—New York Press : There was no debate over the expulsion of Captain Verney from the House of Commons. It was an occasion when silence spoke with ten million tongues.

—The announcement of the arrest of the assassins of Beltcheff, the Bulgarian Minis- ter of Finance, will be received gladly by the foes of Russia in Europe. Bulgaria has long been the prize for which Russian in- triguers have striven, that Beltcheff’s mur- der was at once laid to Russian agents. There is little doubt that he was mistaken for his eminent colleague, Stambuloff, with whom he was walking the night he was killed. Stambuloff is Prime Minister of Bulgaris, a man of commanding talent and an unswerving foe to Russian domination in the southeast of Europe. The Russian tools feared and hated him and had repeat- edly plotted for his death. The arrest and | trial of Beltcheff's murderers may bring the whole network of Russian intrigues in Bul- garia to light.

—Commenting upon the death of Bishop McIntyre, the British Colonist, of Victoria, B. C., says :—

He was en- thusiastic in the cause of education, and the frieuds of temperance found in him a sealous eo-laborer and a discreet adviser. The death of the good Bishop McIntyre will be sincerely and deeply mourned by the whole population ot the Island province,”

— President Van Horne, in his annual report, read at the annual report of the C. P. R. on Wednesday last, said: ** In con- clusion, the directors feel justified in pointing with some degree of pride to the fact that the first day of the present month was the time fixed by the original contract between the goverument and the ec -mpany for the completion of the main |ine of tbe The date not only found the main line already m-re than five years in operation, but found th» Company with 5,600 miles of railway in full and protitable working, and with tributary lines embrac- ing 1,600 miles more ; with its lines reach- ing slmost every important place in the Dominion of Canada, and with connection established to New York, Boston, Chicago, St. Paul, Minneapolis and Duluth; aud as if to mark this date more strongly, the firat of the company’s fieet of Pacific steam- ships had just arrived at Vancouver from China and Japan with a full passenger list aud full cargo.

—The New York Evening Sun relates that one of its newsboys, a lad 14 years of age, was taken to a Bowery clothing store bya gentleman who wanted to see how cheaply a boy could be clothed, and was fitted out from head to foot for $1.61. Here is the schedule of items given ;

The moral with which this story of — prices is pointed is, says the New Yor Preas, that in no other country could a lad be fitted out for ao little money, and the low prices are one of the results of competi- tion among manufacturers originally en- couraged and always fostered by protection in the tariff laws.

—The condition of affsirs in Europe, epecially as regards the attitude of Russia, and the preparations which that nation is making for a war, are told in a cablegram froin London to the New York Times. The despatch says: Bismarck onoe said that the first battles of the next European war would be fought out on the bourses. The eventa of the psst fortnight and the menaces of the next few weeks to come suggest the possibility that this great con- flict may be already upon us. The steady and heavy withdrawals of gold from the banks a bankers of Europe by the Rus- sian Government has caused a very uneasy feeling. The idea prevails that Russia 1s hastily preparing fur war. She has com- pleted a heavy concentration of troops along the western frontier; she has finished a number of small strategic railways, and has built a lot of modern grain elevators. True, her distribution «f the new magazine rifle is not perfected, but the old guns will serve to arm the reserves of peasants too ignorant to be entrusted with the new and complicated weapons. At all events, the next few weeks wil! bs the most anxious time Europe has seen since the great war scare of 1887.

LETTERS TO THE EDITOR.

Lawyers and Judges.

Sir, —The lawyers of this Province have many grievances. The Judgeships do not become vacant often enough. The salary attached to those positions is not large enough, litigation, for some reason or an- other, is not nuwas common or profitable as it used to be, and the general practice of ‘aw 1s not as lucrative as it was some years ago, All these things combine to muke the lot of the long-suffering lawyer a hard one. But other people have grievances as well as lawyers and judges. With your permission we will look into the matter a little, and see if the judges and lawyers on the Island are not used as well as cther people, and as well, for that matter, as they deserve to be. From the tenor of your article in last Friday's paper I gather that there is an agitation to have an addi- tional judge appointed, for the reason that the judges are uverworked and underpaid. With all due deference to the authority attaching to the editorial utterances of Tux Examuver, I maintain that they are neither. The judges on the Island are better paid than any other class for the amount of work they do. Not so well paid as the judges in Ontario, to be sure, but neither is the Attorney-Genera! of the Province paid as much as the Attorney-General of Oatario, or the head of our railway as much as the head of the Canada Pacific Raiway, for obvicus reasons.

Now I don’t saythat because a judge isa resident of this Province he should be paid less than a judge doing « corresponding amount of work in another large province. My argument is that the Island should have just as many judges as we have work for; and if we do vot want as many in propor- tion as the other provinces, we shou!d have the amount saved in this case applied to some service that we de require.

It is a well-known fact that there is not nearly so much litigation and consequent work for judges as there was ten years ago. In fact, the occupation of tha County Court judges is almost gone, and one judge could do the work of the three counties and not be overworked either.

There are fourteen judges in Ontario, and only three on the Island; but Ontario bas pearly twenty times the population and forty times the amount of litigation and work for judges. I have just picked up at random the Daily Empire of the 28th April, and jind that there was up before the judges ia Toronto alone om that day about 50 cases, and before Dalton, Master f the High Court of Justice, 12 cases, ome of them inv -iving im u-use interests, and (bis is true of most every day iv the year. This is independent of the Aseiz s, which take the bulk of the j4 ges to other parts of the Province. Lbhere is pieuty of days in Ontario that the judges do more business than is done on the Island in a year. The six judges on the Island get sbout $18,000, aud under the raise tnat the Minister of Justice promises will get about $22,000, which is to my mid quite enough for -he Island to be charged for the services they vender. Now if every lawver, young and oid, ou the Island, could get a jadgeship without prejudicing oor cliim on the Dominion Government for something we really need, by all means let thei have it. But would not our asking for an additional judge or two at thi stime be likely tu militate against our getting for instance an agricultural experi- mental station, something we want and waut badly.

I write this from the standpoint of a farmer, believing that on the Island, in the Dominion of Canada, and the world over, the lawyers get very much more than they deserve, and altogether out of proportion to the services they render the community. Wehave them ia Canada occupying almost every conceivable position that there is any good salary attached to, and it seems to be that no matter how capable aud industrious one may be, unless h2 happens to boa liwyer there is very little chance of ‘* getting there.”
