EDMONTONI Alta, Jan. 6.-A delegation from two executives of the Teachers Alliance, addressing Premier Brownlee, referred to the married teacher phase of the unemployment situation. It was pointed out that in- vestigations and observations showed that it was not only a situation ag- gravated by the present conditions but a new phase of life of the present day. “It is the practice of a peculiar type of economy by which the far- mer‘s wife who holds a teacher's cer- tificate, takes it out of her trunk, utilizes it to the family income for the purpose of buying an auto and hiring a maid to do the general house work at home" was the charge made. In presenting the case of the un- employed teachers, it was pointed out that in response to advertising over 400 replies had been received by teach- ers at present unemployed within the province. Many of these were teach- ers of experience who had been “el- bowed out" by more recent grad- uates and it Was stated that the supply graduated from the Normal schools—-over 1,000 teachers-was much more than the 500 needed un- "der the present conditions. Closing of one of the provinces four normal schools was one of the solutions of‘ the problem.

It was suggested that an immed- iate start might be made in tackling the problem by finding out from all certified teachers how many intend to teach next year. arriving at; the number required, and having fixed the quota to train at each Normal school, practice selectivity on the bas- is of first chance to those at the top of the entrance list. SOVIHPS NEW TURKESTAN RAIL LINE AT STANDSTILL

MOSCOW, Jan. L-General traffic over the new 1,700-mile Turkestan- Siberian railway, which was officially opened several months ago with much ceremony, has been delayed by lack of labor with which to com- plete stations, other attributes of a regular line. Officials of this road, whichwas cited as one of the big achievements of the Soviet government, recently asked for 4,000 workers to aid in completion of the line. It runs from the rich graneries and forests cif Si- beria through undeveloped areas of Turkestan to the ancient cities of Samarkand and Bokhara. It was hoped to have the line in general use by January 1, 193i, but if the labor shortage continues there is considerable doubt as to just when this happy ending will be brought about.

The main line was built entirely by native labor and without foreign technical or financial assistance. It cost more than $100,000,000 and re- quired four years of unremitting work.

The railway situation in Russia. apparently is not improving very rapidly. Although new rolling stock is being constructed as fast as poss- ible, the number of’ cars is still in- sufficient to take care of the coun- try's grain and other commodities.

Railway Commissionar Buhmin- dovitch told The Associated Press that the Russian lines have been ex- periencing a. heavier tariff per mile than the roads of any other country in the world. Traffic figures. for in- stance, show that tho United States has 4.5 passengers per mile of rail- ways, Canado. 2.7 and the Soviet Union 12.97.

While the passenger traffic is un- wieldy, the matter of moving freight is more serious. Huge stocks af vegetables. are shipped to the cities daily in open freight cars, uncrated and unrefrlgerated.

The result is that for every car- load of these perishable; shipped, only about one-fourth is fit for con- sumption when it arrives at destina- tion. Consequently there is a short- age always in vegetables whereas. under Canadian conditions, there would be more than plenty.
