It has many facilities which are not available to the private concern. and it has influence as well as power. Farther; and other work- ers. bankcrs and industrialists. merchants and miners. lumber- men and corporate trustees-ml‘. these and many others are band- ed together in various associations to further the interests of their special occupations within the

community. l! is the responsibil- itv of government to consult with them all and together determine how best to regulate their efforts in the interests of the community as rt whole.

So far, most of these organized groups have givcn their best at- tention to seeing how they can get a larger share of the national cake for themselves Th9 govern- ment is the one organization which is above, or should be above. any sectional or occupational prejud- ice. It must accept the final respon- sibilitv for increasing the size n! the cake. so that each may have more. But this it. cannot. do with- out taking all the organized ele- ments of the community into its confidence and working with them to improve their practices and co- ordinate their efforts. Each of these grotips must also realize that it will be better off with a share of a larger cake than with the some share of a small cake We must secure for each s. just share —no more-mo less. Bureaucracy Condemned

It is surely agreed that the more we can decentralize administrative functions. the more efficient and less confused we shall be. There can hardly be a person within sound of my voice who has not had personal experience of the confu- sion and waste ot time which has followed the creation of the great bureaucracy in Ottawa. Mistakes are made and errors creep into the operations and endless me wasted while responsibility is be- inll fixed and suitable directives
