LYNCH URGES LORD RANDOLPH CHURCHILL TO JOIN MR. GLADSTONE IN HIS EFFORTS TO BRING PEACE AND PROS- PERITY TO IRELAND.

The New York Herald publishes a letter written by Archbishop Lyuch, of Toronto, inst. The following ave extracts from the letter:
‘‘My Dear Lorp Cxuuresrii,—You must recollect the prelate from Canada who paid a visit to the Vice-Regal Lodge at Dublin, in 1879 to thank your venerable and noble mother, the Douchess of Marlborough, for her kind ness, liberality and charity toward the starv-
ing Irish. I had the honor then of a short acquaintance with your Lordship. On that
occasion I predicted that you would become a great statesman. The twinkling of your brilliant eyes, however, portrayed you would be a little restive for a few years. I have assi- duously watched your course since then,some-
times with regret (Belfast,) at other times with joy, but always with great hope. The
motives of your resigning a very honorable and Important post in the Cabinet of England, proved the honor and self-respect of a great mind, Now, my dear Lord Randolph, the object of this letter is to beg you to study the Irish question. ROOT AND BRANCH,
not in the spirit of party, but of ‘ justice to all men.’ I am contident, from your character of uprightness and honor, that you will, even for this once, join Mr, Gladstone and _ bring peace and prosperity to Ireland and effect a
mere stable union between England and Ilre- land. Your Lordship cannot but feel the disgraceful contradiction involved in the
present attitude of the British Parliament towards Ireland. On the one hand, admit- ting the injustice of landlords’ exactions and the utter imability of the tenants to meet them, the British House passes a law appoint- ing a commission to regulate rents, which results in their being reduced in many in- tancss to one-half or one-third of their former amount. On the other hand, the machinery of that tribunal being so CUMBERSOME

that fifty years would scarcely suttice for the hearing of all the cases, the landlords are availing themselves of this delay and are push ing evictions by wholesale, and the British Parliament prostitutes the power of the law, which should be sacred, by granting the aid of police and soldiery to assist the sheriffs and
people, young and old, in the most inclement season of the year amid the screams and cries of women and children and the curses of enraced Wer thee helping the landlarde + exact rents which the court appointed by the Government had pronounced unjust. Does this accord with a true philosophy of a just and legitimate Government? When author- ity so far forgets itself, the people will not be persuaded to respect it. The rule of injustice isa hard and hopeless task. Let the Jand- lords receive a fair rent,

and let them restore to poor tenants the over payments of past years. There are unmis-

Will the time ever come when England will begin to have some regard for the honest public opinion of the world, civil- ized as well as uncivilized, which is to-day horrified at the inhuman spectacle of evictions whose only equivalents,according to England's greatest statesmen of past or modern times, are death warrants? The unfortunate victims however, shivering from cold and hunger, after that sad day of their trials, are debarred from warming themselves at the blaze of their own burning hovels. How English journals would, with hyprocitical zeal, gloat over and publish the inhumanity of such deed. How the Pope would be called a monster of imiquity,a MURDERER OF HIS PEOPLE, and ordered to be dealt with as such, if, dur- ing his temporal power, he had permitted one townsland to be depopulated. Such sale and inhuman evictions are only heard of under the Sritish crown. Her Most Gracious Majesty need not be grateful to her responsi- ble ministers for disgracing her otherwise

Labor Regulations.
The New England legislatures are devot- ing a good deal of attention to labor legis- lation just at present. The Maine Legislature }has passed a ten-hour law ap- plicable to boys under sixteen years old, and to girls and women employed in manu- facturing establishments. The employ- ment of children under twelve in manufac- turing or mechanical establishments is prohibited. In the Connecticut legislature a bill has been agreed on providing for the appointment of county arbitrators, and another looking to the incorporation of trades unions, with power to hold property, sue and be sued, and make contracts for
labor. In the Massachusetts legisla- ture an employers’ liability bill has been reported. It fixes the miaxi- imum compensation to be receivable
in case of personal injury at $4,000, and in case of death at $5,000. The bill is made applicable to injuries by reason of defective plant, not remedied on account of negli- gence on the part of the employer or of persons intrusted with supervision, and by reason of negligence on the part of certain employes on railroads. To entitle an em- jloye tothe benefit of the act, he must iave given information of any defect or 1egligence liable to cause injury, if he ‘knew of it. Contributions by an employer to an insurance fund or relief society, maintained for indemnification for injuries for which compensation may be recovered under the act, will be allowed to mutigate damages. —— + << - Disappearance of the Narrew Gauge.

The supplanting of the narrow by the standard gauge width of railroad tracks goes on quietly but steadily. Attention is called by the New Orleans J'imes-Democrat to the gradual extinciion of the narrow-gauge sys- tem of the south, where at one time it was preferred to the broad gauge. Narrow-gauge roads of Texas were left without an outlet last year by the change on the Paramore line. The Houston East & West Railway, running from Houston to Shreveport, will be convert- ed at once into a standard-gauge line. It ‘seems only a question of short time, says the jabove-named paper, when the narrow-gauge railroad will have disappeared.

Farmyard Manure.
The composition of the manure made in the barnyard is determined by the character of the animals and the food which they receive. In case of a full-grown animal that is neither gaining or losing in weight, the manure will contain the same amount of nitrogen and ash ‘constituents as were present in the food con- (sumed. The animal is like a machine for the conversion of the principal constituents of the | fodder into a more available form for plant food. If an animal isgaining in flesh, pro- ducing milk, or growing wool, etc.,its manure will be less valuable. Its character of food affects the quality of manure, A diet of straw lean give only a poor manure, while if the ani- mal has a good supply of rich food, as oil- cake and bran, its manure will be correspond- lingly rich in nitrogen and ash constituents. | Aside from the animal and the food it gets, the value of a manure is governed greatly by ‘the treatment it receives after being dropped.
