We are therefore led to the conclusion that their action with re- spect to the Surveyorship was a mere sub- terfuge, adopted with a view of obtaining a leophole by which to retreat from an awk- ward pusition.

However this may be, we do not regard it as acalamity that the control of the City finances should revert to the gentlemen who controlled them with ability last year. Their policy, as carried out last year, is that, with due regard to economy the rec-ipts must meet the expenditures They have stood on this ground; and ii they stick to it they will continue to stand. The people are every day seeing more clearly the impolicy of making the levy tow lew, and the importance, from an econow- ical peint of view, of paying their taxes promptly.

City Council.

THERE was, according to announcement, a meeting of the City Council last evening His Worship the Mayor presided. There were present, besides many spectators, His Honor the Stipendiary Magistrate, Coun- clilors Murphy, Chappelle, Lea, Davy, Horne, MeLean. Blake and Morris.

The minates of the last meeting were read and approved.

Councitior Lea said it was the policy of the Finanee Committee to reduce as far as possible expenditures all reand.

CounciLtorn Murpuy would advise the Finance Committee not to reduce the pro- posed expenditure below the amount that would be required. If they could show that there was likely to be no deficit at the end of the year, the estimates would have his cordial support.

Councitttor Lea did not believe in issuing debentures for current expenditure But he theughe no wrong would be done if, instead of paying interest at 8 per cent., the Union Bank loan of $20,000 were floated in debentures at 6 per cent.

CounciLtoR Brake contended that the adoption of this course would be wrong in principle. The same argument had before been used when debentures were issued to cover current expenditures. If the Finance Committee could show him how the expen- diture could be eut down without seriously impairing the efficiency of the corporation, he would be most hapny to support them,

Mr. Eprror,—A number of correspon- dents have, in yeur paper, lately been devoting themselves to the business of fiad. ing fault. ‘**R. BC.” thinks, it appears to me, that we poor Charlotietonians have all the faults of fallen bumamty, and few, if any, of their virtues, Various other writers -hink that our Bank Directors are sinners sbove all Bank Directors, and others would ‘ike to mete ont summary justice to Bank defaulters. But no one bas a word to say avainst the *‘jolly good fellows” of this city. This class is composed chiefly of young men of good abilives, fair education, aud generaliy amiable dispositions, who, if their energies were used in a good cause, would be useful members of society. Gifted with the power of leading and attracting others, they obtain an influence over boys, espe cially brmght, good-natured lads. They straightway set to work to initiate them into the mysteries of poker, billiards and dram drinking, until they are changed from innocent, ingenuous, healthy boys, to miserable drunkards or dissipated gamblers. if one of them ‘‘comes to himself,” finding his situation lost, moral character injured, if not ruined, and his health impaired, and tries tu forsake his evil ways and regain his lost manhood, these good ‘‘fellows’’ lic in wait for him at every corner. Knowing how weak his strongest resulutions are, they meet him, perhaps, in a moment of despondency, or when he imagines that he has succeeded in conquering his passion, and in a short time the good resolutions are broken, and another round of the ladder which leads to ruin and degradation has been de- scended. Mr. Editor, I do net wish to d-fend the poor, weak fools whe allow themselves to become the dupes of such men, bat if one who turns a sinner from the error of his ways is deserving of great reward, what shall we say of those who de liberately lead the innocent into the paths of wickedness? It seems to me no worse punishment could be feared for them than that they should be made realize the sorrow and pain of those who love the victims of their allurements, and see in all its de- formity the life which they and their weaker companions are leading. And, sir, it appears to me thatif those who love order, sobriety and purity were but half as exrnest in keeping cur beys pure, and in raising up fallen men, as those of whom I apeak are in dragging them down, their efforts could, in some measure, be counter- acted. To find fault is very easy ; to work heart and inind and soul for the good of others, is a very hard, often a thankless, but, but nevertheless a blessed task. An Editor with a Spite.

To the Editor of the Eraminer.

