' He considered it a very good Act. It had been in operation in the district where he re- sided, and many who were opposed to it at first, now saw the beneficial results of it. A number of districts throughout the Island had acted upon it. He did not wish, how- ever, tu press it upon the House, bat he thought they might go into Committee upon it, and if there were any objectionable points, they might be amended, or progress might be reported, and let it stand over for some future tine when they would have a fuller House

He believed the Act was a very good one, as it was a great annoyance to bave pigs ranning at large, particularly about places where farmers were inthe babit of hauling there grain to mar- ket. It had given satisfaction, as far as he was aware, in the places where it had been putin operation, and he would, therefore, support the bill.

deal of prejudice against the bill at first, bat since the act had gone into operation, many of those who were tormerly opposed to it, had changed their views, and had seen that it was an advantage to themselves to keep their pigs apon there own premises. A good deal of labor is em- ployed, and it increases the general wealth of the country. ‘There are many places where there were oysters formerly, but where there are none now. ‘The grounds are lying idle and they might be made a considerable source of revenue to the Colony. Were a bill of we night soon bave plenty of those nice shell- fish fur our own use, as well as for export- ation, but at present we are acting a sort of dog-in-the-manger policy. Oysters are be- coming very scarce. We will soon have none to use ourselyes; but, by proper man- agement, we might have plenty tor vur own use 48 Weil as fur exportation.

If no- thing is done with those petitions but to throw them to one side, it would be better to notify the public that it is unnecessary to present petitions to this House, for it seems absurd to go to the trouble of getting up pe- aoe if they are merely to be thrown to one sid»,

Mr. McDonatp: Petitions of this kind are now handed in to the Government, yet, L believe they are afterwards returned to | the House of Assembly, and it is competent | for any member of the House to move that | the prayer of any particular petition should be granted. I think it is our privilege to re-

Hon, Mr. Cogs said he had no doubt that it would be a difficult matter to re-or- ganze the Agricultural Society ; for so long as politics were allowed to be introduced into its mabagement, no success would at- tend the Institution. At presen: it might be fairly considered a Goverament Society. The annual grant was expended in paying the rent of the building and the salary of the Secretary of the Society; and if the Government had no confidence in the So- ciety, was it any wonder that the public took no interest in the matter? He re- gretted that farmers generally did not urge upon their representatives the importance of giving wore ample support to this most im. portant subject.

Hon. J. 0. Porz hoped when this ques- tion relative to the dearest interests of the [sland would be properly before this House, it would be taken up and discussed ia that spirit of fairness and freedom from party interests which its importance demanded. He exceedingly regretted the abandonment of the Model #arm, and hoped soon to see a similar institution re-established. Is was unfair to reflect on the Government for the importation of the present Stock — which had been purchased in express compliance with the resolution of the House of Assem- bly. He then proceeded to show that the Stock had been selected by competent judges, and in conformity with the instruc- tious of the House, and that therefore the Government had discharged their duty.

‘lon. Mr. Davius said that he had always understood the Model Farm had become de'unct, as the result of mismanagement under the late Liberal Government. He would, however, favor the re-establishment of a similar institution. He spoke of the

One of their requests was that a majority of householders should be re- quired to sign every year in favor of a tavern being kept open in thew district, before the licence could be renewed. Lhe Committee were desirous to accede to the prayer of the petitioners, but they evuld not go its whole length. They though: it better to let the people decide at home than to require them to attend meetings for sonsidering the grant- ing of licences, where there might te an- seemly disputes. The ommittee'aiso thought it unfair that a tavern keeper, who bad gone to the expense of prov. ding a boase, shuald have the licence taken from him at the end of the year by, perhaps, one or two persons changing their opinicr ; but two-thirds of any number of bousetiolders who had con- sented to the opening cf such a house in their midst, could hardly be supposed to request the closing of the same unless it was conduct- ed in a disorderly manner. Intemperance wes the cause of a preat many evils, and therefore he thought shat ‘he Sons of Tem- perance werz not oper to censure for so fre- quently coming before this llouse by petition praying that the traffic in intoxicating liquors might be more restric:ed, ind thus to some extent subjecting themselies to the tauat that they wished the Legislature to be al- ways tinkering at the laws relating to the subject. Some said tlat it was necessary to have taverns for the benefit of travellers ; but it was possible te have houses for the accommodation of the public without the sale of liquors. What travellers required was a place where they could, get a good meal and a bed; it wes not necessary that they should be able aiso to procure liquors. Sons of Temperance sometimes travelled from home as well as others, and they did not seem to suffer from tlicir abstinence princi- ples; he generally saw them as hearty and healthy as any other class in the community. There seemed to be rather an anomally in the present Act; parties selling small quantities had to submit to the approval of a majority of householders in the district, while those who sold a pint were placed under no such res- trictions. True, it cculd not be drunk on the premises ; but it was casy to get a com- pany of two or three who could buy a pint, and then go outside and drink it without much trouble. It was difficult to make a distinction between th» quantity that should be allowed to be seld in this way, and probi- biting its sale altogethor ; but the Committee acted as they considersd fur the best, in re- commending that it should not be sold in less quantities than one quart.
