Its orthography bothers me in its variations of Stanchall, Stencholl, Stenchal!, Statche!l, &c, &c. 1 excommuns icate them all. I produce the name “Columbian,” or else make another iv conformity with the foregoing. Now, men, business! business!

Mr. Angus Allao.—I epring from my forefathers and therefore this school is called afier the birth place of them in old Scotia. How dare you tarnish the lustre of my pedigree. 1 bold on the good old name *“Stanchhill.”

THE SEAL FISHERY

Five Propositions Before the Com- mission.

Wasninetron, Nov 30.—The regulations

fixed by the award of the Paristribunal of

urbitration in 1893, for the control of the seal fisheries, expired atthe close of the fisbing season of 1898,80 that something must be done fin the premises, whether a treaty be made or not.

There are five propositione before the commissioa -—

1. Tocentinue the present condition of affairs under the provisions ot the award of 1893,

2. To make new regulations to control the fisheries, beginning with the season of 1899.

3. Toeffect a new method of regulation by agreement in or out ofa genera! treaty.

4. For Canada to dispose of its interest in the fisheries, including the vessels en - gagedin them, tothe United States fora cousideraiion.

5. For the United States to sell to Canada and withdraw from the field.

It is no secret that the Canadians favour a sale of their interest to the United Stater, and that it would be the outcome of the negotiations, were it notfor the fact that the appraisers are so far apart in their views of what Canada ought to receive. This wide diversity has led the commis- sioners to adiscussion ofthe other pro- positions named, but they hope to be able to reach a satisfactory compromise and effectan agreement. It is believeed that & treaty containing a provision for the saie by the United States of the Behring Sea fisheries to Canada would receive but scant courtesy in the Senate,,and it is bardly a possibility.
