PROPOSED RULE CHANGES
Commissioner Bert Bell listed these proposed rule changes as the more important ones to come up for consideration:
1. Allow coaches to wander on the sideline from goal line to goal line, or from 10-yard line to 10-yard line. Currently coaches are not permitted to go past the 4+yard markers — although they do.
2. When an onside kickoff fails to go 10 yards and is recovered by the receiving team, it should have the option of retaining pos- session or having the ball kicked over again. It now is kicked over.
3. When a team scores and still is more than seven points behind, give it the option of kicking off or receiving. Now the team scored on has the option.
