—The sudden death of Mr. James Trow, for many years the most popular Liberal whip in the House of Commons has been announced. The sad event will be re- gretted by a host of Mr. Trows personal friends.

—New Yorkers must be thoroughly scared when three hundred of them have illegally armed themselves to oppose the legal entrance of ocean passengers who have been at quarantine and been pwsed by the medical inspector.

—Lord Rosebery's acceptance of office made it necessary for him to vacate che of- fice of President of the {mperial Federa-

City Council Meeting.

The regular monthly meeting of the City Council was held last evening. Councillor Beer was the only absentee.

A letter was read from ex-Councillor Mortis, asking for the proportion of cost of laying the pavement ia front of the Morris Block, on Richmond Street allowed by the city for such work, and the customary grant was ordered to be made.

A bill of ten dollars from John A. Griftith, for service as a member of Silsby Hose Reel Co.. was referred to the Fire Wardens.

Another letter from Peters & Peters, re the Needham case, was referred tc the Market Committee.

A letter from Charles Higgins informed the Board that uuiess the drain on Rich- mond Street West was so constructed that it would not cause the water to go in‘o his cellar, as it did since the change was made, he would take action agamst the city, was referred to the Street Committee.

A letter from Wales, giving some infor- mation in reference to a diecc very of stone for pavement purposes, was handed over to the Street Committee.

The Mayor referred to the prevalence of cholera in other cities, and said that with @ view to ascertaining the exact sanitary condition of the city, he had instructed the acting Sanitary officer to make an inspec- tion of the premises of citizens and report. That report he submitted. According to it the Sanitary offiser hed found only a few places where there were dirty water- closets, pigs, etc., and in must cases when the responsible persons were told to clean up, they did so at once.

On motion of Councillor McKay, it was ordered that D. O'M. Reddin be paid half the cost of laying the crossing in front of his presises. The crossing cost $23 03.

Councillor Crabba, according w notice given at s previous meeting, submittel a by-law entitled ** A by-law amending the by-law to prevent nuisances. The by law dealt with the removal of houses within city imyg => ‘ch work it totally prohib-

—The Telegram, the newspaper organ of the Newfoundland Government, has an article strongly urging confederation with Caneda, praising the generosity of the Can- adian people towards St. John’s in the pre- sent distress, and expressing the most friendly sentiments towards the Dominion. The feeling in favor of Confederation is ad- vaneing rapidly among the people of New- foundland. It is believed the government will adopt this policy at the next elections or befure, perhaps. The idea is that the ministers are now feeling their way.

—The Watchman has been criticising the Liberal Local Government. It is sup- posed that Mr. Peter McCourt is editor of fhe Watchman. Mr. McCourt has con- sequentl:: been promptly discharged from the Registry office, in which he has held « position for ten years. Mr. McCourt has supported the Grits and attacked the Con- servatives. But because The Watchman dared to speak out against our obnoxious Government, he is at once considered unfit to perform service for the public, or draw pablic money. Yes. Wehave a Liberal Administration !

—The New York Herald reports that 300 negro laborers are held in the Wilkesbarre railroad in Pennsylvania practically as slaves. Iil-fed, poorly housed, poorly paid and treated, they are said to be compelled to work wader cover of guns and pistols, and are only given « few cents a day, al- though promised $1.50. Intrying to es- cape, the overseers are asserted to have frequen‘ ly driven them back and overawed them by shooting into the crowd. On one cecasion an old worked-out mule was killed and served up to the men as gooc meat at thirty cents a pound. Such an allegation demands immediate inv sstigation.

The Chicago Herald has developed the moat extraordinary and sweeping argument against the McKinley Bill yet produced. To this measure is said to be due the pres- ent cholera scourge! The theory thus presented for several days in successinn, and with all seriousness, is that the Mc- Kinley B'll threw many Buropean laborers out of employment ; filth and starvation followed, together with emigration. Ewi- gration brought the cholera to American sheres. Hence Mr. McKinley is respon- sible for both the European deaths and present American peril. Ingsnuity cannot go further, and if such an argument does not defeat the Republicans, what will ?

