Life-Boats on Our Coasts.

Mr. Davirs. —I understand the Minister

received a petition from the inbabitants on the north side of Prince Edward Island, asking that a life-boat be purchased aud stationed in that locality. Has the petition received favorable consideration or not! I understand that my colleague presented it to the Department, and he is aware as to the necessity of the prayer of the petitior baing granted. The north side of the island is very mach frequented by shipping. not only by smal! fishing schconers but by large vessels, and the bight of the Island isan awkward place to be caught in during stormy weather. There is. no place where a life-boat is more needed than in the har- bor of New London. I desire, therefore, |to enguire whether the petition has been received, and whether its prayer is likely to receive favorable consideration.

Mr. Brecken.—The hou, gentlemen is guite right. I hada memorial entrasted to me, asking for a life boat to be placed at ‘New London and another life-beat at ‘Rustico. I presented the petition and used |my influence to secure life-boats for both |places. 1am aware that in New London a |life-boat is very necessary, and at Rustico it is equally so, and I trust the Minister will see the necessity of providing life-boats ‘at both places. At Rustico, where the \lighthouse is on the beach and stands on a frame, it has been represented that if the | Department would grant a life-boat, it | would be placed under the lighthouse and ‘the service of a crew obtained gratuitously. | Rustico is a bar harbor, which is very much \frequented by fishing vessels. Several lives bave been lost there, and in the cause of humanity the Minister of Marine and Fisheries could not expend money more peofitably than in providing a life-boat for that harbor. 1 believe a life-boat is equally necessary at New London, I do not think iwe have a life-boat on any part of the coast; but if there is any part of the Island which requires such appliances, it is that oi Rustico, and also that of New London,

Mr. McLe.ran—I think it is altogether probable that there is more than one point on the Island where a life-boat is necessary. I cannot promise to undertake all the work necessary to be done in this field. It is probable, however, that 1 will get at least one boat for the Island. There are very many points all over the Dominion, both on the sea-coast and inland waters, where it is necessary to place lite-boats. J have had designs drawn aud specifications pre- pared for the most approved life-boats, aud these specifications are now in the hands of the officials. We will call tenders for a number of these boats and locate them at ' different points, with captains and crews duly selected, organized and put into prac- tice. It is found that life-boats have here tofore been stationed at very many points; but po person practically had charge of them, and when occasions arose for their use, they were generally found unservice- able. I have adopted the plan of appoint- ing a captain, giving him a small sum, and allowing him to select the crew; and we pay him s» much for every time his crew prac- tices, and they mast practice once or twice during the season.

Mr. D virs— What will be the cost of the construction and equipment of a lhfe-saving boat?

Mr. McLeran—From $300 to $500.

Mr. Hackett on Fish Traps.

In the course of a discussion on the de- velopment of our fisheries, Mr. Hackett said:—The question of the preservation of the fisheries for the people of Canada is one of great importance. 1 would say that I have no objection to the remarks of the Minister, so far as inland rivers and lake fisheries are concerned; but I think the coast fisheries are being rapidly depleted by the use of the apparatus or machine called a trap, which is set round the soast for the purpose of capturing fish. On the coast of Prince Edward Island we have had small experience in that regard, But we have had some of shese traps, and the experience thus far has shown that if con- tinued they will ultimately result in the destruction of those fisheries. I think some steps should be taken to pre vent those traps being used, unless on headlands or outside the spawning grounds of the fish. Gentlemen who are acquainted with the habits of the fish know that they come around capes, and bays, and esturies, of the coast, and deposit their eggs, and that these traps are set on those spawning grounds, and the result will be that in 4 few years they will be destroyed, and the fishermen will not be able to follow the occupation which they have had tor many years. I hope the hou. gentleman will take steps to prevent the use of these traps, be-

because I __ believe the result of their general use wll be as I have s:ated. We find that in the United

States, where they have had larger experience than they have in Canada, the result has been that the coast~ fisheries have almost been totally destroyed, and the people of the United States have been at great expense for the purpose of restoring those fisheries. So far, the means resorted to have been found in- adequate to restore the coast fisheries of the United States. With regard to Prince Ed- ward Island, it will result detrimentally to the interests of the people of the Island that these fish-traps, which are the worst kind of apparatus f.r capturing fich are to be con- tinued and I hope some steps will be taken by which this mode of fishing will not be in- creased, but curtailed in the future.

