Russian pressure to Asia.

Foreign, defence and finance ministers of the i4 member coun- tries of the North Atlantic Treaty Organization met behind closed doors to hear top-level reports on Russia and its latest world polic- ies. State Secretary Dean Acheson of the United States was reported to have told the N. A.T.O. council there are good chances for a Kor- ean armistice before spring. But. for from cheering ,the N.A.T.O. partners. Achescn's statement was said to have stirred up fears that such an armistice would free the Communists to undertake new ad- ventures elsewhere in Asia. '

Reports of increased Soviet at- tention there and a slackening of Russian cold-war activities in Eur- ope caused the ministers to consid- er at length the possibility of scal- ing down plans for 50 to 60 Euro- pean divisions by the end of 1052 and nearly double that by the end of 1954.

Conflict Develops

There is conflict between mlit- ary chiefs and W. Averell Hartl- man's temporary council commit- tee on the l00-division target for I054. The committee says the tar- get must be reduced by 12 per cent to ease the rearmament burden on Europels groaning economies.

France is chief among those countries which feel the plan is too ambitious. Foreign Minister Robert Schuman told the council his country must have more help because she is already spending about s3oo.ooo,ooo a year in fight- ing Red guerrillas in Indo-China

Most of today's other ministerial talks dealt with the problem of "infrastructure." This a. word 'Gen- eral Eisenhower has borrowed frcni the French. who used it during the Second World War to cover sup- porting air bases, lines of commun- ication, supply depots and other facilities an army needs to live and fight.

Top Priority

Top priority went to Eisenhow- cr's demand that work on defen- sive air bases stringing across Eur- ope and North Africa. get started before the i052 season is lost. The military chiefs plan to build 21 air bases in France and Morocco and possibly a. total of 60 European and North African bases.

Estimated cost of the next slice of air-base building is about 8450.- 000000, of which the U. S. is ex- pected tc pay at least one-third.

The jump over the preliminary estimate. said the bureau, results from recent increases in the initial or preliminary delivery price paid farmers for their wheat deliveries. price advances for some crops such as potatoes. and added payments to sugar-beet producers.

The bureau, taking into account the preliminary delivery price paid to farmers. estimated the gross value of the 1951 wheat crop at 373,347,000 -- about 30 per cent of the total value of all

The badly battered bodies of the couple, both in their 505. were found Feb. 2 by .Di;nc,ag,1-Iaggiirt. brother -of the 'd'eadi man and father of Boy, at their farmhouse in nearby Laggan.

Jimmy Haggart, if)-,ve.1r-ciii half-brother of Roy, today re- peated testirnony he gave at the inquest, that he heard a. shot the day of the killings and saw Mr. liaggart fall. Several other wit- nesses also repented evidence given at the inquest.

Gill both testified to ominous happenings at 8:10 il. in. on Monday--about four hours before the Mercer split in two. Glll heard a sound like a. plate snapping at the some time that Molina said he saw the plate fall away. Both saw all on the water.

But Molina said he was pushed away when he tried to tell Capt- ain F'.C.C. Paetzel. He quoted the Captain as saying it was "none of my business."

Five of the Mercerts men perish- ed in the lucceeding tragedy and, nine men of the tanker Pendleoan' were lost, or presumed lost, when it-too-broke amidships in the same storm off Cape Cod.

Fifty-seven men of the two ships ivesg saved-largely throinzh Coast Guard heroism. Of these, 13 dougbty men are sticking to the still-floating stern of the Mercer.
