The extended medreo-meteorological re- searches of Dr. Arthur Mitchell, and Alex- ander Buchan, the noted British meteoro- logist, conclusively demonstrate the con- nection between this disease and detinite weather stages. ‘* Cold and moist air,’ they find, *‘is accompanied with a high death rate from diphtheria,” —eonrditions which have marked the Atlantic seaboard for the last fortnight, and have been in- tensified by the heavy rains of Sunday from Virginia to Massachusetis and the cold wave now upon us. The coneurrence of iow, temperature and high humidity in augmenting the maligndnecy and spread of diphtheria is the more remarkable, as etivlogists incline to the theory that the malady is originated by organie matter in the air, whichis generally neutralized or destroyed by cold weather.

The announcement made by Sir Charles Tupper in his magniticent speech last night, that the Jrmes of yesterday had an article deciaring that the imperial Governmert would submit to Parliament at ifs ap- proaching sessjon, a scheme of emigration to Canada, which they proposed to assist, in co-operation with the Canadian Gevern- ment, is one the importance of whichrcan hardiy be over-estimated. The evidences of a growing interest abroad in this Do- minion are accumulating every day. Ten years ago an effort was inade, through the agitation carried on by the National Emi- gration League, to induce the Imperial Government to interest itself in the matter of relieving the distress in Great Britain by assisting the surplus population to emigrate to the colonies. Sir Geerge Grey and Mr. Edward Jenkins held meetings thioughont England in order to excite the popular sentiment in favor of the scheme. Mr. McCullough Torrens brought the matter up in Parliament, only to find himself stand- ing almost alona, one of his chief opponents being amember ef the present Govern- Charies Dilke. The agitation was abandoned as hopeless, and has not since been revived.
