THE subject of this sketch was born at Tignish, P. E. I., in 1840. Early in life he was engaged in commercial pursuits, and was for many years asso- ciated in business at Tignish with the Hon. George WW Howlan, late Lieutenant-Gevernor of the Province. Mr. Hackett entered public life in 1876, and at once took a leading place among the debaters in the Legislative Assembly of Prince

| Edward Island. On the approach of the

general election of 1878 having been unanimously nominated to ccntest the County of Prince for the House of Ccmmons, he resigned his seat in the Assembly and was elected fer the Commons. He was re-elected in 1882 Durir-g the eight sessions in which he sat as the representative of Prince County he was recognized on all sides as among the able men of the House. He was one of the few men who could rise at any hour of the day or night and command a hearing. It was often amusing to visitors in the gallery, dur ing these days to witness the effective way inwhich Mr. Hackett punctured orator

, the Canadian Pacific Railway, the Na tional Policy, the Fishery Award, and other leading questions of the day rank among the best Parliamentary efforts of the sessions in which they were delivered. Unfortunately Mr. Hackett was defeated in 1887, but his opponents wil! freely admit that no one among the men who succeeded him represented the people of Prince County as creditably as Edward Hackett.

Mr. Hackett was elected for West Prince in 1896, and sat for the short session of that year. Assoon as he took his seat he quietly asserted his former leading place aud was at once recognized as among the best debaters

In the Bye Election of 1897 and 1898 Mr. Hackett man- fully asserted his right to represent

The contesting horses were: Ferron: 2.21}, owned by N. K. Feilly, of Bridge-

town, avd Lina Belle, 2.19}, owned by J I. Laroche, ot Quebec.

In the first heat Ferron drew the pole, and slightly led until the three quartere, when he broke and was passed by Lina Belle, which won the first heat.

In the second Liva Belle led until the three quarter pole, when a beautiful neck and neck race was witnessed for a couple of hundred yards. Ferron, however, forged ahead, avd came in the winner with several] lengths to spare.

The third and fourth heate were beauti- fully contested, ‘neither horse making & break. Ferron kept well abead and came
