-The result of the bye election in the English constituency of Aston Manor has raised the spirits of the Conservatives. his constituency was formerly a Liberal one aud was carried in 1885 for the Liberals by a majority of 1,153 votes. In 1886, siter the split of the Liberal party, the Conservative candidate, with the aid of the Liberal Unionists, was elected by & major- ity of 729 votes, it was hoped by the Liberals that the recent coutest would prove that Aston Manor is ready to return to its old love. But the Conservative majority is greater than before.

Senator Vdder has a bill now before the Legislature to tax all inheritances over $500 in value, but it is meeting with much opposition and is vpparently too far advanced for the present state of public feeling. The idea behind it, however, is likely to take, both among the socialistic element of the cities and the tax-weary agriculturists of the country, who are inclined to regard it as the ealy method

For yeare after there was no idea of exportiag from that country. Intact, so late- ly as 1883 it was necessary for me to go into the state of Minnesota, ou behalf of the Mani- toba Provincial Government, to purchase seed grain for the settlers, while just previous to that we had to import flour for the needs of the population. hat was seven years ago. The Earl of Aberdeen, who, with his countess, spent last summer in Canada, writes ;

“Certainly the visitor to Canada during the autumn of last year found himself there during an exceptionally interesting and eventful

If I may record my own impression, 1 would say that during the months which followed the passing of the McKinley Bill there was trace- able a very :narked and steady advance from the natural perturbation and anxiety created in the minds of many Canadians by the first anuouncement of that policy te an increas- ingly firm an hopeful attitude, based on such considerations as the fresh openings and channels which might be found for the trade and resources of their country. In fact, there was once more an exemplification and proof of courageous self-reliance on the part of the Canadian people. Nor was this attitude dependent on mere sentiment or unreasoning determination, for the research and inquiry as to new trade openings, which were prompted by the prospect of an emergency, have cer- tainly brought into fresh prominence the opportunities which exist for such develop- ments. And this applies especially to certain food products, the export of which from Canada to Britain might be almost indefinite- ly-increased,”

Bible Society Meeting.

The annual meeting of the Prince Ed- ward Island Auxiliary of the British and Foreign Bible Society was held in the Y. M. C. A, Hall last evening. Judge*Young, President of the Society, was in the chair, There was a very good attendance.

The proceedings opened with singing by the choir which was followed by the reading of the gospel and prayer.

Judge Young’s address was brief and to the point.

The Secretary's report showed that the work of the Society is extending, and is year by year extending a stil) greater in- fluence for good. The same agents are still employed. Mr. Secord in the western section found eleven families who neglect- ed public worship and who did not possess @ Bible. Mr. Walker in the eastern found much enceuragement in the readiness with which the people purchased Bibles and Testaments from him. He found only three Protestant families without a Bible. During the year Mr. Secord sold 45 Bibles aud 212 Testaments, and gave away 3 Bibles and 7 Testaments. Mr. Walker sold 51 Bibles and 151 Testaments ; Depository, 354 Bibles and 238 Testaments ; Depository to Sabbath Schools, 199 Bibles and 24 Testaments. Total, 1,296 copies,

The treasurer's report showed a balance on hand of $110.45.

tre Suffering in Ireland.

LONG RXPECTED REPORT PAOM TAF LOCAL GOVERNMENT BOARD, The Lrish local government board has is- sued its report on the failure of the potato crop and upon the condition of the congest- ed districts. The report states that the districts in which the disease appeared com- prise about one half of Ireland, and the disease is due to planting old Champion seeds, the disease-resiating properties of which have been greatly weakened of late years. in light, dry soils, the report says, tho erop in some places was excellent, but in the cold, wet land, and in the mountain districts the failure was everywhere ser- ious. The report says the corn crops are mostly goad, the green crops up to the full average, and the other resources for the farmers about up to the average. The report goes to show that the sma))} farmers are in good circumstances, but are confronted with aacarcity of potatoes, which fs unprecedented in 30 years, causing tle deepest distress in congested districts, this distress being aggravated by the reluctance of the local shopkeepers to grant credit so early in the season or beforethey are able to judge the harvest prospects. Some of the Joard Inspector’a estimate the potatoe crop failure as equvalent to the loss to the eople effected of their mid-day meal and a oss of a portion ef their suppers for part of the year, The remainder of the report gives details as to how the suffering poor should be relieved, and showing that the distress is, as yet, on the increass. It is expected that the pressure for relief will become more general between now and Aprli.

John Gowan, one of the pedestrians in the six-day race at Madison Square Garden New York, has become insane. He has been removed to Bellevue Hospital. Cruelty on the part of his trainer is said to ba the cause.
