For the past three years. under the efficient lead ership of James A. McConnell, the Charlottetown Y. M. I. A. has carried on a program of youth training without appealing for funds.

During this time a Youth Camp serving hundreds of our Children has been operated at Holland Cove;

organized Clubs have met regularly and carried on an extensive program of service; neighbourhood groups have

been formed throughout the City; Craft Classes, Choral Clubs, and discussion groups have operated i0 the bene-

fit of our Young People.

"It was necessary. during the year. to have several meetings with Mr. V. A. Alnawcrth, in regard to the faulty service we are receiv- ing from the Maritime Electric Company. The findings cf this Board suggest a rationing of electrical energy until such time; as the Maritime Electric bring in’ their new generator, which, 1 un- derstand, will be in March of this year.

While this Com- mittee is still quite new. they are endeavouring to not only encour- age industry in this City but also to provide sites whore new Im- dustrles can locate. and to work In eo-operatlon with the Provincial Government Planning Board.

"Charlottetown has suffered very severely from fires -Sterns' Laun- dry, Bruce Stewart Q Co.. Island Fertilizer 00.. Davis dz Fraser. all industries employing much help, hds been razed to the ground. How- ever, we are pleased to see these firms are rebuilding with great speed.

Streets which have been put down by ourselves have not, after all these years. even cracked.

"The sweeping and flushing of these streets was carried out as usual. but in this regard I wish to state that we did receive some complaints. However, the policy of the Council was to out down on the number of sweepers. by not filling vacancies when they oc- curred. This has shortened our staff of sweepers and thlg together with the practice of d large num- ber of our people raking their leaves and dumping their ashes. etc. on the streets, has increased the wcrk of cur sweepers to the extent that it is practically impos- sible for them to sweep and clean the zone allotted to them.

"The wooden sidewalks were re- paired where necessary, I would Just here mention that the repair- ing of these sidewalks to me is Islse cconcmy. The life of a wcozl- en sidewalk is approximately two years and from information. I have it. that 6d feet of cement sidewalk cost sbwt the some as 100 fl. of wooden sidewalk. A5 a ooncret: sidewalk is a permanent walk the property owner must pay half thc cost, consequently. to lay 100 ft. of concrete sidewalk would be less ex- pensive to the City. In this regard also I maintain that our own de- psrtment can do the work just as cheaply and cheapes- than work done under contract.

The fifteen inch storm sewer from Edward Street east to the Green Bridge was dug up and re- placed with one of twenty-two inch pipe. and the storm sewed- on the west side of Queen Street from the corner of Queen and Water was extended 100 feet south to the dock of Queen's Wharf. Twenty- two illch pipe being employed for this purpose.
