Therefore, supposing that the notices re. ferred to were posted on the 26th of June last, they could not be lawful notices ; and therefore we think we are justified in draws jag the eonclusion that all the school meet. ings held on the first Tuesday in July last were illegally held and that all the Trus tees appointed at these meetings were il. legally appointed.
Yet these illegally appointed Trustees have entered into obligations and levied assesements- Now, are these assessments legal and can they be collected?

John Taylor, Sr., Apostle of the Mors mons, acting as president of the twelve Apostles, has been unanimously sustained in that position, A quorum of the twelve Apostles is the presiding quorum and the authority of the church.
A letter from Latocunga, Meuador, states that a volcano at Catopaxe had an eruption in the latter part of July, and by the ups heaval of water overflowed streams, swept away several plantations and drowned at least a thousand people in different places and two thousand cattle. The whole face of the country for miles around was covered with subsequent showers of ashes, destroy~- ing all cereals and plants, and starvation was feared on 50th July.

of the Board of Pardons to commute his death sentence to a life imprisoment, The final action of the Board ot Pardons was received by him with total indifference. He exchanged cells with Wahlin, the Elm Station murderer, and as he left his own he ¢onfidently informed his Keeper that he hed a knife secreted in it, which he might as well give up, or “ that fool (meaning Wahblin) would discover it and commit suicide, which is all nonsense you know.’ He then pointed out a hinge of his closed door, which was unscrewed, and behind it were found a broken razor and a knife. tle had managed to remove the screws, take off the binge, and cut out a hollow in which to hide the weapons and afterward screw the hinge onagain. He has shown remarkable ingenuity in such matters since his confinement. One of the keepers being in his cell one day took hold of the corner of the closet and found that a strip of the wood work was loose. A socket was found neatly hallowe? out on the under side,and in this socket was placed a new shoemaker’s knife. How this knife was obtained was and still is a mystery, for Curley was never given 4 chance to get near the shop, nor was any one allowed to approwch him when he was taken out for exercise. Councillor Heartz reported verbally that on Saturday last he had visited the Mount Edward Arte-an Well; that the work was progressing; that the boring had reached 900 feet, but that « break had occurred in the michinery, and on Monday the con- tractors would be again at work. It is unlike water that has been struck at Pictou at a depth af 800 feet, which tastes like oil, and is supposed to be unsafe for house purposes.

Councillor Heartz reported that the cons tract of Buston Street sewer was now half compléted and, on recommendation, it was ordered that $200 be paid on account to the contractor.
Councillor Crabbe moved that Tenders be called for the fitting up of suitable apartments for the Keeper of the Graf.on Street Engine House, according to plans and specifications to be seen at the City Engineer's office. Carried.
The Mayor asked Councillor Harris, as Chairman of the Street Committee, for ins formation regarding the completion of Hillsborough and King Squares.
Councillor Harris said he knew nothing about the matter; but he understood the time for completing the contract had ex- pired.
The Mayor remarked in reference to the Park that there was a large bell of spruce trees onthe sida of the Park next the shore that were fit for nothing but to be cut down. If they were cut down they would open from the Park a view of the harbor, and serve to build a breastwork to protect the banks which are rapidly falling away. He suggested that a Committee be appointed to visit and report upon what would he best to do in the matter.
Councillor Heartz moved that a com- mittee of three be appointed to visit and report on the matter atan early date Committee—Heartz, Morris and Byrne.
Councillor Vrabbe asked the Council if there was a dog-tax levied in the City? [f so, he wished to know the reason it was not collected. He stated that the num berof dogs had-so greatly increased in the city that it was dangerous for persons to go out late at night.
Mr. Sheppard, Coilector, stated that the colleetion of tke dog taxes had been dis- conti nued by order of the late Council, on account of its being so small that it did not pay for the collection.
Councillor Crabbe moved that the Bye- law relating to Dog Tax be pulished twice in two city papers. —Carried,
Councillor Harris stated that a short time ago Captain Strickland, of the Silsby Engine obtained $100 from the Council for the purpose of getting hats, belts, &¢., for the members of that Company. He thought it would not be well to make fish of one and flesh of another, and therefore moved that Captain Large, of Rollo En- gine, be granted a enum not exceeding $100 for the purpose of providing the members of his company with hats, belts, &c,— Carried.

THE SICILIAN MAFIA.
The Mafia is the spontaneous organiza. of those whose trade is crime, not a sect or secret society any more than the high waymen of Hounslow in former days, or the pickpockets of St. Giles’ and White~ chapel in ourown, Every one of the 360 communes of Sicily has its own Mafia, of which the character varies according to local tendencies and interests. In one place its energies are devoted to the con. duct of the elections and the manipulation of the baliot box; in another to directing. by means of a camorra the sale of Church and Crown lands; in a third to the apy portionment of contracts for public works, Where the legitimate authorites are am« enable, as they commonly are, these ob- jects are effected without scandal or viox lence. But the ultima ratio of bullets is well understood to be ready in the back. ground, The Mafia of Palermo is, how. ever, preseminent in numbers as well as power. Those belonging to or in imme. diate relations with it—the mafiosi, as they are called—may be distinguished from the less dangerous part of the population by the swagger of their gait, the curt jargon of their speech, the rakish set of their hat, and the long lock of hair which, after the manner of the old-fashioned bravo, they wear hanging over the left eye. Of them, with still more forcible truth than of the ‘‘poor Egyptian’—Cleopatra’s messenger Cesar might say, ‘‘ The business of these men looks out of them.’ By a singular anomaly the middle class—that very class of which the absence is deplored in the rest of Sicily as the absence of an element of order—forms in Palermo the chief strength of the Mafia, Its proverbial vir. tues of prudence, industryand foresight are here exercised in the calling of crime.
