At this point Councillor E.C. Baker stated that the Council did not have any such dictatorial dictatorial power to levy any such amount. He urged the City to proceed with the development at a normal rate without any in- crease in the tax rate.

Considerable discussion took place over the resignation of Lt.- Col. Frank J. Storey who had headed the Town Planning Com- mittee.

Coun. Frank O'Neill wondered if the terms of reference had been made clear to the former Town Planning head or if he had accept- ed the Council’s action in not ac- cepting his recommendation of a $500 surcharge on the land de- velopment lots as a non - confi- dence vote.

Col. Storey’s work was highly commended by the Council and it was suggested that he be con- tacted and asked to remain on the Commission.

City Recorder K.M. Martin not- ed that the Council could not de- cide anything at the meeting as there were emergent matters to be dealt with and another plan- ning head had to be named even if it were only during the in- terim period while Col. Storey could be approached regarding a re-appointment.

DISPOSAL LIMIT OUT Reporting to the Council, W.H. Crandall of Moncton stated that his engineers were convinced that it would not be necessary for the City to have a sewage dispo: unit. He also stated that the tem designed would be capable of servicing all the land in the new-area that required to be ser¢ viced and that studies indicated that there is at least eight times the dilution than is necessary. The consultant also told the Council that the system they hop- ed to use would save about $100,- 000 of the city’s money and that the intercepter pipe could be laid in the winter under the winter work program which would mean an additional saving.

Dosco Hires More Men

SYDNEY (CP) — Fifty-five more men have been hired back at Dosco’s steel plant here dur- ing the past week as activity con- tinues to increase. Last week the company called back 31.

The plant, with an over - all work force now of about 4,160 1s cperating at about 86 per cent of capacity. A third open hearth blast furnace is expected to go

into operation in a few weeks.
