On the other hand are those who hold that. the report affords an opportunity to improve domin- ioii-provincial relations, to increase the efficiency of the country, and thus w strengthen the war effortf That is a possibility which merits attention and should be carefully examined by the dominion and pro- vinical governments.

The Speech from the Throne yesterday assured the members that they wlll be fully advised of inter- national developments, of Canada‘: co-uperatlon with the United King- dom, and of relations with the Unit- ed States. There is hope iii such a program and it. will be the ditty of the members lo see that the program is executed.
