The Bank of P. B. Island.

Mr. Bascxen, M. P., is, we are} pleased to learn, making a vigorous | effort to induce the Government to with- | draw their demand for the full amount | due them by the defunct Bank of P. E. | Island. He has been untiriog in this work. He bas had many interviews | with the Mivisters and with the Pre-| mier on the subject, and so far | as ealisting their sympathy with the; unfortuvate creditors of the Bank, has} been eminently successful. But two barriers—the Loudenderry Trou Com- pany, and the Exchange Bank of Mon- treal—unfortunately stand in the way, | and we fear that the Governmeut in the face of these two obstacles cannot waive their right their pre- terential claim. The Ontario Bribery Case.

Tuz Patriot wastes a column of its | valuable space in the publication of a |

misleading despatch regarding the recent attempt of Kirkland, a Yankee timber speculator, to bribe a few members of the Opposition in the Ontario Legis- lature. The despatch shines with Grit varnish, and ordiaary readers are led to believe that bribery most foul has been resorted to by the Conservatives of Ostario, [ndeed Senator McPherson was mentioned in connection with the disgraceful affair, but that honorable gentleman in his place in the Senate put the matter at rest, so far as he is con- cerned. More recent despatches show that the “chickens are coming home to roost,” and that Oliver Mowet has again failed to blacken the characters of his Con- servative opponents.

The Liquor License Act,

Mr. Hovupr, in the House of Com- mons, on the 18th inst., moved for the repeal of the Canada Liquor License

Act. The object of the Act sub- mitted by the committee was to make the sale of liquors uviform and preserve peace aod order throughout the prov- incees, That object exists to-day. There was doubt about the righ! of the Prov- inces iu the decision of Russell agaiast There had been since a decision in Hodge against the Queen, which removed that doubt to a great de- gree. Still, no court of justice had de- cided about the present law. Why should the House say that because of the decision the Queen, the present

law snould not be considered bind- ing. He thought it desirable to havea

square decision upon the question, about which there was a divergence of cpiuion, and therefore he moved in amendment

that inthe opinion of the House it is

expedient that the question of the com- petence of Parliament to pass the Liquor License Act of 1883 should be submitted with all possible speed to the Supreme Court of Canada or to the Privy Council, or both. He said the Government would recommend several amendments

| to the Act, especially that the penalties

in the Act be suspended and that the time for applications for licenses be ex- tended beyond the time specified.

After a lengthy discussion, Sir Heetor’s amendment, was carried, 117 to 63.

Tuurspax, March 20. “The Chancery Act, 1884,” ‘‘ An Act respecting Bills of Sale,” and ‘‘An Act to Amend an Act respecting the Garnishment of Debts,” were severally read the third

time, passed, and referred to the Legisla-

tive Couneil for their coucurrence.

The Act relating to Surveyors’ Instru- ments and Measures was forsome time under the consideration of the House in Committee of the Whole, after which pro- gress thereon was reported.

Mr. FarQquHaRson presented a petition from A. B. Warburton, David Laird and others, praying for an Act to incerporate them under the name of ‘‘The Island Publishing Company.” Said petition was received and read,and an Act in com- pliance therewith, introduced by Mr. Far- guharson, was read ‘a first time, and referred tothe Special Committee of the House to report thereon.

On motion of Mr. Bently the House went into Committee of the Whole on the petition of the inhabitants of Kensington asking for an Act relating to accidents by fire, and the removal of nuisances from the streets of that village. Resolutions were reported from Committee to the effect that it was expedient to pass an Act in com- pliance with the prayer of said petition, and that the assessors in that village be enpowered to levy a small assessment on its inhabitanis and property owners, with the view of enforcing the observance of the provisions of said Act.

A Bill in conformity with said resolutions presented by Mr. Bently, was received and read a iirst tine, and ordered for second reading to-morrow.

Halifax Produce Notes.

Produce continues very low bere, there being but little demaad, and the city being well supplied since last fall.

The prices obtained for potatoes by James Doggan & Sons, at auction, on several occasions during the past three weeks, were as follows, the cargues being in good order; Schooner ‘Forest Bell,” loaded at West River, 21 to 23 cents per bushel, only a part being eo'd, the remain- der being taken back to Luuenburg. Schr. ‘*Brilliant,” loaded at Crapand, off-red cargo by same firm, and a few only were taken at from 20 to 25 cents per bushel. Some few are retail:ng at from ZU to 28 cents, and the prospects are that a further decline willtake place unless full loaded vessels seek other ports for a market.

