The New Loan.

Tue Patriot has not yet woke up to the fact that Sir Leonard Tilley has negociated a loan on exceptionally good terms. It does not seem yet to know that, by one operation, he is reported to have reduced the interest upon $6,000,009 of the public debt, by about $120,000 a year—a sum suf- ficient to pay the salaries of all the Minis- ters in the Cabinet, and still have left $29,- 000 in hand at the end of the year—asum sufticient to almost doubly cover the annual loss by the notorious ‘‘ Steel Rails transac- tion |”

But the Toronto Mail says: ‘‘The more the particulars of this last loan of Sir Leonard Tilley are considered, the more satisfactory the transaction appears. Sir Leonard tad no reason to expect that he would be greatly successful in negotiating a new loanin July, after having negotiated one inthe previous November. He had before him the understanding that ‘his tariff had been greatly misrepresented in England, and that its alleged ‘‘ruinous” effects on Canada had been set forth in the darkest colors by the press and politicians of one of the Canadian parties. And he had, moreover, to face the fact that the English public were suspicious and fearful of all investments, in view of the depression which everywhere prevailed. He had also against him the fact that a considerable portion of this pew loan was intended for the purpose of in- creasing immediately the _ respensibili- ties ot the country by the purchase of asection of railway, which was said, though not correctly, to be unprofitable. Nevertheless, with all these facts against him, and with the old record of deficits and Mr. Cartwright’s ‘ silver shield’ deception still fresh in the minds of financiers, he has succeeded in cfiecting the most satisfactory unguaranteed loan by several per cent that has yet been made for Canada. A review of the figures of the several unguaranteed loans will serve to impres: ih’s fact upon the public mind. Thus My. ~artwrights’s loan of 1874 waser £4,000,000 sterling, which, at 90,-the price at. which it was negotiated,—yielded £5,600,000 ster- ling, or $17,520,000 currency of Can» ada. Now, if the present.. an had been for the same sum... of -£4,000,- 000 sterling, it would ‘produce, “at 95 the sum of £3,800,000- stg., or $18,- 493,333 in Canadian currency, showing a saving to the Canadian taxpayer of $973, 333 currency. ..That is a singularly good comparison for Sir Leonard ‘Tilley to, be able to make between his loan of 1879 and Mr. Cartwright’s of 1874, in view of ‘all the disadvaatages we have pointed gut in the beginning of thisarticle. Now let us take the loan of 1876 which Sir Richard Cartwright negotiated also without any guarantec. [t was a loan of £2,500,000 sterling, at 91 ; and it yielded £2,275,000 sterling, or #11, 071,666 currency. If Sir Leonard Tilley had negotiated his £3,000,000 at 91 it would have produced only £2,730,000 stg., but at 95 it yielded £2,850,000 stg., or a gain of £120,000 stg., or $584,000 currency, as compared with Sir Richard Cartwright’s loan of 1876. We have made these calcu- lations on the actual figures of the loans without reference to costs and charges which, not being ascertained for the pre- sent loan, are left ont of question in regard to the others: We report that the Finance Minister has a second time shown his ability in financial transactions since his acceptance of office, a second time made a goed bargain for Canada, and a second time justified the choice of him by Sir John Macdonald for the post of Finance Minister of the Dominion.”

The Wheat and Pork Markets.

The Montreal Gazetie says: ‘‘ Pancake fashion, the grain and prevision markets of the West have to-day been fairly flattened out, to the surprise and discomfiture of the ‘longs.’ July wheat in Chicago declined 3ic. per bushel, which is attributed to the rapid progress that is being made in har- vesting the new crops throughout the West and Northwest, and the splendid condition they arein. A sample of new American winter wheat was exhibited in this city to- day, weighing 64 lbs. to the bushel. West- ern pork dropped off 40c. per bbl. at the close of the regular beard in Chicago, but at the open board it declined 17c. further, making a total fail during the day of 574c., and during the past fortnight of $1.774 per bar- rel. Lard also depreciated 124c. per 100 lbs. The wheat market here appeared to be unaffected by the demoralized tone of the United States markets, but seemed rather to partake of the i.:mness of English advices, in proof of which we report a sale of 10,000 bushels cf No, 2 Canada red win-

‘ter at $1.19, made to-day. The opinion,

however, obtains in the trade that, with the promise of. an abundant wheat yield in the Dominion, prices cannot be sustained much longer. In fact, we already hear of some holders becoming a little more anxious to talk over terms with buyers, notwith-

standing the above sale, which was for | shipment. The flour market was steady at

quotations, but business was very limited.”

