” fManitoba And Truckers Present Arguments At Freight Rates Hearing

C. D. Shepard. counsel for the Prairie Province. also urged mug. ures that would reduce some of the rallways' powers in settln rates and registered objection the principle of percentage rate in- :reases such as have been put into effect in the last two years. ,

He also lined up his province against any national transportation policy that would call for control by a central authority of all forms of transportation.

Central control was attacked too. by the commercial trucking in- dustry. whose spokesman declared it was tiunbsolutely opposed" to Fed- eral regulation of trucking. as has been suggested by some witnesses commission's inquiry Ilfo tramportation problems.

Fred R. Hume of Toronto. counsel for the Canadian Auto- motive Transportation Associ- atlon, declared the truck in- dustry is against any further regulation of highway transport and against any "artificial re- strictions" being imposed on it for the benefit of the railways.

The Manitoba and trucking lawyers were the first of a battery of counsel who will deliver argu- ment before the commission dur- ing the next three weeks in the xindup of the ission inquiry uhat opened a year ago. Mr. Shepard will continue tomorrow.

Today. another Western lawyer -Saskatchewan counsel -M. A. vfuoPherson - delivered a brief statement to the Commission on eehalf of the Saskatchewan coal sperators, asking that freight-rate .ncreases on their Iignite coal mould be limited because of its raw thermal quality and low price. The operators urged that any In- :reases on this type of fuel be re- duced to half that of bituminous, as is done in the United States.

Mr. Ma.cPhex-son is expected to open his main submission for the Saskatchewan Government tomor- row afternoon.

Mr. Shepard. in pressing for the levelling of rate levels generally. declared much attention had been focussed on "so-called favorable" rates on grain and certain other commodities in the west. But there had been less attention to low Western costs of railway op- erations.

"The result has been a wide- spread belief that western Canada is being subsidized by low freight rates." he said.

A False Belief

"ft is Manitoba's that such a belief is false and that an examination of the changes in rate levels brought about by competition (in the Central Prev-

conclusions that Western Canada has in the past and is today aub- sidizing Central Canada In the matter of freight rates."

Mr. Shepard said competition from other carriers had forced the railways to depress Ontario- Quebec rate levels to the point where the railways were losing money on some rates. The obvious result was that the burden of rate increases fell with particular weight on the long-haul traffic of the west.

For making rate equaliza- tion effective. Mr. Shepard pro- posed that the commission ahould

recommend that the Railway Act

be amended to require the regu- latory Board of Transport Com- missioners to ensure equality where operating conditions and the character of the traffic are equal.

Other points advanced by Mr- Shepard:

1. The Federal Cabinet should have more powers to give specific directions to the Transport Board in freight- rate matters.

2. The railway: have far too much power In adjusting rates without reference to the board. and that tribunal'a con-

g. For the truckers, Mr. Hume put forward these additional points:

1. From the point of view of the public interest. noth- ing should be done to "artifi- cially restrict" trucking be- cause restricting one branch of pan Industry for the benefit of another is not in the public interest.

2. While national transports- tlon policy should contain no element. of discrimination. there was evidence of discrim- ination against trucking by the Federal Government. for the benefit of the railways. This was not surprising. since the Government was ''In the railway business."

3. It was "absurd" for rail- way spokesmen to claim that. trucks provided "unregulated" competition to the railways, since they were regulated by the Provincial Governments to the extent thdt each Govern- ment considered suitable.

4. There was "very grave doubt" that the Dominion had power to take over control of interprovlhclal and interna- tional trucking. as the rail- ways advocated.

5. It was not true. as the railways claimed. that the truck industry did not My III fair share of highway costs. It paid more than its fair share of the amount contributed by users of the highways-all It was asked to pay by the Pro- vinces.

6. It opposed compulsory "co-orcllnatlon" of transport facilities-which might result In eventual monopoly-but fav- ored voluntary co-operation with other agencies.

Varied Reaction To Hoover Suggestion lie Sovieillnion

a reorganizatlcn of the United Na- tions without the Russian bloc is reported to have struck is popular note among United States con- gressmen, but not among more in- timate observers of the organiza- tion's affairs.

It seems to me there is a tend- ency to ovet-emphasize the sugges- tion of the former United states president for exclusion of Russia as compared with his altematlve. which is for formal, organization outside the IJ.N. of "those peo- ples who disavow Communism. who stand for morals and religion, and who love freedom."

Although he d exclusion first. his context indicates no great preference in his own mind.

There are some important rea- sons against excluding Russia from the U.N. There is an important psychological point in not making formal the split between the "two worlds."

Everything that Hoover says about the dieauvantages of trying to do anything in the U.N. with Russia there is true. but the importance of keeping on trying is not to be minimized, either.

To kick Russia out would be sim- ilar to breaking diplomatic rela- tions. which would seem to offer no practical benefit. either.

It was agreed that the plans for the play be postponed for this season to be resumed early in the fall. The study was under the direction of the Minister who pre- sented informative facts on "How our Bible Came To Be." The meet- ing was dismissed with prayer.

Slreel Repairs To Start Today:

Repair men will begin their spring blitz on City Streets this morning as they turn out to uplift and patch pavement on Brighton Road and Rochford Street as the first part of a plan designed to re- pair all City streets. About 50 men are to be employed in street work during the next few months.

The patch work on Brighton Road will extend straight through Euston Street and Longworth Ave- nue as far as the railroad track at the Eastern entrance to the City. Extensive work will also be done on Elm Avenue and Grafton street as well as other streets needing attention.

On Rochford street, a great deal of spade work will be required as it is intended to excavate the faulty spots to a depth of about 20 inches. Half -oi this depth will be filled with broken stones on which a six inch concrete base will be laid. A two inch sheeting asphalt top will be the surface on the repaired street.

The parking areas where the curb has been taken away will be paved during the summer. Super- visor of all the work will be Mr. Samuel Crockett. Mr. Joseph Cos- tello will be head of the work in the nochiord Street area. Mr. Barry Redmond will be In charge of the patching work and the mix- ing plant will be run by Mr. M Stanley.

Committee On Human Rights To Delve Into Facts About Freedom

OTIWWA. May 2 -(ct) .. Members of the Senate committee on human rights indicated today they intend to limbo fully into the facts about freedom.

They want to question delegat- ions wpearing before the com- mlttee as much as they pleue.

He had met Japanese who said they owed their alleglanceto.la.p- on. The Government had done the right thing at that time by taking their fishing-boats off the sea. No one knew when Japan would strike the west coast.

Mr. Grantham replied that it was the handling of the Japanese themselves to which a lot of per- sons objected.

The Toronto World Federallsis indicated that other federaltsts groups in Ottawa. Montreal. in- naivce. Saskatoon and Van r Pmlbably shared with their Canadians in the desire for a el- fectlve bill of rights.

In its brief. the Trades and Labor Congress urged enactment of laws against discrimination and recommended greater ,.rotection in the constitutlo for all minorities.

Rev. Father McCardle spoke of the great need of increased apos- tolic zeal In the Christian world. if the forces of materialism. and godlessness. so rampant at the present time. is to be offset. The work of the Legion of Mary has received the approbation of the Holy Father, and Father Mccardle asked that League members en- courage and promote the good work.

Appreciation of the Reverend Director's splendid address was expressed in the form of a mo- tion, moved by Mrs. Frank Mur- ray and seconded by Mrs. Stephen Trainer. In presenting the motion. the president. Mrs. Noonan. added her sincere tribute of apprecia- tion.
