DOMINION PARLIAMENT ef Proceedings.

Orrawa, Jan, 23.

Inthe House of Commons to-day, Cas- grain introduced a bill to further secure the independence of Parliament by providing that each member should take an oath that he was returned without any corrupt en- on his part, the oath to be taken before the Clerk of House.

Replying to Gordon Sir John said no special application had been made to the Government for a repeal of the law restrict- ing Chinese tminigration.

In answer to Cartwright Sir John = said the receipts of the Intercolonial for the last half of 1889 were $1,582,897 and oper- ating expenses $1,834,046.

On motion by Hesson for a settlement respecting insolvent banks, Foster said the Government were preparing their banking bill and would have the views of a deputa- tion of bankers on Saturday.

The House adjourned.

Casey has given notice of a rssolution dee claring that the Government should guar- antee the absolute soundness of all paper currency issued, and should make such guaranteed currencey legal tender, whether issued by the Government or by bank.

There has been a great storm of wind and rain in southern England, and enormously hich tides as a consequence. The Severn ovettlowed its banks, Gloucestervale was submerged with great loss of property, the Ly Lianelly, Portsmouth, and South Wales Railways have been tempor- arily stopped. The damage has been found to be enormous as it is reported in detail. A quarter of « mile sea-wall between New tlaven and Seaford, collapsed.

Perished in the Flames. St. Jonn’s, Nfld., Jan. 23.

John Gorley and three children perished by fire Tuesday night. Gorley died in the flames, when about making a third attempt to reseue his children from the burning house. His remains were found with his head burned off and a child in his arms.

The West End Scandal.

Lonpon, Jan. 23. Newton Taylorand DeGalia, charged with conspiring to defeat justice in connection with the West End scandal, were to-day committed for trial, and were subsequently admitted to bail in £100 each.

After the promotion of the Hon, W. W. Sullivan to a seat on the Supreme Court Bench of this Province, His Honor the Lieutenaut-Governor entrusted me with the formation of a Government.

Having accomplished the formation of a Government, it was deemed proper, in view of the number of partial elections required to be held in consequence of the vacancies created and the nearness of the completion of the term of the present Parliament, to consult the electors by means of a General Election before entering on new legislation,

Agricalture being the main industry of the Province, measures will be adopted which will best render the labor of the husbandman remunerative, by increasing the aid given to the Annual Exhibitions, by the importation of improved stock, and by providing instruction on Agricultural Chemistry and a course of popular lectures on agricultural subjects,

In that case, such measures to supplement our revenue will be adopted as will bear the least heavily on the people, and will at the same time be just and equitable.
