Act for the more effectual preventing His Majesty’s subjects from entering into foreign service. and for publishing an Act of the seventh year of King William the Third. intitulcd ‘ An Act to prevent foreign Education ;” and all and every the clauses and pro- visions in the said several Acts contained, shall be and the same are hereby repealed.
“ II. And be it further declared and enacted. that if any natural-born suhjcct of His Majesty, his heirs and. successors. without the leave or licence of His Majesty, his heirs or successors, for that purpose first had and obtained. under the sign manual of His Majesty, his heirs or Successors, or signified by Order in Council, or by preclamation of His Majesty, his heirs or successors, shall take or accept, or shall agree to take or accept, any military commission, or shall otherwise enter into the military service as a commissioned or non-commis- sioned ollicer, or shall enlist or enter himself to enlist, or shall agree. to enlist or to enter himself. to serve as a Soldier, or to be employed or shall serve in any war~ like or military Operation. in the service of or for or under or in aid of any foreign prince, state, potentatc. colony, province. or part of any province or people, or of any person or persons exercising. or assuming to exercise, the powers of government in or over any foreign country, colony, province, or part of any pro- vince or peOple, either as an officer or soldier. or in any other military capacity; or ifany natural-born subject of Ilis Majesty shall without such leave or licence, as More said, accept, or agree or take to accept, any commission, warrant, or appointment as an oflicer. or shall enlist or enter himself. or shall agree to enlist or enter himself, to serve as a sailor or marine, or to be employed or en- gaged, or shall-serve in and on board any ship or ves- sel of war. or in and on hoard any ship or vessel used or fitted out, or equipped or intended to he used for any warlike purpose. in the service of or for or under or in aid of any foreign power, Prince.
