Hugh A. Young, deputy works minister, testified Friday before the Commons public accounts committee that he has stopped payment of $60,000 to Montreal architect Ernest Cormier, be- cause of faults discovered in the government printing bureau’s conditioning system.

He said Mr. Conmier has al- ready been paid $548,000 as con- sulting architect for the bureau. 'Fhe original air-conditioning sys- tem, which cost 500,000 to $600,— 000, has to be overhauled at an estimated cost of $700,000, he said. ‘

Gen. Young said the bureau, in neighboring Hull, Que., should have been completed under “or- dinary circumstances” in 1952, three years afiter start of con— struction. It still is not finished although in use almost three years. Total cost now is $116,200,- 000 against an original estimate of CHIEF FAULT .

Gen. Young said the “chief fault” lay in the tact that con- struction was started before final plans and specifications were made and that the “onus” for this rested with Mr. Cormier.
