CZAR SEEMS TO HOLD THE KEY To rHE CHINESE SITUATION.

The key to the situation in China seems to lie in the answer to two ques. tions— What are the real intentions of Russia, and is there a virtual aggree- ment between the Czar and the Kaiser? No answer is available to either of these, and any one of the many guesses is about as good as another. There is no disagreement among the Sriush publicists in their view of the matter. They utterly disbelieve in Russia’s good faith in the proposal for the evacuation of Pekin. They argue that while it would perhaps have served Russia’s purposes if everybody cleared out of the capital three weeks ago, yet the Czar’s Government knew pertectly well that Great Britain, and perhaps Germany, would not listen to such a proposal. By putting it for— ward with the virtual knowledge that it would be rejected Russia “might easily have put herself in an attitude of friendliness to China and at the saine time have forced Great Britain into a position of an opposite nature. This manceuvre, however, quite failed in its ebject, for, according to the luminous and typical Chinese pro- nouncement by Director Sheng to The Mail and Empire’s correspondent at Shanghai, Russia’s proposal served merely to intensify China’s suspicion. English opinion is largely influenced by Dr. Morrison’s Pekin despatches to the Times, and he has taken the most pessimistic view ef the British policy and actionin Pekin. He de- plores the inferiority of the British military and naval forces in the far East, and laments the leading role Russia has been allowed to assume in the Pekin demonstration. He points out, also, that it will be as easy now as in 1860 for the Chinese entirely to misrepresent the nature of the foreign invasion te their Own countrymen.

DEATH AMONG OFFICERS.

President Kruger’s dramatic retreat has led the commentators to rean- nounce the close of the war, but the long lists of casualties and deaths in hospitals, aggregating two hundred a week, which continue to fill up the bulletin boards at the War Office, cause anxiety. The claims hitherto made that the British losses in South Africa has been small as compared with those of other campaigns appear to need

revision, judging from recent calcula- tions made by a well known actuary, who finds that of the officers in South Africa 72.1 per thousand have been killed or have died from wounds; and 30.6 per thousand of the officers have died trom disease, while of the men 19 per thousaud have been killed or died from wounds, and 31.8 have died from disease, These startling statis-

tics not only illustrate that while the officers and men have suffered ap- proximately equally from disease, the risks of the officers in action have been hugely disproportionate, and also that the rate of mortality in South Africa is greater it was inthe Franco-German war.

TOO MUCH FOR RED TAPE. Military discipline is strict; every one knows that. So, when it came to their inspection, several members of the Setond Canadian Contingent to South Africa were dec'ared at fault for hav- ing thrown away their Devlin dog- biscuit emergency rations, and using the box to carry grease in. Pte. Kenyon Thett, of ‘‘D” Battery,a Guelph boy, sends these details to his father, Dr. Thett, in a communication from the front. He adds that military red tape decided ofthand that the men who threw the food away were to be charg- ed $1.50 for it. Nevertheless the fice was not collected. The scandal of the Devlin dog-biscuiz penetrated to the ears of the military authorities, and even military red tape could not and would not impose a penalty for throw- ing away the worthless stuff, which the Liberal majority in Parliament voted and declared to be “good wholesome food.”—Montreal Star.

HOSPITAL COMMISSION.

The Hospital Commission, in the course of its sitting at Bloemfontein, took the evidence of the Rev. Mr. Franklin, a local pastor, who complain- ed that in the early days the staffs were inadequate. There were too few ordeslies, and the men were over- worked. Dr. James, surgeon of No. 9 hospital, said mer arriving in convoys were put in jbell tents, and retained their unwashed clothes, which were not changed sometimes for a week. He was sorry for the men, but did not apply for changes of ciothing, because he knew it would be_ useless. Major Wright, in charge of St. Michael’s Home hospital, said wound- ed and enteric patients were kept apart. He denied Mr Burdett-Coutts’ allegation that they were lying side by side. Col. Benson, chief staff officer at Bioemfontein, said as regards order- lies, there had been several cases of men having drink, but few cases of intoxication while on duty. There

tribute to the conduct of the orderlies, who behaved well, and on occasion did a great deal of work in addition to! their own. |

Details of the execution of Cordua, the German Boer officer, who was con- victed of conspiring to seize Gen. Roberts, are at hand. It appears to have been carried out very quietly and in private within the precincts of Pretoria gaol. He faced the leveled rifles of the firing party bravely andj; was not bound. It is impossible fte

make a hero of this man, however. He was in the Boer ranks as a hire— ling and was on his parole of honour not to do exactly what he did. The parole isone of the possibilities of mitigating the horrors of war, and it has been well said that he who violates his parole commits a crime against hu- manity.

A Londen despatch says:—A news azency states that the military experts at Woolwich have condemned upward of 10 000,000 rounds of ammunition for small arms which arrived at the ar- senal last week. The ammunition was received from a well-known firm with which a member of the Cabinet is con- nected (presumably the Kynochs, of Birmingham, of which Arthur Cham- berlain, a brother ofthe Colonial Secre- tary, is manager).
