A charge has been made that Mr. Howlan sold a quantity of coal to Mr. Rogers that belonged te Mr. Palmer. The facts in this matterareas follows: After loading at Summer
99 \ {side all the cars available with the coal that had been used in the barge as ballast to steady that vessel while the boring was uuder way, it was found that some eleven tons remained over. This was sold to Mr, D. Rogers at $3 per ten; but when it came to be taken out it was found to be all broken up fine, and Mr, Rogers refused to take delivery of it unless a rebate in the price was made. After some discussion the price was fixed at $2.25 per ton, and that is the whole story on which such extravagant charges of boodling are founded. Respecting the statement that Senator Howlan refused to account to Mr. Palmer for the money expended on the tunnel borings contract, it is distinctly stated that every item in the account was offered to Mr. Palmer at Cape Traverse on October 1, 1892. Mr. Palmer at that time refused to settle, but told Mr. Hendry, the Government engineer, that the accounts, he thought, were all right and he might certify them, whereupon Mr. Howlan submitted al) his accounts and vouch- ersto Mr. Hendry, who duly certified the same after a complete invertigatioa. McLeod, Morson & McQuarrie, dated 17th October, 1892, which states, ‘Our client is quite willing to submit differenve to one or more arbitrators, and names as his arbitrator Mr. Unsworth, L. H. Davies er Arthur New- bery, or any other suitable man. It is true that Senator Howlan gave an account, but cur client says that no vouchers were submitted to him. Our client is desirous of sub- mitting the differences between them to good and independent men or to one man mutually chosen.’ On Gctober 20 Messrs. M. and D. ©. Then commenced a system of appeals to Senator Howlan for money; first tor $750, then for $500, and so on, each appeal being accompanied with threats of newspaper publicity if the demand was not acceeded to. Since that time Mr, Palmer has made his report to the Govern- ment, in which he contends that he has obs tained sufficient data to enable Sir Douglas Fox to report fully on the feasibility of the work, and claims that he should be paid the balance uf his contract. No one would be more pleased than Senator Howlan if Sir Douglas Fox would be satisfied with Mr.

P,, to the governorship of the North West. There are between 800 and 900 civil servants resident in Ottawa ; of course some of them have not votes, but there must be 750 voting civil servants on the Ottawa lst, the vast majority of whom vote with the Government. Were these to flop at a partial election, the Government would lose the seat, nothing surer.
This reminds methat the other day 1 counted up the number of permanent civil servants employed in Ottawa and resident! nerve, and found they number 883 How many of these come from P. E.J.? Just 9, including Mr. Joseph Pope, who had ieft the Isiend 6 years before he entered the service, ard Mr. A. N. McNeill, who had been a number of yearsin the Roysl navy before his appointment. Adopting the ratio of the membership in the Com- mons after the redistribuuon—5 ovt of 213 members—we should have 22 men in the Civil Service. Enough said.
The supplementary estimates for the year 1893 94 have already appeared in your columns, at least that portion of them in- teresing to your readers. The Island is zener- ally supposed to have fared pretty weil. The King’s County members are in good spirits over the appropriation for their Ovunty, while Messrs. Davies and Welsh are agree- ably disappointed. The Commodore was instant “‘in season and out of season,” more usually “‘out of season,” in urging the claim of his constituency, and he has cer- tainly managed to get on the right side of the Minister of Public Works. However, the Island has got nothing it does not de- serve, and, indeed, it is only an instalment at the best,
There is a grant asked of $36,000 to enable the Dairy Commissioner to pur- chase cheese and butterat theseveral ex pori- mental stations, with the object of trying certain curing processes and making cer- tain expriments in England. Under the heading of Militia, the principle is intro- duced of Canada coatributing to the de- fence of the empire. There is an item of $70,000 as the Dominion contribution to the defences of Esquimalt, B. C., and $35,-
000 for the pay of a detachment of royal marine artillery or Royal Engineers. There is also
$10 000 for drill pay of the active militia; $17,212 for gratuities to militia officers who are to be placed on the retired list, and $16,500 for the purchase of modern fire- arms. There is also $15,000 for the erec- tion of a new lazaretto at Tracadie, N. B.
The amendment to the Franchise Act
has also been sacrificed, and a short bill introduced doing away with any revision during the present year. Your readers will remember that in one of my letters | referredto a speech made by Dr. Reid, wherein he strongly urged upon the Government the branding of Canadian cheese, owing to the practice of American cheese being imported and then sold in England as Cavadian cheese, The Government have acted upon De, Reid’s re- commendation,and a bill has been introduc ed providing for the branding of all cheese exported from Canada, so that hereafter there will be no doubt as to whether it is of Canadian or American manufacture.
It will be remembered that Mr. Tarte, during his election campaign 4 few months ago, made dire threats of impeachment against divers Quebec judges for sundry high crimes aud misdemeanours, and im: mediately after taking his seat, he gave notice that he would bring the matter be- fore the House. For reasons best known to himeelf, he did not act upon his inten- tion, but one evening lately, on motion to gu in‘o supply, he made a fierce attack upon some members of the Quebec judic iary, whom he was careful not to, same, charging that they had purchased thei positions and more to the same effect. He was several times called to order by the Speaker and was cleverly answered by the Sclicitor-General and Cul. Amyot, who valiantly defended the judges. Mr. Lis- ter, very bravely, made a similar charge against some one or more of the inferior judges of Ontario, claiming that he could prove that one of them had paid $2000 for his position. The question is asked, why did Mr. Lister not produce his proofs at the proper time and in the proper way / Whatever may be said of Mr. Tarte, Mr. Lister is nothing more or lees than a bius tering braggart, and altogether a very un- pleasaut person.
As I observe that the Island Government propose to take a plebiscite on Pi ohibition, your readers may be interested to know what effect it may have. The Manitoba Govern- ment tock a plebiscite on the same question, and Probibition carried the day by a large majority. Zhe Manitoba cabinet then peti- tioned the Dominion to pass a prohibitory law for Manitoba. When interrogated the other day, Mr. Foster said that no action would be taken on such petition until the report of the Probibition Commission is received.