Turnips sell at 23 to 25 cents per bushel, and oats at 42 to 45 cents per bushel.

There is no vessel here but must seli at a loss from present appearances, and, if the whole remain, at» great eacrilice.

| THE INDEPENDENCE OF PARLIAMENT. Sir Charles Tupper’s popularity and in- fluence here were again made evident during the debate on the second reading of the Bill respecting tLe Independence of Parliament. All the members in attend- ance were present, and the gelleries were crowcec, the gathering of ladies being | larger and more brilliant than at any time | since the opening of the session, Put the discussion, though lively enough, was some- what inane. Sir John said es litile as pos- sible. Mr. Blake said absolutely nothing. And those who did say something, had avt, evidently, arrived at clear or definite conclusions. The Bill, itself, was a frank admission that at least some ground existed for belief that there was something wrong somewhere. But, on the other hand, the Opposition were evidently influeneed by the prevailing impression that if there be a wrong itis merely technical, sud not ore for which Sir Charles should suffer prose- eution in the Courts, or for which the country should suffer the expense of an election in Cumberland County. The best speeches from the Government side were those of Mr. Cameron, of Victoria, and

Mr. Brecken, of Queen’s; and from the Opposition side, that of Mr. Davies was as good as any. By the way, Mr. Davies was himself, not

many years ago, the principal figure in a case which may serve to illustrate, at once, the great importance of the subject in band, and the fact that, in the acceptance by Sir Charles of the office of High Commissioner, without salary, the independence which the law should, in the interests of the coun- try, protect, has not been violated. When Mr. Davies was a member of the Legisla- ture and Government of P. E. Island, he accepted a retainer from the Dominion Government, and appeared on behalf of the Dominion before the Halifax Fishery Com- mission. At the very same time the Pro- vinee of which Mr. Davies was the Premier representative, had a distinct claim to a share of the sum which the Commissioners might award. But, though he worked hard and successfully for the Dominion, he never even mentioned the claim of tne Province, and the Province, consequently, received no consideration. Now, here is a case in which the independence of the Leg- islature and Government was violated; for it is hardly possible that, seeing it in the clear light he does now that he is in Oppo- sition, he could have remained blind to it so long as he was in the Government, had it not been for the fact of Mr. Mackenzie’s handsome retainer. Now, compare this case with that of Sir Charls Tupper, and we sliall readily see how the law should be framed with respect to members of the Government and their performance of public duties outside the sphere of their respective Offices. Sir Charles accepted a Commission in which it was expressly stated that for the services to be periormed no payment should be made. de went to England and saved the cattle trade and drew attention to Canada, commensurate with his high position in the Government, and his great abilities. There was no inducement to him to neglect the interests of the people represented by him in Parliament; and the very fact of his being in the Government, rendered him the abler to do promptly and well that which was to be done for bis Government and country. Yet, while there was no law to restrain Mr. Davies from accepting a posi- tion from the Dominion Government in glaring violation of his independence as a member of the Legislature and Government of the Province, there is no law which renders it doubtful whether Sir Charles Tupper did not forfeit his seat in Par- liament when he accepted a position from the Government of which he is himself a member to render services, without any additional reward, on behalf of a country tc which he is bound as a Minister of the Crown to devote his time and energies Su ely the Dominion Parliament is now, in pas ing an explanatory and indemnifying act but fulfilling a duty incumbent upon it! Surely our lawmakers in the Province will be recreant to their duty if they du not see to it that an Act is passed which will render the acceptance by a member of the Local Legislature and Government, of a position of emo}ument from the Dominion Govern- ment illegal, and a recurrence of the Davies case impossibie!

SPARE THE TREE.

The value of our forests in relation to agriculture, and the trade of our country, was the subject discussed before the Agri- cultural Committee this forenoon. Stuart Thayne, Esq., a gentleman who has given much study to forestry, and has visited the best forests of Europe, was examined, He stated that in many European countries the subject is deemed of so much impor- tance that the Government have interposed to prevent their destruction by their owners, and have enacted that if a man wants to cut down his wood, he must ob- tain the eonsent of the neighboring land owners before fe can do so. But in Canada, the Goverrment makes no provi- sion whatever for the maintenance of a supply of wood. The Government should, jin Mr Thayne’s opinion, in the older and larger Provinces, set apart timber lands to be leased ont in blecks, from which only the trees of a certain diameter should be

United States. On the Federal Gov-| ernment lies the duty of protect- ing the interests of our trade and commerce, and, therefore, the Gov ernment sould not, in h’s opinion,

neglect the chief sources of trade and com: | merce which the country possesses. The prosperity of Canada depends, in a large measure, upon our farmers and our forests, and the best known methods should be adopted to maintain, protect and improve them. Under the auspices of a Bureau of Avriculture, these methods could b>» tested and adopted; and in Mr. Thayne’s opinion, a Central Bureau,and experimental s‘ations, would prove as benoficial to Canada as they have proved to other countries.