Sir,—Give me leave to say that your leading article in Saturday’s paper, 12th inst, on Legislative Counc] bdungiing, co. tains the most absurd argumentation that ever appeared the columns of THe Exam- INER.

**A Bill to incorporate the Charlottetown Water Works Company was passed by the House of Assembly. It was. a strictly private Act for the formation of a company with a capital stock of $150,000 at $25 a share, having for its object the supplying of of waterto thecity.” Just so. And to this Bill the Couneil] made some very im- portant amendments, to which Tne Ex- AMINER gives its veto, but fir which the citizens will return unbounded thanks. In- deed, to use an Irishism, I would say: **Millions of praises be to the Council fer that same.”

The citizens « priort have gcod reason to be aware of any act passed csiensibly in their favor or for their benefit by the present House. Observe, when the mem- bers of the House were eighteen, our share of the representatives was one-ninth. When the number was increased to twenty-four our share was one-twelfth; when they were increased to thirty our share was one- tifteenth. Now as Mr. Blake is absent our share is one-thirtieth; but as our other representative represents the law society as much as the city, our infiuemce in the House will be 60 and 5960 against us. Again, we have good reason to be aware of acts of incorporation for special purposes. Here it will be quite fair to reason from what has been, to what may be. When the Gas Company wes forming and formed, and the works in course of constrnetion, the papers (whether bribed or not I cannot say) were ringing the changes on the cheapness of the light, but not a word was said on the cost of the gas fixings, nor, on enquiry, could any idea of the cost be got; and after the works had been in operation and gas supplied one quarter, and no im portations of other illuminating articles hed been made, the price was raised from 20s. to 228. 6d. per thousand feet. And, as for the fixings, the late Mr. John Gates said to the wri‘er, the cost in his case would pay for lighting his houvse for three years with any lighting materials whatever. So much for the gas on its introduction, how much better will be the water. Now for the amendments.

‘*The Bill provides that each share shall represent a vote; the amendment by the Council provides that no sharebolder shall ‘hold more than twenty-five votes,” a@ very necessary precaution. You say, “* thirty stockholders, each | oldinga single vore, total value $750, conic outvote one nan holding the balance of the cajital stock,” and why not? Thirty ter ants on an estate of twenty thousand acres, could, would, end often did, outvote the ow: er of the estate. Again ‘‘to be more explicit, if a fereigner came in to construct the water wi rks and purchased stock to the value of $149,825, thirty individuals could outvote him on any motion.” Certainly, and it ‘‘is an apt illostration of the wisdom” and patrioti:m of the Lords in caring for tle interests of the citizens that the foreigner shall not have it in his power to outvote them. ‘Again a further amendment is addcd that it shell not go into operation until it is submitted to the citizens, and that a majority of the City Council elected on the issue, shall decide pro or con at a meeting held for that special purpose.” ‘‘It is d flicu't 10 believe” that any public writer, any editor of a paper, any member of the fourth estate ‘could become so oblivious as to stultify” himself by calling the above a ‘‘sophistical amend- mevt ”

Teking the amendments as a whole, they are just, wise, necessary and reasonable, and if not made now, this would eppear in course of time and then probable enough we would be too late.

Sir, I am not singular in the above expressed ideas, they are the opinions of numbers of the readers and admirers of THe Examiner; but as a silent observer of the course of events 1 am of opinion that if the Legislative Council was abclished,

A Fog Horn for East Point. _ ON the item for completion and construc. tion of Lighthouse and fog alarms ,—

Mr. Macponatp (King’s, P.E.1.)—Witk this large vote o! $40,090, I think the Gov- ernment ought to erect a fog alarm at East Point, in the Lower St. Lawrence, in answer toa numerously signed petition from the leading shipping merchants of Qvebec, Halifeox, Prirce Edwird Island, and other Maritime ports. This is one of the most important places in the Gulf of St. Lawrence, and more shigping passes this point to Prince Edwerd Island than at almost any other point on the Lower St. Lawrence. The importance of the situation would warrant the Government in giving due attention to this matter at ap early date, and I trust they will take steps in that -direction at one».

Mr. McLetan—The hon. gentleman will find on the sheet, when it comes before the House, that provision is made for that.
