Canadian officials say they are still trying to figure out exactly what Mr. Dulles meant. REGINA. (GP)-A budget call- ing tor revenues of 878,415,000 and estimated spending of 818,110,000- iargest in Saskatchewan's history- was brought in Wednesday by Pro- vincial Treasurer C. M. Fines for 1954-55.

There were no tax increases or reductions.

Mr. Fines said an increase of about 58,000,000 over 1953-54 rev- enues and a corresponding increase over estimated spending will be made possible through continued expansion of the province's econ- omy without borrowing.

The province's surplus for 1952- 53 was 314,890. 700 and Mr. Fines said he "confidently" predicts the same trend for the current fiscal year ending March ll.
