Some effort is being made to divert recruits to their most useful channels, but there is much more that could be done.

The national registration produced a huge

dossier on Canadian manpower. It records the training. experience, and native talent of Can- adians from coast to coast. It could serve as the basis for an intelligent selection and placement of Canadians, but, so far, there has been little evidence of its employment to that end. It is the old story of square pegs in round holes. If Canada is to have the most efficient possible war effort, her resources both human and material must be organized sensibly and ef- fectively.
