Un motion of Huon. Mr. Peters the House went into committee op the Act amending the Assessment Act, 1894, with Mr. Me- Kioneo iu the chair, Mr. Beli having declined to take that position.
Mr. Bell argued in favor of a committee ef three b-ing appointed to value lauds, instead of having them valued by the owner, as at present, and moved ao amend- ment to this effect. He claimed that a committee of three could value the lands of the province with the means at their disposal for from $750 to $1000, and that

The matter was discussed at consider able length, the arguments advanced being much the same a- were adduced during the debate on the resolution which preceded
the bill. Hon.: Mr. Gordon, Mr. Shaw, Mr. Campbell and Mr. Blanchard pieaded
strongly and earnestiy for a more equal distribution of the taxes in order that the burden of the farmers might be lessened, and the monied mep, who were best able to pay, be made to do so to a greater ex- tent than they do at present. It was also argued that people from abroad who had money invested in mortgages sbould pay taxes upon the income they received there- from, andthe injustice of compelling a mao to pay taxes on the full value of a; farm worth $1,080 on which there was a mortgage of $500 was pointed out. The failure of the Leader of tue Government to keep his promise regard.ng taxation was also referred to by the Opposition speak- ers, and it waseborn that revenue and expenaiture was made to meet in former years when much less taxation was im- posed, and at a time, too, when there was » good deal of expenditure for public | worke. The obj ct of the proposed change was to increase the burdens of the ftar- mers, that was evident.

Also thesum of $44 charged in the Public Works Report of 1896 to said breastwork, Victoria.
Hon. Mr. McLean said the :nformation asked for would be given.
Hon. Mr. Peters tabled a return showing the tend rs for the building of the wing to the Hospital for the Insane and the cen- tract entered finto. The plans could be seen in the Public Works Department.
