Dutch-Indonesian Talks On Future of Western New Guinea Break Down

The Indonesian Foreign Minister. Mohammad Rum. who has sought in get Indonesian sovereignty recog- nized over the area. said as he left from the conference room: "The situation is very serious."

Deadlock between the Indonesian demand and the Dutch policy to defer a decision on the lust rem- nant of the once-great Dutch -East indies empire, came as no surprise. The possibility of international ar- bitration had been mcoted for some lime.

In line with this. an announce- ment after the talks broke down. said the Dutch had proposed that negotiations be continued with the help of the United Nations Com- mission for Indonesia "or another body which could cffer its good of- fices to the parties."

But the Indonesians said their instructions did not allow them to give their view on the proposal.

Bzum told reporters: "we could not find a. 'solutlon as there was complete disagreement."

He added he would return home with his delegation Friday.

Today was fixed as deadline for settlement of the New Guinea question in the agreement which one year ago gave independence to the United States of Indonesia, formerly the Netherlands East In- dies.

The Dutch view is that west- ern New Guinea -- claimed by In- donesia - should remain under Duichysovereignty until its people can decide for themselves whether to join the Indonesian Remrbiic. re- main with the Netherlands or be- xme independent.

The Indonesians have stood by their claim that sovereignty must he lagally accorded them by today. but have said that the actual trans- fer of sovereignty need not be car- iled out at once.

Western New Guinea. 90 miles north of Australia. adjoins the 03.- 000 square miles of Allstl'all.an-man- dated Eastern New-Guinea. The steamy jungles of Eastern New Sulnea. were a bitter battlefield for Americans and Australians in their island campaign against the Jap- incso during the Second Viiorld War. '

The fish plant employed about 250 persons in its busiest season but only a score had been work- ing at me establishment recently.

The lowest official reading in the U. S. was 36 degrees below zero at Lone Rock. Wis. Decorah. 1a., and Big Moose. N. Y. each recorded 35 below. Rochester, Minn., had 30- below-zero weather. At Minneapolis and St. Paul it was 22.

U. S. Weather Bureau here said temperatures had moderated by afternoon over the area north and west of Chicago.. including wis- consin. Minnesota, Iowa. the Dak- otas and Nebraska.

Warmer air will spread gradauliy southward over Illinois and Indi- ana. the bureau said. and will reach the east coast tomorrow or Friday. .

OTTAWA. Dec. 27 - (CF) - The Air Force plans'to triple its striking power in 1951 for the two air combat roles singled out for Canada's special attention under the Atlantic Pact.

One is in the field of figihters. The other is anti-submarine work. These are the responsibilities that run one-two in R.C.A.F. opera- 'i,ional planning, now alongside pre- parations for expanded training facilities for Canadian and Atlan- tic Pact airmen.

The plans for combat-squadron expansion are already made. Their implementation depends on the ability of the factories to produce enough planes and the ability of the R.C.A.F. to recruit and train enough men.

R.C.A.F. officials - think those problems will be licked, although not easily. If they are, these changes will come about as part of a long-range program of growth that will reach its cli.max around the end of 1952.

Fighters - T-here now are two regular fighter squadrons. at Mon- treal and Chaiiha-m, N.B. A third is forming early next month at Ottawa. By year's end. the plans are to have six or more fighter

100 Forced From Homes By Fire

MAGOG. Que. Dec. 27-(CF) -More than 100 persons were forced to leave their homes in sub-zero weather tonight as fire raced through a. block of two-storey tenement houses and business structures in this Eastern Township community.

A dozen homes have been gutted by the fire and a num- ber of business establishments damaged. '

Fire Chief Telesphore Lav- oie and his 40 men were u-nable to control the roaring blaze and concentrated on keeping the flames from jumping the street toward the centre of town.

A dozen fire-fighters with three water pumps from near- by Sherbrooke answered a call for help and succeeded in blocking off the fire at a lane.

The fire was punctuated by several minor explosions appar-

ently from oil tanks in the cel- lars of the burning structures.

Canadian Advance Party Ordered Home F romliorea

OTTAWA. Dec. 27 -(OP) - Most of the 345 soldiers in a Can- adian advance party in Korea have been ordered home. indicat- ing there now is little chance that the army's special force will go to that tiheatre.

The army said today only enough of the advance party will be left in Korea. to handle admin- istrative problems of the 2nd Bat- talion. Princess Patricia's Canad- ian Light Infantry. This will allow the battalion to devote itself ent- irely to training for battle. ,

The rest of the advance party. probably some 300 men. will head homeward. The usual security pre- cautions guard their movements but it is expected they will sail for home shortly. The movement may already have started.

Since the advance party was sent to the Pusan area. of Korea several months ago to stake out a training area and prepare for the full 10.400-man special force, their return is seen here as virtual proof that the army no longer ex- pects more than the one battalion to go to Korea. The men were detached from units of the special force. '

This return clears the way for Cabinet to ask Parliament in the next month or so for authority to commit the special force to West- ern Europe.

This fits into a larger pattern of apparent thinking on Korea. too. It boils,down to the fact that. despite the United Nations reverses, there is no sign that the Western Powers intend to com- mit more ground forces lo Korea. On the contrary. the whole em- phasis has swung to Western Eur- ope as the real cockpit of rihe East-West struggle.

WASHINGTON. Dec. 27 - (CF) -- The Government today advised "critical target areas" in the Un- ited States to begin at once set- ting up the civil defence health services that would be needed it attacks with A-bombs. germs or nerve gases left tens of thousands of living casualties.

It defined critical target areas generally as major industrial coin- muniiies with large populations. Some small population areas may also be considered critical because of key industries. ,

The Civil Defence Administra- tion said the worst possible disas- ter that the expanded health ser- vices might have to meet would -be on attack with atomic weapons on crowded metropolitan areas.

But the C.D.A. warned the public also of the grim possi-