AN INTERESTING LECTURE BY MR, HARRIS, RK. C. A.

(Montreal Gazette.)

The large hall of the Art Asscciation Gallery was well filled last evening by 4 cultured andience, gathered to listen to 4 lecture by Mr. Harris, R. C. A., on *‘Some early Florence Painters.” The chair was oecupica by the Hon. Mr. Justice Mackay, president of the association, who, in intro- ducing the lecturer, expressed the pleasure it afforded him to do so, and assured those present that they might look for a very in teresting and instractive discourse.

Mr. Harris, who was received with cordial applause, in opening, brought his audience fully in sympathy with him and led them into a fitting train of thought in harmony with the subject by taking them back, in fancy, to Italian scenes, speaking first of the little town of San Giovenni, in Valdarno, where nearly five hundred years ago, in the golden aspiring days of the Italian art, one of the great captains of the craft, Masaccio, one who if any man deserve the name should be called the founder of modern art was born. A brief sketch of this master whose disregard of his personal interest and convenience acquired for him instead of his own name of Tomasso Guidi, that of Masaccio by which he has ever since been known, and which means ‘‘Careless Tom,” having been given, with remarks upen some cf his works and descriptions of the surroundings amidst which he labored, the lecturer went on to speak of the revival in art of which Masaccio was the founder. He traced the condition of ert at that time, affected by two powerful forces, the church and the renaissance, and the influence these forces had upon the artists and their productions. After referring to the influences which gradually exerted themselves in the painter, he described in graphic terms some of his greatest paintings and frescoes, pointing out their salient features and the characteristics of the painter, concluding with a sketch of his personal character and appear. ance, exhibiting at the same time a clever portrait iu chalk of bim. Fra Filippo was the next master of whom the lecturer spoke, giving an extremely interesting review of his life and work, with several appropriate anecdotes which are known concerning him. Of this painter Mr. Lerris had also made a clever chalk pores trait which he showed. He then referred to Domenico Ghirlandaio and traced his career, referring to the position he occupied in Italian art as one of great importance. Tracing the art of Florence to a culminat- ing period the names of Leonardo DaVinci, Michael Angelo, Raphael, (who, although not a Ficrentine, was strongly influenced by that school), and Andrea Del Sarto were mentioned. The lives of these three painters Masaccio, Fra Filippo and Domenico Ghirlandaio taken from a large company of their fellows several of whom were equally distinguished, said the lecturer, mark the histery of one of the greatest schools of painting in the pericd before its full maturity, and are fruitful in lessons. Mr Harris concluded his very interesting lecture with the follow- ing appropriate words:—1n the early days of Montreal history tells us that Maison- neuve climbed the steep crags of the mountains, carrying on his shoulders

rounded by so many dangers, how bravely did the find old soldier go, till he stood on high, beneath the pines. What fortitude this required, how difficult then was that ascent, which now on smooth roads, or con- venient steps, is only the happy pastime of an hour, It is thus in art. On easy and discovered paths how many generations have skipped jauntily along with glances roving or which sovght the earth alone. But the pioneers of old, with eyes fixed npon the difficult summit, against the dawning light, set their firm wills to the hardy task of its ascent, and never miscon- ceived their lofty goal, And yet from dis- tant ages the echoes of their brave voices still linger in the air, upon the moyntain side; and their treasured hardy work on wall end panel, still bear witness to the qualities of simplicity, sincerity and truth, which conducted them to the mountain top, where firmly based ariso the ever- during pillars of the house ca!led beautiful.

At the conclusion of the lecture the Rev. Dr. Norman expressed the great enjoy- ment with which he had listened to the able and scholarly paper with which they had been favored, and tiusted it would not be the last time they would have the pleasure of listening to Mr. Harris, He felt sure tie andience would join with him in a vote of thanks. Mr. Povham seconded the motion, which was heartily approved of by those present. The chairman in present- ing the vete of thenks said he had greai pleasure in doing so, feeling that the asgo- ciation were indebted to Mr. Harris for a great treat, as well as in other ways.
