MONTREAL (CP)--The liner Empress of England turned back to Quebec City Thsrsday when she encountered heavy seas in the Gulf of St. Lawrence ‘on her last scheduled voyage of the season to Liverpool.
The reason for the decision to turn back was not known im- mediately, but a spokesman for Canadian Pacific Steamships in Montreal said it was believed that temporary repairs to -the ship’s damaged bow were not standing up to the rough seas.

at dusk and will be resumed early this morning.
Confirming that the plane was from the Montmedy base, the RCAF spokesman said it had flown to West Germany on & training mission.
The spokesman said a search was Started when it was overdue returning to Montmedy.

Evidence presented to the in- quiry board, later reviewed here and in Ottawa, indicated two small flash fires had occurred in a messdeck located above a helicopter fuel tank.
The first was caused by igni- tion of vapor escaping from the tank through the faulty hatch cover. Within seconds the vapor burned back to the hatch and started the second fire. “‘which in turn caused a fireball to pass through the messdeck.”
The exact origin of the design error _was not immediately known. nor was it clear whether a similar flaw could exist on other warships. But the state- ment said steps to correct the mistake “are within the capa- bilities of the navy and are now in the process of implementa- tion.”
