Ignoring Our Exlstonco

lt would appear that to the ‘minds of those responsible for preparing travel folders for the Trans-Canada Airlines, Canada i; composed of eight Provinces. Prince Edward island does not exist, not even in outline on the map. This prac- tice of ignoring our existence origin-ated with the Canadian Pacific Railway, and has been a source of annoyance and complaint for years past. ln the case of the T. C. A. there is even less excuse, because, while not directly served by that Government subsidized organization, we have a fi e feed-er service which directly contri- butes torhhe national system, and information regarding this Province, and the fact that it is gadiily accessible by air, should be made avail- le to the public at large. T. C. A. officials have a duty in this connection which should be impressed upon them by our members of Par- liament.

llouse 0t Lords Issue

The British House of Lords has defeated the Attlee Government's Parliament Bill in sec- ond reading. This, notes an exchange, is the first time that a maior government measure has been rejected in Britain since before the First World War. Probably it is only a question of months before the Labor majority in the House of Com-mans forces the bill through, using the steamroller permitted to it by the constitution. The bill limits the second chamber's power of delaying non-money bills to one year, instead of two as now. At present, the House of Lords eon hold up legislation during the lost two years of any parliament, if it considers that the public interest so demands. lf the bill is finally passed, it will mean substantially that the United King- dom has a single-chamber government for four of the five years of every parliament. i .

During the debate on outstanding speech was made by Viscount Cecil of Chelwood. This distinguished and conscientious man warned his fellow countrymen of dangers that he sow ahead. He asked the upper house to consider

Britain. "lt would mean the uncontrolled power of the House of Commons--the uncontrolled pow- er of the government of the day," he declared. "ls it desirable," he asked, that we should be ruled by a cabinet oligarchy? That is the real question we have to consider, for that is rapidly becoming the nature of our government. At‘ present we have o modified form of cabinet oli- garchy. That being so, it is of the utmost im- portance that there should be in proper cases an appeal to the people. That is to me the_mai|l argument for a second chamber. The question is-has the second chamber a right to ask, in proper cases, for an appeal ta the people before it accepts legislation? This House ought to be mode strong enough to go to the people about measures upon which their support is in reason- able doubt. - That is the essential point and, as I see it, it is the only safeguard against revolu- tionary change. l should be the last person to accuse the present prime minister of being a despot or desiring to be a despot. The same may be said of most, if not all, of his colleagues. But they are prepilring the way and smoothing the path for revolutionary successors and for the definite alld complete transformation of our con- stitution from a democracy to an oligarchy or even to despotism."

Domedy 0f Errors

Recently, on a division called by the Pro- glessrive Conservatives in the House of Commons, something went wrong with the pairing system, the result being thus described by an Ottawa correspondent:

A member who is paired with an- absentee on the other side of the House does not, under the circumstances, cast a vote on a recorded division, but he punctiliously tells afterwards llow he would have vdted had he been free ta do so. In ‘the instance noted, when thecount was complete and announced, Prime Minister King rose to mavke a confession.

"ln the_excitement of the moment," he laid, "l quite overlooked the .fact that l was polred with the Leader of the Opposition (Mr. Bracken), and I voted inadvertently. l asked the whip (W. G. Weir of Macdonald, who sits immediately be- hind the Prime Minister) if he would kindly re- frain from voting so that the count would be exact, and he did so. l think this all goes to show that even the best of us may go astray at times."

This country seems further than ever from the long awaited lifting of import restrictions. As of June 26th another long list will be added to those requiring import permits. Some of the items to be added are iron and steel machinery valued at over $200, traction engines, aircraft and parts, generators, transformers and motors, welding equipment. t

Dr. Margaret Newton of Victoria, B.C., has been award-ed the Royal Society of Canada's Flav- elle Medal for outstanding contributions to sci- ence. Dr. Newton is noted for her pioneer work on wheat stem rust. A graduate of McGill University and a specialist in wheatdiseases, she went to the Federal Rust Research Laboratory at Winnipeg ip I925 and worked with a team of outstanding scientists on the problem of developing rust re- sistant wheats.

Charles Duquette, proprietor of the Montreal Pharmacy,__was ordered in the Court of Summary Conviction to pay a fine of $200 and costs for having bought butter at a price eli- ceeding the levels set by the Prices and Trade Board. The complaint against Duquette was brought by the Board after the Montreal Pharm- acy advertised it stood ready to supply custom~ ors with butter at a period when thiscommodity was not easily available on the market. The fine was imposed by Chief Judge Edouard Arch-

He has been followed by Mr. Donald Gordon, deputy-governor of the Bank of Canada who told a Baltimore audienco that there should be an increase of U.
