~~In the House of Commons, a few days ago,an addressto Lord Aberdeen was unanimously passed expressive of high appreciation of the unfailing cour- tesy and assiduous care with which he bad presided over the affairs of the country, and appreciation of the in- te est he has take in the advancement and welfare of the people, irrespective of class orcreed, as wellas the interest he has taken in science, art and literature.

~-The Halifax Herald refers again to the act of our legislature which interferes between creditor and debtor and eays: “There are few who consider this repudiation act of Prince Edward Island constitutional. Mot a merchant in Halifax but believes it ultra vires of the local legislature. But in or- der to avoid the necessity of litigation to decide this point efforts are commencing to be madeto have the law disallowed. The council of the Halifax Board of Trade discussed the question, and has mem- oralized the Dominion government on the subject. he Maritime Commercial Travellers’ Association, through its sec~ retary, has done the same thing. At the Jast monthly meeting 6f the Dominion Commercial Travellers’ Association the secretary announce! that in compliance with a resolution of a special committee, which met a few days ago, ths matter bad been brought to the attention of the de- partment of justice at Ottawa, and a request made that the objectionable act be disal~ lowed. The department has acknowledged receipt of the communication, and prom~ ised attention.

A question may arise in which the English speaking communities may fight side by side for a common ,cau3e; bat in the meantime all that is required is the steady growth of friendly feeling. With nations whose relations are so close there must be either friendship, or danger or hostility; there cannot be indifference.

BEHRING SEA AWARD.

United States to Make Provision for Payment of Illegal

Seizures. Orrawa, June 8.—Sir Louis Davies annoanced yesterday that the United

Staies will make provision for the amount of the award which it has been called upon to pay for illegal seizure of Canadian sealing vessels by an item in its Appro- priation Bill, instead of by aspecial bill for the purpose. This course is adopted for the purpose of escaping undue delay, and possitly the defeat of the proposition.

If the successful Canadian applicants for damages do net contribute anything towards jhe cost, the expense which this country will have to meet on account of the Behring Sea arbitration will be $76,- 000, less $8, 000 which Great Britain has agreed topay. Thesum of $50,000 has already been voted, of jwhich $49,644 has been expended up to date. The Government will consider wether the country will pay the whole $70,000, or whether the success- ful litigants shal! contribute a portion of the cost.

Annual Report of the General As- sembly.

The annual report of the Presbyterian General Assembly which met in Montreal on Wednesday evening, has been iseued. The following resolutions are placed befure the assembly for discussion : —

1 That the assembly renew with em- phasis its injunction to presbyteries to be careful, prompt and faithful in having re- turns from all the charges, whether vacant or settled, and stations in their loind« procured and forward:d to the committee in good time, as required by previous in- junctions of the Supreme Court. That presbyteries have reported to them by their clerk or convener of their committee

'on statistics the returns made, and that ithey spend sume time considering the

same.

(2) The general assembly recommends to presbyteries and sessions to take suit- able measures for celebrating the 250:h anniversary of the completion of the con- fession of faith and catechism by the Westminster assembly of divines.

(3) That, owing tothe detective form in which some of the applications are sent up to the general assembly, it be an instruction to presbyterians to have regard in their applications te the provisions of the act on the reception of ministera,

(4) That presbyteries and sessions b2 urged anew to bring before all parents and guardians of youth the supreme im- portance of family religion, and strive to roll away from professediy Christian homes the reproach of negiected family altare. That presbyteries be strongly recommeaded to adopt some form of press byterial visitation, with the specia! design of promoting the spiritual life of the eople.

5. That the assembly renew its instruc~ tion of sone years ago tu presbyteries to see that ministers at ordination are remind- ed of this fund, and of the desirability of their connecting themselves with it.

6. That it be au instrzction to clerks of presbyteries in the case of the decease of each minister to send an obituary notice tu the clerk of the general assembly for its use, and to send acopy of sach notice to the Presbyterian Record.
