The Shanghai Chamber of Commerce | telegraphs that the threatened blocking | of the river by the Chinese excites strong | indignation in that city. The Chamber has addressed a communication to the consuls |) and ministers of foreign powers there resi- dent, urging them to prevent such action, and suggesting that Shanghai be made neutral. The Chamber requests the London committee to do everything pos- sible in support of this suggestion.