A letter was read from Geo. Peake, com- plaining that there was a large quantity of kerosene oil lying on Lord's wharf, and threatening to hold the city liable for any damage by fire that might be sustained by his property as a result of this oil being allowed to remain there.

In connection with this letter, the Mayor submitted the returns of kerosene oil in the city at preseat. These returns showed that there were 259 casks of kerosene stored in the warehouse on Lord's wharf and 200 cask: on the wharf. He thought that the city should provide some suitable warehoute for the storage of kerosene oil.

A bill of $12 from John Trainor for at- tending the waste-gate at Government Pond was ordered to lis on the table.

A petition from certain residents of Upper Princes Street, asking that an electric light be placed on that street, near the residence of Mr. DesBrissy, was ap- proved of. An electric light was also or- dered to be placed on School Street.

On motion of Coun. Hughes, seconded by Coun. Hooper, the sum of $1000 was ordered to be transferred from th; fund for macadamizing to that for the maintenance of streets.

The tender of Capt. John Hughes, for supplying the city with round coal, was accepted, it being the lowest. The only other tender in was from Charles Ly suns.

Coun. McKay gave notice that at the next meeting he would introduce a by-law relating to the storage of kerosene vil in this city.

Porators.—There has been a full supply this week and a steady moderate demand. Prices mide a further desline on Friday, but since then bave ruled steady and at the close are averaging a little better than early inthe week. Quite Jibera) shipments are now being made from New York state and Maine.

Ecos — Receipts have been liberal this week and demand rather slack. Prices nave been ruling about the same but only very choice fresh laid reach the outside. Kastern extras are in steady moderate demand at 25c. Choice fresh Michigan and Provincial are generally held at 2lc., but some moarks have to go at 20c. Held stock dull at 18 to 19c.

Fisu.—There is a steady demand for codfish with a better supply of large. Bbi. aerriag in moderate supply. Mackerel in good fair supply and having a steady noderate sale.

This Morring’s B aze.

This morning, about three o'clock, the alarm was sounded for a fire in the stable and coach-house of Mr. W. .J. Miller, lo- cated near his residence, Upper Prince Street. The firemen were o: the scene as quickly as possible, but before they could get the fire out the building was jbadly gutted.

The fismes had taken possession of the entire building before the ire was dis- covered, and were bursting through the roof when the fire was first ob:erved. Those who were early on the scene «ndeavored to save the horse and whatever else was in the burning buildiag, but coud do nothing owing to the fury of the fire and the interae heat. The horse was burnt t) death, and several wagons, sleighs, roves, harness, sewing machines, and other things stored in the building were also dest: oyed.

from destruction through he splendid work of the firemen and the cxcellent sup- pl, of water available. As it was the side of the house next the burning building was somewhat damaged—the glas: in the win- dows melting with the heat— snd the var- nish on some of the furniture in one of the bedrooms was bad'y blistered.

The origin of the fire is a mystery. The last time any of Mr. Milie:s men was about the stable was eight c clock, when the premises were closed fir the night. There was no sign of fire aboat the place then, neither was there any fire at mid- night.

Mr. Miller had some insu ‘ance on the building and its contents, bu' not enough to cover his loss. This is, if ve remember rightly, the fourth tims fire sas occurred in stables owned or occujied by Mr Miller, viz , twice in the Offe: stable in the rear of the store oa Queen S reet; once in Charles Heartz’'s stable, and last night iia hisown. It istoo bad that the fire-bug who is operating in our midit cannot be found out and punished.

Mr. and Mrs. Miller were home at the time of the fire. Halifax, where Mr. Miller's Mr. Miller was advised of morning, and he will be ho evening.
