Churches And Segregation Among the institutions which are being placed in a difficult position by the school ,integration contro- versy in the Southern United States are the Churches. Most of them are anxious to support the Supreme COurt ruling and apply its principle to church membership. But segrega- tion has been just as much “t of the life of the Churches as of the State and local Governments—with the notable exception of the Roman Catholic Church which, officially, in many Dioceses has encouraged and practised integration. Even . .; best intentions, they are now finding it exceedingly difficult to change the deeply-rooted social pattern.

A good instance of this difficulty is found in a report from the 59th Triennial Convention of the Protes- tant Episcopal Church (the Ameri- can branch of the Anglican Com- munit ) in Miami Beach, Florida. The report says that two resolutions, one in favour of segregation and the other opposing it, have been pre- sented to the Convention. The first, introduced by a lay delegate from South Carolina, asserts that “a sin- cere b elief in the rightness of segregation is not incompatable with a belief in the dignity of all men and

their equality before God” and points

out that “for many generations Christians of goodwill have believed that segregation was in the best in- terest of both races”.

The other resolution, drawn up by a joint committee of both Houses -—the House of Bishops and the House of Deputies—calls on church- goers “to work for the elimination of discrimination in all levels of life” and asserts 'that “the denial of the right of equal opportunities in education, housing, employment and pliblic accommodations by reason of race constitutes a failure, of Christian love.” It does not suggest specifically that segregation in the churches should be abolished; but it does carry that inference. Almost certainly, it is the pro-integration resolution that will be approved; for “Northern” voting strength is much in the majority.

It will be interesting to see what effect, if any, this will have on the unity of the Episcopal Church. If historical precedent is any criterion, the effect will not be adverse. During the Civil War the Episcopal Church was the only major non-Roman Church that preserved its organic unity, as between North and South. At the height of the.war the Con- vention was able to meet; and, al- though some Southern Bishops and clerical and lay delegates were ab- sent, owing to physical difficulties of travel, there was no division of es- sential loyalties; and when the war ended the Church emerged as a national institution free of regional cleavages. Certainly, the issue then—— slavery vs. freedom for the Negro race~was just as serious as the present controversy.

Foreign Policy

The Foreign Relations Commit- tee of the United States Senate has begun a study, expected to last two years, of the foreign policy Of the nation, what it is and what it should be. -Assisting Committee members will be university professors and other specialists in the field.

The move was prompted, of course, by widespread dissatisfaction with the policy of the Eisenhower ad- ministration, especially in the Ear East. No doubt, the study will re- veal some interesting things; and it may help to confirm the views of those Senators who think that the President and Secretary Dulles have

,not acted wisely in certain instan-

ces. Its practical value, however, will amount to very little.

Under United States’ Constitu- tional law the President is solely re- sponsible for the country’s foreign

policy. He delegates much of this

responsibility to the Secretary of State and he accepts advice from him and other State Department of- ficials, in his discretion. Indeed, in the present case, there is strong rea- son for assuming that the Secretary

of State does a great many things on his own initiative. But the respon- sibilty is the President’s. As far as the Senate and House of Representa- tives are concerned, they have no control over policy, though on oc- casion their leaders' Views are con- sidered by the President, if he thinks they have merit.

To a certain extent, of course, a comparable situation exists in Can- ada. In the main, the Prime Minister and the Minister for External Affairs control foreign policy. There is, how- ever, this difference. In Canada, Parliament may, if it chooses, defeat the Government on a foreign policy issue—as on any other issue—and force it to resign. United States. There, the people, through their elected representa- tiVes, may complain all they like; but they cannot force their will on the Executive. ‘

Medical X-Ray

There is no doubt that all the talk about atomic radiation has had a disturbing effect on public opinion regarding the medical uses of X-Ray. This may do some good, if it builds up a little more wariness about pre- scribing-,or requesting X-Ray exami- nation except in caSes where other diagnostic means do not appear to be satisfactory. On the other hand, it may do harm if the danger from X-Rays is exaggerated to such an extent that the value of their legi- timate use for medical purposes is underestimated.

Thi whole subject was discussed at length at the recent meeting of the American Roentgen Society in Washington, DC. Experts pointed out, among other things, that over the years there has been a steady reduction Of the exposure necessary for diagnosis. They reported that there was much need for a “common sense” approach to radiation. This, presumably, requires good judge- ment on the part of doctors as to when X-Ray examination is indicated and caution, but not undue anxiety, on the part of their patients. Ex- cessive use of X-Ray can be harm- ful. But doctors who keep up with advanced knowledge in the field can usually be relied upon to use proper discretion; and, of course, in the treatment of any disease or ailment, the trust of patients in their medical advisers is of great importance;

Butler, Democratic National Chairman and chief executive officer of the party, referred to Mr. Faubus as “an alder and abettor of Communist propa- ganda”.

