Recalling Old Times. An interesting contribution to the current debate in the Legisla- ture was made by Mr. Brenton at John, First Kings, in his suggestion that the seal fishery could be re- vived along our eastern seaboard. He recalled that a century ago, 400 _ vessels were engaged in this indus- try, employing 2,000 men. Today only 10 boats hunt seals. annually in the whole Aflantic area. Yet it is estimated that 4,000,000 seals ‘enter the eastern area each season, and consume as much fish as all the draggers and long-liners, both Can- adian and foreign, catch in seven to ten years. Mr. St. John felt that un- der proper conditions, a Souris ves- “sel could be fitted out for the trade. The draggers, which are tied up dur-- ing the winter months, eould also be gimilarly employed.

The possibility of reviving this once-profitable fishery might ,well be given consideration. If is certain- ly one of our oldest activities. John Stewart in his “Account of Prince Edward Island”, 1806, noted that seals were to be seen “in all our rivers and harbors.” A great many were shot annually; some were speared, others killed by the stroke of a heavy stick on their noses. In two or three days sealers frequently got as many of the animals as their vessels would carry. But the work was strenuous and hazardous with the equipment available in those days, and many tales of hardship were associated with it. The P-E. ’ not coincide with our impression of those sturdy pioneers, but the criti- cism is a contemporary one. Perhaps we shall find it more applicable to ae:

Later, a legislative grant of £300 was voted annually for couragement of the seal fishery. Ten shillings per ton were paid on each vessel properly fitted out from the Island for the fishery, and bonuses were divided among the owners of the three vessels deliver- ing the greatest quantity of seals.

Walrus (known locally—as- sea cows) also were plentiful in these parts in early days. According to Warburton’s History, they were the subject of the first legislative en- actment after the Island became a separate Government in 176% A geological survey of the /s-

But the seals remain. They con- stitute a resource well worth exploit- ing, if Mr. St. John is right in his calculation as to their numbers and the effects of their predatory habits .on the fishing industry.

The Cairo agreement, reached in great part through the efforts of Eugene Black of the World Bank, has political implications that may be more important than its economic aspects. It probably shows the desire of President Nasser of the United Arab Republic to move closer to the West. This follows closely on troubles he has been having with Communists in the Syrian area of the UAR and with Soviet Russia over Iraq. ©

However, as the Milwaukee Journal puts it, more than one agree- ment will be required to convince the West that Nasser is to be trust- ed. Britain was aware of that from the. start, but it has taken our Am- erican neighbors a long time to realize it.

~The United States’—probably the world’s—first fully mechanized post office is under construction at Provi- dence, Rhode Island. It will be built and equipped by Intelex Systems, Inc. of New York, a subsidiary of the International Telephone and Tele- graph Company. It will cost about

$20 million.. When built, Intelex will . lease the building to the Post Ofticn:, Department for 20 years at an an-—

The mail will be handled entirely by machinery. One device will cull letters from larger pieces of mail, ‘and another will face them in posi- tion to be cancelled at high speeds. Human operators at key boards will operate ‘the machinery to sort the maii to its proper destination.

These two events seem to be) poles apart. But they may be. closely related.

To replace patronage by merit | inside our civil service, Pariia- ment long ago set up the Civil Service Commission. This ¢on- wists of three Commissioners, who} are appointed to hold office for ten years. All appointments and! promotions within the civil ser- vice are made, with very few ex- ceptions, by the Civil Service| Commissioners, and not by the

. Cabinet. The purpose of this is

LIBERAL CHANGES

Just before the 1957 election, one commissioner who had reach- ed neither the retirement age nor the end of his ten year term, was compulsorily retired. Sir—I found the Hon. Keir Clark's address most interesting, ‘but what I can not understand js why we should pay first class teachers high salaries to teach in primary class rooms and have permit teachers teaching or try- ing to teach Grade X. We have second and third class teachers doing a wonderful job in many of our country schools. My hat is off to them. They receive very little praise.

I think our first class teachers should only: be paid higher sal- aries when they teach the ad- vanced grades. :

The republic, until recently a colony, was one of the African terriories voting to maintain links with France under de Gaul- le's plan for a Fr¢nch “common- wealth.”

The inimediate cause of the trouble was a political clash be- tween the followers of Premier Abbe Fulbert Youlou and Oppo- sition Leader Jacques Opangault, but it soon developed into fight- ing between the Balali and Mbo- chi tribes

RELAXED CONTROL

This is seen as a resuit of the relaxation of French control over the internal affairs of the terri- tory at a time when practically all of “black’’ Africa is in the process of turbulent and compli- cated change.

Increasingly heard are de mands for a federation of the 12 newly independent republics, and this controversy also plays a part in the Congo fighting. One fac-

FEW SUBSTANTIATED

Many causes of spontaneous regression are reported, but doctors are able to substantiate relatively few.

In 1956, for example, two doc-

tients supposedly with spon- taneous regression. They found “strong presumptive evidence” of such occurrence in only 47 of these patients.

Sometimes it takes years for the disease to disappear.

CANCER OF THIGH

There was one case in which cancer of the thigh was found in a five-month-old girl. There was no doubt about its exist- ence; the diagnosis was con- firmed by at least_ 18 patholo-

Surgical removal was impos sible. So the doctors and the frantic parents just watched and waited.

When the girl reached the age of nine months, however, the tumor began to recede. In 1956 the, girl was 13 years old and the doctors could find no evidence of cancer. I don’t know whether they have fol- lowed the case since then, but I suppose they have.

WHAT CAUSES IT,

Now it would be wonderful if we could discover just what causes these cases of spontan- eous regression. Perhaps we could employ this knowledge to help stamp out this dread di- sease entirely.

But one discouraging fact is that no one factor seems to be determinant in all cases. There are theories about what causes spontaneous regression in indi vidual cases, of course, but thus far we have no conclusive proof SOME THEORIES

In one case it is believed ‘an allergic ‘sensitivity caused tu- mor regression; im another, constriction of the vessels sup plying .nutrition to the tumor might have been a factor.

In some patients, we believe heat, either external or inter- nal might result in regression; in others, we think an altera- tion of the hormonal status might be involved.

At any rate, doctors through out the nation are trying to de- termine the ‘causes of spontan- eous regression. When they do, we will really have something. QUESTION AND. ANSWER

The confusion and indecision which have brought civil defense in Canada te its present chaotic state show no sign of ending. The latest fumble is the Domion Gov- ernment’s refusal to make public Lieutenant-General Howard Gra- ham's report on his four-month coast-to-coast survey of the whole civil defense situation.

This report is of the highest interest, the gravest importance, to all Canadians. Yet, according to Hon. Waldo Monteith, Minis- ter of Health and Welfare, they will neeer know its contents. Why sot? He gives two reasons, neith- er of them adequate. _ iGENERAL GRAHAM’S REPORT

The first is that General Gra- ham ‘now Commissioner for the coming Royal Tour) is still a member of the publie service. But surely that does not mean his report cannot be made pub- lic. RAISES SUSPICIONS

By keeping back the report, the Government inevitably raise es suspicions that it wants to a- void exposing a scandalous situa- tion and facing the public on # —even though it inherited most of present civil defense mess from the Liberals. But if it insists on secrecy, let Mr. Monteith at least make a statement to the House of Commons on the civil defense situation—a statement based on all the informatica available to him, including that supplied by General Graham. And, at the same time, let him announce what ‘the government plans to do about it.