Srr,——‘‘ R. B. C.” has touched an im- portant subject in Saturday’s Examiner. [ say touched, because he has not gone beneath the surface of the question he has undertaken to discuss. He has mis- taken the symptoms for the disease. The abuses that afflict our Press are much more serious thar he appears to regard them. They have their origin in a complete misconception on the part of some jour- nalists of the compact between a pub- lisher and his subscribers, which compact is implied in the publication of every newspaper. That compact demands that the paper shail be devoted to the common good, and forbids the Editor to use it for the gratification of any personal grudge. In direct conflict with this wholesome principle we have newspapers amongst us, each of which appears to exist for the sole purpose of abusing some person against whom the Editer has formed a personal dislike, With the merits of this quarrel the public have nothing to do; but it may be safely assumed that the man who adopts foul means to prosecute the fight has been in the wrong from the tirst. The opprobrious terms in which the attack is made—although much te be con- demned—are really minor evils compared with the open violation of truth which characterize them. The editor with a spite will not only circulate a falsehood against his enemy, but persist in assert- ing it in the face of facts of the moat conclusive character. It is quite possible that these attacks--in many cases—create |a sympathy for the person whe is so un | justly assailed ; but it is not often that he takes a philosophical view of the case. {f he is a man of sense he laughs at the nicknames, and pays little attention to the | kind of ** nouns” or “ adjectives” which ‘may be used to belittle or denounce him. iit is very different, however, when the assault takes the form of specific charges of wrong doing, which are persisted in after they are fully disproved, and when the editor gives further evidence of his moral obliquity by refusing the assailed an oppor- tunity of defence. Under such cireum _stances, few there are who would condemn the man who, thaving received a thousand thrusts of the literary tomahawk, uplifts the scalp of his savage assailant. It might be more philosophical to bear all these out- rages in silence, but victims of editorial scurrility are not always possessed of the fortitude of a Socrates nor thank God, are all our editors animated by the truculence of an Xantippie. “R. B. C.” draws no distinction. Probably a slight change of circunstances would produce a correspond- ing change in his views. Perhaps he may be like the man who could laugh heartily at the antics of a wild bull while only his neighbor’s oxen have been gored. ‘Che critic who sees nothing to condemn or even to note in the violation of editorial trusi by the peisistent and contiunal publication of deliberare talschoods to gratify a personal ‘spite, but is quite horrified at the strength of the “nouns” and ‘adjectives’ by which | these falsehoods are conveyed,may well ask himself the question if he is not advising acieiing proeess for the outside of the | platter withon: recommending any remedy |

Sir Leonard Tilley replied that the in- tentions of the Government would be made known when the Budget was brought down

Sir John replied that it was not the in- tention of the Government.

Mr. Houde asked whether the report of the Civil Service Commission is signed by all the members of that Commission.

The steamer ‘' Zuderland,” from New York fer Antwerp, while passing Ventnor, Isle of Wight, yesterday, signalled that she had spoken the Allan Line steamer ‘‘Peruvian,” for Liverpool, in a disabled condition, in lat. 49, Jon. 28. A telegram was sent to Portsmonth for as- sistance.

Sir Charles Dilke, Under Foreign Secre- tary, stated in the Commons to-day that no reply had been reccived as to the intention of the United States Government, with regard to the Fortune Bay fishery dispuce.

Eleven arrests have been made under the Cvercion Act at Swineford, County Mayo, in connection with a recent brutal outrage on three men, who are atill seri- ously ill.

New York, Feb. 13.

A Lima letter of January 14th, to the Panama Herald states that Mr. Prescott delivered his creden- tials to the President of OQhili.

On the 14th a riot occurred, in which foreign residents combined to protect their lives and property from plundering Perny- ians, resuited in killing some fifty or sixty foreigners and the destruction of $100,000 worth of property.

Lima dates of Jan. 23, atate that the Representatives of Chili and Bolivia have arrived at peaee conclusions.

Tue Railway is open between §Tignish and Hunter River in the West. and between Georgetown and Bedford and Souris and Morell inthe East. Owing to a train runuing off the track one and a half miles west of County Live, the work was delayed on the Western section. The special train which left Tigvish at 4.25 yesterday evening was at Freetown at3 o’cloce this afternoon. The train which left Hunter River yesterday morning arrived at Summerside yesterdry evening at 330. The train which left Sum- merside is woking in the snow below Hunter River and North Wiltshire. The train from Georgetown was at York at 3 o'clock this afternoon, and the special which left Souris at 1030 a m. is now between Morell and Mount Stewart, The road will be thoroughly opened and in wo: king order by to-morrow morniig.