Very well, as long as it is realized that freedom and opportunity for service are not exclusively Conser- vative possessions. At the present time, opportunity for service is in need of expansion in many parts of Canada. Perhaps a little more governmental attention to this prob- lem might help to strengthen the “freedom” of which the Prime Minister spoke.

It is essential to our national prosperity that our bountiful re- sources should be developed. It is essential to our national in- dependence that these resources should be financed predominan- tly by Canadian capital. T h er e are ample small savings in Can~ ada to do this, but this money has been frightened away from our stock exchanges by the wid- ely publicized but minority crook- Further, this money has never been educa- ted out of the misguided “safety first” mentality which cowers in bonds and savings deposits.

There is a colossal job of na~ tional education to be done, to demonstrate how every Johnny Canuck with his lunch pail can benefit from our free enterprise system, so that he can lick in- flation and enjoy capital appreci- ation by investing in Canadian equity shares.

gazine subscribens who "r e a d Canadian” were given a fine tip off to these swindlers 'by Mac- leans Magazine, which last March 15th published an illuminating ar- tiile by Eric Hutton entitled, “They’ll swindle you by tele- phone.” This descrbed the acti- vities of the boiler room sharks who use batteries of telephone to contact suckers on carefully pre- pared lists, high-pressuring them into the purchase of “sure thing" gold, uranium and other mining stocks—often called penny stocks which normally prove worth less than a penny.

Against this lackground, it is not surprising to hear that in government circles here close and careful study is being given to the suggestion of creating a Na- gonal Securities Commission, imed at eliminating this fleec- ing of the uninformed investor, and at removing the black eye given to Canadian stocks in the eyes of so many foreign inves- tors.

In 1931, the Ontario government set up 3 Securities Commission under the Security Fradulent Practices Act, appointing George Drew as the first Commissioner. Bucket shops were especially ac- tive at that time, cashing in on the human frailty of "trying to recoup losses just suffered in the stock market crash.

As a result of Mr. Drew’s out- standingly successful purge,

many prominent stock salesmen were invited to pass a sojourn in Kingston Penitentiary as well as others less prominent but equally dangerous, after judical convic- tion of these damaging practices.

The establishment of a Nation- al Securities Commission raises the question of provincial juris- diction. But presumably this could be met in exactly the same way as was found possible in setting up a Federal Comlbines Investingating Commission.

The purpose of this proposed commission would be to prevent the defrauding of investors, but not to prevent unforeseeable loss, I would not expect cur govern- ment to make the same mistake as Washington, where the Se- curities Exchange Act in effect provides for government endorse- ment of stocks, which savours to the uninformed of the'impossible guarantee by the government.

The first step by our proposed commission would be to ban the use of the telephone to solicit investments, except by recogniz- ed members of approved stock exchanges. This would force the bucket shop operators away from the unrecorded venbal misrepres- entations, and compel them to use mail solicitation, in which any misrepresentations are com- mitted to pan or and form incon- trovertible evidence upon which prosecutions can be based.

The details of our proposed Na- tional Securities Commission re- main to be worked out. The idea is certainly on" which deserves to be implemented by Parlia- ment, and would receive whole- hearted support from all poli- tical parties.

Unless used wisely, however,

downfall. They may add pound- age without boosting your effi- ciency at all.

Many of us must watch our calories pretty closely. If these snacks are simply added to what you eat during your three reg- ular meals, your waistline will soon show it.

CUT DOWN ELSEWHERE

So if you do plan to snack a couple of times during the day, you must compensate for these extra calories by cutting down on each of your three main meals.

Thus, four or five smaller meals might be better for some of you than the three larger meals generally eaten.

Now these snacks must meet your nutritional need. A cup of coffee and a piece of pie or cake won’t do. If you oon’t feel like eating much, try an apple or an orange. 01‘ drink a glass or two of milk. |

What about bedtime snacks? MANY PROMOTE SLEEP

Well, this is pretty much up to the individual. A gloss of milk might help you g t to sleep more quickly. In fact, some persons find that eating a small “mid- night lunch” .is conducive to sleep.

Others, however, report that any food before bed keeps them awake. Strong coffee at night, of course, is more apt to keep you awake than to put you to sleep.

BE CAREGUL!

If you do decide to eat any- thing just before bedtime, make sure it is something that can be digested easily. Milk is readily digested. So are fruits and bread.

Just remember, that, as a rule there is nothing wrong with these bedtime or between-meal snacks if you don’t eat too much of it, and if you deduct the calorie content from your main meals. QUESTIONS AND ANSWER