CANADIAN. . Hawirax, July 21.

The steamer Glendon has returned from Sable Island with the remainder of the crew of the wrecked S. 8. State of Virginia. A portion of the cargo has been saved. The vessel is a total loss. The passengers have been provided for at the hotels by the State Line’s agent, pending the result of arrange- ments now in progress to have them for- warded to Europe. Whether they will be sent by the Allan Line or otherwise, is at present uncertain. It is stated that the value of the cargo was $350,000, and of the vessel $400,000.

A man supposed to be Thos. Reed, the absconded bank cashier from Galveston, Texas, has been arreffted here and held for identification. Mr. Brown, the Presi- dent of the bank, has been telegraphed for.

Mr. E. A. Sothern, the comedian, has arrived here from his fishing quarters below Quebec.

Thirteen cases of yellow fever were re- ported this morning. The exodus of citi- zens in full progress. Business is almost entirely suspended, and the general out- look is anything but cheering.

Cincinnati has declared quarantine, be- ginning this morning against all crafts and Railroad trains arriving from the South.

LATER. New York, July 22.

At a meeting of the quarantine commis- sioners here to-day, it was stated that all proper measures had been taken for the prevention of the yellow fever being intro- duced by shipping.

i2 cases have been found in the past 2 weeks. Two eases arrived on the bark ** Antonia,” Sala, from Havana, yesterday. One died last night; and a seaman from the steamer ‘‘ City of Meridia,” died yesterday afternoon. The only way by which yellow fever can reach this city is bv refugees from the Sonth coming by railways.

The British residency at Mandalay will be removed to a. safer position, and its guard increased to 500 men.

Cholera has appeared in Cabul.

The disturbances in the Ruma District, Madras Presidency, wfainst’ the tax on palm trees, has assumed open -rebellion. The climate of the country is such that of the four companies of Sepoys employed four months ago, only four men remain effective.

The Dominion Government is to obtain possession of the Riviere du Loup Branch on August Ist.

The codfishery off Labrador has been very successful, but salmon fishing has been a complete failure.

An attempt will be made on the 24th instant to raise the wreck of the ‘‘Grosser- Kurfurst,” sunk in the English channel by collision with the Konig Wilhelm.

The Windsor Mail considers that the Do- minion Government, in closing the Halifax Penitentiary, ‘‘ will take away from Hali- fax one of its main attractions for stran- gers |”

King Hambert of Italy, according to the London’ Truth, “‘has ‘a foot in the grave. His spine is diseased and he spits blood. The physicians attending him prescribe the soft air of Madeira. The probable regent in his absence will be the Prince of Carig- nan, his cousin.’

ImpoRTANT TO Farmers.—A _ King’s County correspondent of the Telegraph writes :—The sugar beets, which are to be seen in experimental patches here and there, are growing luxuriantly.. In some cases they have been planted side by side with mangolds, so that a ready comparison of yield may be made in feeding the two varieties next winter.

A Great Trotrer Iarrovine.—Edwin Ferrest is causing the fondest hopes of his owner to be realized. Wednesday of last week Mr. Bonner drove him a mile to wagon on his three-quarter track at Tarry- town in .34, 1.08, 1.41}, 2.16}. Previous to this, John Murphy had driven hima mile to wagon in 2.174. He is a remark- able horse, and if he keeps well will trot below 2.13 before snow flies.—Turf, Freld and Farm.

A writer in the Glasgow Mail, in com- menting upon the Rev. Dr. Talmage, of Brooklyn, says : “‘ Compared with Mcoly, he wants earnestness—with Spurgeon, origi- nality—and, with Gough, the knowledge of platform effect. Generally speaking, had we not known that it was the celebrated American orator who was lecturing, we might have mistaken him for an ordinary

Presbyterian minister making a humorous address at a first-class soiree. The audi- ence, however, knew it was Talmage, and
