Abolition of the Legislative Council

Since the passage of the Road Bill, the Bill to abolish the Legislative Council is the most important that has engaged the consideration of the House of Assembly. Messrs. Shaw, Montgomery, Bentley and others delivered able speeches in favor of the scheme brought down by the Govern- ment. Mr. Yeo submitted a counter scheme; and altogether the matter has been pretty well ventilated.

Mr. Yeo’s amalgamatien scheme was op- posed on the ground that it would never do to have the representatives of two distinct classes in the same House. Certainly, it does seem strange that any such a distinc- tion should be required. We have our social distinctions, and religious distinc- tions and class distinctions out of politics. Very foolish and ridiculous some of them are—in view of the fact that we Christian, British people, and that it is de- sirable to be united as much as possible in aim and action. It should, we think, be rather the purpose of our legislators to lessen the number of distinctions than to increase the number; and it is not sur- prising to us that the scheme to make an additional and arbitrary distinction in the Legislature was rejected by the patriotic and sensible men who support Her Ma- jesty’s Government in the Lower House.

The Opposition found much fault with the requirement that no person who has not six hundred dollars worth of property is allowed by the Bill to sit in the Legisla- ture. This provision was, of course, in- serted in deference to the wish, supposed to exist in the public mind, that property should receive additional protection. It is, undoubtedly, one of the best guaran- tees which could be given for the protec- tion of the rights of property; for a man who is himself a property holder is not like- ly to legislate in opposition to the interests of property-holders—not if he knows it.

Still the Opposition opposed it. And, on any other ground than the one they took regarding the protection of property, there opposition would have been perfectly justifiable. Generally, it may be taken for granted that the man can obtain the suffrages of an independent

poor who people is a better man than the rich man who can do the same thing ; for the poor man lacks many influences potent in elec- tions which the rich man can exert at pleasure. ‘The poor man has to rely much more upon personal merit than the rich man. It is wpon this principle that mem- bers of the Commons—both of Great Britain and Canada—do not require any property qualification ; and it is almost to be regretted that the Opposition could not consistently press their opposition to the six hundred dollar qualification. A modification of the Bill in that respect would, we think, be an improvement to it.

The Hon. Mr. Sullivan took the Bill up to the Legislative Council, and submitted it for their concurrence. We are told that he was received with applause. The action which the members of the Council are about to take is one in which their names will be honorably connected as long as the Island has a history. In these days when politics are said to be a game of grab, when selfish- ness is said to be the paramount principle in human nature, when the fire ef patriot- ism is said to be burning very, very low, it is pleasing and reassuring, indeed, to know that there are yet men among us prepared to sacrifice personal honors and «imvluments in order that their country may Le relieved from an unnecessary burden.

INDUCEMENTS.

Moxcroy, Dartmouth, Halifax, Portland, S:. John and other towns are giving special inducements to manufacturing enterprise. They are remitting taxes for a term of years, giving land on which to erect new factories, ete. Could not Charlottetown do something of this kind to indace the establishment of a bet sugar factory, a starch factory, a cheese factory, or other industries in which we could undoubtedly engage with protit to the city and eountry ?

A Paris correspondent says: “‘ The differ- ences in the French Cabinet are exaggerated. The subject of the difference is peculiarly | delicate. Before the Parliamentary recess, | the Cabinet proposed, in order to furnish guarantees to those Senators who fear a re- turn of the Chambers to Paris, to frame a law withdrawing the administration of the pre- fecture of police from the Municipal Council, aad placing it in the hands of the Govern- ment. The moderate Republican members of the Cabinet desire to put the project in execu- tion; the advanced Republicans oppose it, and the latter are now in the majority.”

THE negroes occupy in the Southern States about as unenviable a position as do the Chi- nese in Califorma, A convention of repre- sentative colored men is now in session at Nashville, for the purpose of agitating the wrongs and injustice inflicted on their race. An address to the people of the United States, adopted by the convention, after re- citing the many disabilities they suffer under, goes on to say: ‘* In the light of facts, we de- mand, in the name of citizenship conferred by organic law, and in the name of humanity and Christian brotherhood, the same treatment ac- corded to other nationalities of our common country —nothing more, nothing less. If the Government has the right to make us citizeus, surely it has the power to enforce the laws made for our protection. We have reached a crisis in the history ef the race. With us it is a question of citizenship upheld by the moral sentiment of the country and protected by its physical power, or of citizenship in- vaded, outraged and winked at whenever party necessities and emergencies require the majority in the interest of partyjascendancy ; more than that, it is a question of life and ex- istence itself.”

Tne Halifax ‘* Reporter” thinks that Han- lan will prove the best emigration agent the Dominion ever had. It says: ‘‘In thousands of homes people will be led to ask about Can- ada--to take an interst in Canada—to realize what a magnificent sea coast she has—what grand inland lakes—what splendid prairies. Hanlan has, by means of his biceps, made a deeper impression upon the popular mind about Canada than all else put together. All the ‘jaw force’ of all the orators—all the finger force of all the writers—all the states- manship of the popular leaders of parties— all the wise decisions of our judges, County, Supreme, and Exchequer—all the literay pow- } er of our Sam Slicks, our Joe Howes in half a century, all compacted together would not make the impression upon the masses of Eng- land that Hanlan will make,in a few moments, by the dexterous use of the muscles of his arm.”’

Nor a Suicuwe.—Towards the latter part of last week a man who wanted to get a liquor license and could not, ina fit of despair told his family that he weuld no longer consent to live in this world, and that he meant to make away with himself. He mixed a heavy dose of various ardent liquors and drank it. Then he went up to his bedroom and locked the door. Presently four shots of a revolver were heard. His room door was burst open and there the wretched man lay ona bed, appar- ently lifeless, while the smoking pistol lay on the floor where it had slipped from his loosened grasp. With anxious faces the neigh- bors examined him to see where the wounds were, but not a bruise could they find. One of them accidentally glanced towards the ceiling and there were the marks of four bul- lets. He was not dead—only drunk.—J/z, Chronicle.
