Japanese Fireworks.

Fireworks in Japan excel anything of the kind usually seen in Europe or on this con- tinent, and are of two kinds, ground dis- plays and rockets. Day fireworks are ex- clusively of the latter kind, as effect can only be produced by them in the air and at a distance ; and as many of them consist of more or less sombre imagery traced in smoke or cloud, a clear blue sky is the best background. The full success of this is dependent not only upona clear atmos- phere, but also on calm weather. Some of these strange rockets were recently ex- hibited in San Francisco. Out of one of them burst clouds of variegated hue, with fantastic accessories. From another emerged a tricolor flag, which was seized by the wind and borne rapidly away. The rockets are shot into the air from mortars. Perfect accuracy of flight is thus secured, a result hardly attainable with stick and self.- propulsion. The ordnance is made. of wood. The ordinary range is 1,200 yards, though a higher elevation can be attained by affixing wings to the missile. A mortar of suitable bore is sponged out, a charge of powder is dropped into the muzzle, and a quick fuse is put into the touch-hole. The operator lets the grework carefully down till it touches the charge. A firestick is applied to the fuse, and instantly the con- tents of the gunare hurled straight into the air. The bursting charge is in the globular portion of the bomb, and this part is lowest in the gun, so that its time fuse, communicating with the detonants, may ignite with the discharge. But the whole case is so weighted that, as soon as it leaves the muzzle, top and bottom aré reversed, with the result that the fuse burns, and the explosion or explosions take place up- ward.

The Dufferin Book.

The New York World, in a column and a half review of Mr. Veorge Stewart, Jr’s., ‘*Canada under the Administration of the Karl of Dufferin,” says : —

If it were only because it contains the text carefully revised by himself of many of the speeches which have secured for Lord Dufferin a brilliant reputation as an orator, the book would be of real interest to the general reader; but it also gives us.a lively and in the main a fair and trustworthy history of the politics and progress of Canada since 1872. e last six years have been marked-by a wide exten- sion of the borders of the Dominion, by re- markable alternations in the fortunes of the Liberal and Conservative parties, by the Winnipeg and Columbian episodes, by ‘the business troubles of 1873 and by the political reaction of 1877 and 1878. Here was abund- ant material for a judicious and skilful writer, and Mr. Stewart has handled it im the main with judgment and with skill.”

This, from a paper so discriminating as the World, is very high praise indeed.

that Lord Dufferin intends publishing a book on Canada on his return. Mr. Stewart's book, for which His Lordship reviewed his speeches and supplied considerable material, is the only publication in which the noble Earl takes a personal interest.

The Journal de St. Petersburg strongly re- commends Russia to assist the Ameer of Af- ghanistan with officers, arms and money; and to fortify the Passes on which Russia’s position _ in Asia depends. It states that the Ameer has written to General Kauffman declaring his hope to be on him alone. 5

The Russian Press unanimously advise that indirect aid be givin the Ameer.

A despatch from Poawul Pindec says fever continues to rage among the frontier troops. One-third of the British Lancers regiment at Peshawer is disabled by it.

The Government is showing great severity in consequence of the increase of Intransigente Propaganda in Southern Spain. The editor of the Federalist has been arrested and four Lib- eral journais in this city, including the Jm- parcial, have suspended. The charge i them is resisting the gende’ armes, and their case will be tried by court martial. The Gov- ernment is believed to be actuated by a deter- mination to. resist the demand for a general election in February.

The Sultan has approved of the modifications made by the Porte in the British scheme of reforms for Asia Minor.

Roumania has declined the proposals of Russia to maintain a military rcad through the
