Financing The War

Writing in a current issue of The Canadian Chartered Accountant, Professor McQueen o1 Manitoba University makes the observation that this generation in Canada which must fight the war must also pay the war andthat those who tell us that we can tnake posterity pay arede- ceiving both themselves and us. \/Ve shall fight the war by diverting our men and resources and equipment away from employment in the usual channels into war channels, and the shortage 0i things we have customarily enjoyed will be ‘felt by this generation and only to a very hmited extent by posterity. There is one exception to this proposition, lte states, which has only to be noted to be dismissed. Could Canada float loans abroad, which means of course in the LTnited States. for her war expenditures she could now, with the pr0CB€d5 of those loans. command present American goods for war or civilian uses and posterity would have t0 1'8- turn the eqtiivalent of those goods in the future. But we shall not be borrowing m the United States or elsewhere abroad for many reasons and when we borrow from ourselves by means of domestic issues there is no shifting of the burden w posterity. We divert resources to get war supplies and when the war is over these re- sources will be zillowerl to return to their nor- mal employment production things for poster- itv. This is a reality from which there is no escape and there is no possibility of burdeiiing the future for the sacrifices of the present by taxation. \\'h<~ther then we resort to inflation. taxation or to domestic borrowing——the only lines that will be open to its-the war generation pays the cost of the war.

Clothing The Troops

The clothing situation of the Active Militia is rapidly becoming more satisfactory. At the start the demand for wool for thl manufacture of uniform serge, tinrlerwear, socks, sWeaterS and blankets placed an abnormal tax on the country's wool supplies; Canadian industry has responded to "the sudden demand and issues of clothing are now being made steadily according to priority of need. The amount of clerical work involved in the ordering of clothing and equipment for a division is really astonishing. In view of the quantities involved and also for accounting purposes separate orders are requir- ed for each item. Specifications and samples must be provided and the finished article sub- jected to expert inspection and testing before it can be accepted. In the case of uniform cloth- ing, orders have first to be placed for the manufacture of the necessary cloth which must comply with the specifications as to strength, moisture content, color and so forth, and then further orders placed for its manufacture intc the garments required. The next step is to get the clothing into the hands of the troops and with units spread over half a continent it will be realized that this is no little task in it- self.

Censorship In Britain

'A tribute to the fairness and courtesy of the British censors is paid by the London corres- pondent of the New York Times, who writes:

It is being demonstrated every day that cen- sorship need imply no suppression of news other than military or naval secrets. There are, in the first place, rules that everybody under- stands. They are that no information about troop or ship movements may be given. The reason for this is obvious and it would be an obtuse person who quarreled with the regula- tions, for this is a country at war and publi- cations about the whereabouts of troops and the sailing of ships might invite attacks.

Politics and diplomacy fall in a. different mtegory. "There, generally speaking, the lid is off. If prentature publication of diplomatic in formation might upset the applecart, the chances are that the tlt-spatch will be held up, but the most vitriolic political attacks upon members of the governtuciit are passed without question.

Oue of the most important considerations of all is that nu change is made in a despatch with- out the writer's knowledge and approval.
