There are no liabilities.

Of the $400 due by members, twelve, who

have never paid anything towards the funds 'of the Corpuration, and refuse to pay, owe / $120. | The estate of one deceased member owes $5, which should be written off, and fifty-five inembers, who have not paid their dues for 11888, owe $275. Payment of the amounts due by those mem- ; bers, who refuse ta pay, should be enforced, jor they should be expelled and their accounts cancelled. Itis useless to count upon the assistance of those who won't pay. The law does not permit them to resign until their arrears are paid. Members who don’t wish to retain their membership should pay up and resign. Their own proper sense of right, one would suppose, should induce them to do this mach,

The attention of the Corporation is called to this matter, in the hope that some plan may be devised by which only those who take an interest init, and are willing to coniribute to its usefulness, may be retained as members,

The total membership at present is one hundred and twelve.

A committee was appointed last winter in the matter of steam communication between Charlottetown and Pugwash, Tatamagouche, Waliace, River John and _Bay Verte, but no report has yet been made. This subject should receive immediate attention in order that time may be given to secure the service this year.

A committee upon the subjects of extending the Prince Edward Island Railway to the various city wharves made a report, and a petition based upon such report, asking that the work be constiucted, was forwarded to the\ Dominion Government, and it is now undeétstood the surveys have since been com- pleted.

It is of the utmost importance that this subject be vigorously dealt with, so that the early completion of this desirable work shall be assured.

The local Joint Stock Companies’ Act was enacted at the jast session of the Legislature, and is found to bea great advantage over the old plan of organizing companies, which always required special Legislation.

The swinging signs have disappeared from Queen Street.

The telegraph and other posts which ob struct the principal street of tie city should go next, and the sidewalks and crossings on «Jueen Street, Water Street, and those streets fronting on Queen Square should be made re- gular and uniform and a credit to the city.

A committee appoivted last winter upon the subject of improved telegraph service have not yet reported, and the community are still subject to the inconvenience and delays oc- easioned by the offices being closed daily dur- ing the hours for meals. No other city in Canada is treated in this way.

The Post Office authorities have at last given instructions to provide a Special Train to connect with the winter steamship Stanley |at Georgetown, and we may now at once ex-

service, to the great relief of the community.

There is still a great necessity for au Im- migration Office in Charlottetown, where pur- chasers may get information in regard to farms for sale, and where persons, desiring to sell, may be aided to get purchasers. ‘This plan, if properly carried out, would encourage desirabie immigrants to settle in the Province.

Another subject which calls for the atten- tion of this Corporation at the present time, is the necessity for a law to prevent prefer- ential assignmente. If it is possible to do so, such a law should constitute the holder of any such preferences a trustee for all creditors of the person giving such securities, ‘his subject is recommended for your considera- tion.

It is desirable that the active and earnest co-operation of each member should hence- forth, if possible, be secured in working out the objects of this Board.

Its efforts will be successful only in propro- tion as this can be accomplished and the sym- pathy of the community enlisted.

The wishes of the community can best be made known and its influence exerted by com- bined effort, which this Corporation is designed to facilitate.

The brokerage, in some instances, amounts to about one-third of the freight charged by the summer steamer. Then, fifty per cent. is added to passen- ‘ger rates, and about eighty per cent. to \freight rates by the Stanley, as compared with the rates charged by the Steam Navi- igation Company in the summer. This is manifestly unfair, seeing that the people of

the other Provinces travel and tranship goods in winter at the same rates as in summer. The rates of freight for oats and

But the most important of all | was the matter referred to by the President —the extension of the railway to the wharves of the city. F. T. Newbery—The spar buoys which have been used are not adequate, nor are they rightly placed.

R. B. Norton suggested that it Would be better to send two or three men than one. He thought many of the facilities of which we stand in need have not been provided, owing to the neglect of the people of Char- lottetown to bring them properly to the notice of the Government.

Hon. R. P. Haythorne said that he knew of no subject which the authorities at Ottawa so greatly misapprehended as that of the transmission of the mails. They seem to think that they are conferring a favor by providing a special train to run in conjunction with the Stanley—forgettin altogether that the senders of Jetters an papers in Canada, the United States and el-ewhere are wronged when the mails are delayed as well as the receivers in this Pro- vince. The matter has been explained year efter year in Parliament. Indeed, he thotght it was finally settled in 1887, and again in 1888 ; and he regretted exceeding- ly to find that it was again a burning ques- tion in 1889. The local officials—particu- larly Mr. Brecken—should, he thought, be permitted to use their discretion to sume extent. It is degrading to competent officials to compel them to absolute in- action in such emergencies as will »eces- sarily arise in respect to the carriage of our mails—until they receive orders from Ottawa.

On motion, the Council were requested to appoint a delegate to the Government at Ottawa to urge the early. extension of the railway to the city wharves, and also other matters of importance to the trade of the Province.

George Longworth said that all members of the Board were not, probably, aware that heavy changes were being made by Noonan & Davies, at Pictou, on produce and fresh fish, going by the Stanley, on

through bill of lading, to markets in the Dominion and the United States. The charges made by Noonan & Davies were

as follows : 3 cents per 100 Ibs, under 1000 Ibs; and 24 cents per 100 Ibs.on 1000 Ibs. and upwards, These charges are made on perishable goods, such as fresh fish, on which Noonan & Davies pay no back charg- es, as freight on perishable goods is prepaid. Ov other goods, on which they pay the charges, we are, no doubt, paying to Noonan & Davies a much higher rate than on those on wuich they pay no charges. There is no reason, whatever, why they should step in and pay charges on goods before they get to their destination. This isa complete outrage upon shippers and merchants of this Province, and should be speedily remove by the authorities.

Hon. D. Ferguson moved that the mat- ter be referred to the Council of the Board, with a view to immediate action. Carried.
