HEREAS the Lieutenant Governor of Her Majesty's

Prince Edward Island, with the Council and As- sembly ol' the said Island, did in the month of April and May. l866. pass four Acts which have been transmitted, entitled as follows, viz :—

No. 1215—“ An Act for raising a Revenue."

No. 1236—“ An Act further to amend the Act for the establishment of a Bank of Savings in Prince Edward Island.”

No. l238.-—-“ An Act to ineorpomte the Souris Btnlt."

No. 1239—" An Act to incorporate the Western Bank."

And whereas the said Acts have been laid before Her Majesty in Council, t0gether with a letter to the Lord President of the Council. from the Right Honorable the Earl of Carnarvon, one of Her Majesty’s Principal Secreta ries of State, recommending that the said Acts should be left to their operation: Her Majesty was thereupon lhlfl day pleased, by and with the advice of Her Privy Council, to approve the said recommendation. Whereof the Governor, Lieut. Governor. or Commander-in-Chief, for the time being of Her Majesty’s Prince Edward Island. and all other persons whom it may concern, are to take notice and govern themselves accordingly.

‘ HEREAS the Lieutenant Governor of Her Majesty's Prince Edward Island. with the Council and As- sembly ofthe said Island. did in the month of May, 1866, pass an Act which has been transmitted, entitled as lollows, Viz:— No 122l.-—-“ An Act for settling doubts relative to» Titles acquired under the several Laws of the Island for levying an Assessment on Lands.”

And whereas the said Act has been laid before Her Majesty in Council, together with a letter to the Lord President of the Council. from the Right Honorable the Earl of Carnarvon. late one of Her Majesty’s Principal Secretaries of State. recommending that the said Act should receive Her Majesty’s special confirmation: Her Majesty was thereupon this day pleased, by and with the advice of Her Privy Council. to declare her special cenfirmation of the said Act. and the same is hereby specially confirmed. ratified. and finally enacted accordingly. Whereof the Gov- ernor. Lieutenant Governor, or Commander-in-Chief. for the time being. of Her Majesty’s Prince Edward Island.and all other persons whom it may concern, are to take notice and govern themselves accordingly.

In consequence of a Correspondence which has recently passed With the Foreign Olfice. I think it may be convenient to inlorm the Governors ol‘ Colonies generally. in a Circular Dcspatch. of the following principles relative to the appoint- ment of Consuls and Consular ()flicers.

The appointment ofa Consul, Vice Consul, or Consular Agent in any British Colony. intended to be permanent. must. in order to be rccogn‘zed as permanent, be submitted lor the sanction of Her Majesty’s Government. But an ap- pointment made by a Foreign Consul of a temporary character. such for instance as that of a person to discharge the duties of a Consular Officer. deceased. or going away en leave. may, if there is no obvious Colonial objection to the individual pr0p0>€d to be appointed, be accepted by the British Authorities in the Colony. pending the result ofa reference to Her Majesty’s Governmrnt as to whether such temporary appointment may be recOgnized.
