—The financial position of the country continues to improve. The Finance Min ister is able to announce at the end of the tenth month of the fiscal year a surplus ot over aix million dollars, the figurea being

tevenue to April $0th, $31,352,287; ex penditure, $25,303,610. The revenue last moath was $3,177,002. The expenditure for April was $2,595,752, nearly $200,000 more than in the corresponding month last year. Thedebt statement for the month shows the total net debt of the Dominion to be $234,273,449, a decrease of $418,904 on the month, but $349,034 more than in April, 1890. The expendiure of capital account last month was $3,624,599, as against 24,580,687 iast April.

—Although the Spanish government has maintained the utmost reserve in regard to the treaty, even refusing to communicate it to, the Cuban deputies, information from s reliable source confirms the report that coal, petroleum, machinery and fats will be admitted free into Cuba and Porto Rico, and the present duty on flour will be reduced vne-half, in exchange fur the free admission into the United States of sugar, coffee and cocoa. The deputies from Castile continue to oppose the tre’ty, on the

— The Canadian cattle shippers are jubi- lant over the news frum England that Mr. Chaplin, British Minister of Agriculture, intends to maintain the embargo on caitle shipped from the United States ports, whilst admitting those from the Domiuivn. This means that Canadian cattle can enter the interior alive, but that animals from the United States must be slaughtered at the port ofentry. This privilege is esti- mated at being worth from $5to $15 per head on the price of cattle, and nas been the primary cause of building up « trade capable of enormousexpansiou. The Can- adian exoprts of cattle to the British mar- kets have increased in the last three years from 63,622 head, valued at $5,544,375 to shipments last year valued at over 36,-)

—The Mohammedans of India have be- gun mission work in England, snd they have established one society at Liverpool, the president of which is a prominent Eag- lish barrister of that city. In their report to Hyderabad, which is the headquarters, apparently of the propaganda, the society reports the prospects of the Mohammedan mission in England as excelleat. It ap- pears that a mosque has been established ip Liverpool, and the first marriage between an East Indian Mohammedan aud an Eng: lish woman has taken place in this build- ing, all Mohammedan marriages to be bind- ing having to be performed in a mvusque. The society has not grown much of late, and it seems probable that after the novelty of the idea of such a propagauda has de- parted there will be few converts, and all that will remain of the society in Eugland will be a few individuals who have discard- ed their religion, and, perhaps, ¢«ntracted marriage under the influence of romantic notions. There are many families of Eura- sians of India, some of them like the Bourbons and Johnstones, being of good and even renowned extraction, but their circumstances are not happy. Most of them are Mohammedans, and those who are Christians are despised by the Indians for their raligion, and by the Europeans for their birth.

The Bisley team will sail for England on June 2Zlst by the Sarnia of the Dommion Line.

Over one million dollars worth of pro- perty was destroyed in the Pittsburg con- flagration.

The arrested auarchists at Rome have confessed that they were paid by Landi to create disorder on May 1.

A despatch from Cherbeurg announces that a French torpedo boat has been sunk off that port. There was no loss of life.

Advices from Pennsylvania state that the anthracite coal trade has suddenly improy- ed. . Unexpectedly large orders bave been placed, and a very active demand is as- aured.

All the Italians in Boston were invited to attend a mnass meeting at Faneuil hall on Monday night for the purpose of form- ing @ society for the elevation of the poorer and ignorant class of Italians, who it is proposed to teach respect for and obedience tothe laws. The projectors also state that iu time they will ask the city to make laws to prohibit rag and garbage picking, hand- organ playing, etc.

Moruer Coo’s Propurcies.—Trurv stil] stands, notwithatanding Mrs. Coo’s predic- tion of its destruction by fire on the 8th. A barn was burned on that day, however, and it is said created quite an excitement among the Truroians. It is said Mrs. Coo has made a prophecy to the effect that on the 13th of the present month there will be an accident on the I. C. R. attended with loss of life. The place where the accident will occur is atthe McDonald gulch in the vicinity of River Dinys on the C. B. branch. The guich is spanned by iron trestle work and is a dangerous lookin place. There are to be 80 people on the train, 78 of whom are to pass in their checks.

City Council.

Tuc regular monthly meeting of the City Council was held last evening. Inthe ab- i sence of Mayor Haviland, who is ill, Coun 'cillor Byrne presided.

After the transaction of some frouline business, Councillor Morris submitted a 'ptoposition from the lessee of Queen's | Wharf, offering to hand it overtothe city lon condition that he bs not charged rent after the S3lst December, 1890, and be al- lowed for the scales and scale-house erected thereon by him. This, hethought was a fair proposition, in view of all the circum- stances of the case, and he was favorable to its acceptance. During the summer he thought the city should put the wharf in thorough repair, aud they would have no trouble in renting it for a good sum,

Councillor Horne thought tbe summer was a bad time for wharf building, and that the work could be done much cheaper next winter.

Councillor Morris explained that the Council could not get possession of the wharf until now, and said that the summer was the beast time to do the work of repair- ing.

Councillor Taylor moved that the prop- osition of the lessee of Queen's Wharf be accepted, upon his paying the amount due by him to the city, for rent up to the Slat December, after deducting a certain sum for the weigh-scales and house.

Councillor Douse seconded the which was carried.

The matter of repairing the wharf stands over until next meeting.

A letter was read from the secretary of the School Board asking for cne thousand do!lars on account of estimates for the year to meet current expenses.

On motion the request was ordered be granted.

A memorial was read from Mr. John Bolger, informing the Board that he had consented to the sinking of a well in his cellar for the draining of the streets in Shis neighborhood, in connection with whieh workehe had incurred expenses, and asked that he be re-umbursed to the extent of $45 by the city.

Mr. Bolger was heard at the Bar in sup- port of his memorial, which was referred to the Street Committee.

Council adjourned until Wednesday fore- noon at eleven o'clock. >

THERE was 4 large attendance of mem- bers at the meeting of the Charlottetown Athletic Association held in the Stipendiary Magistrate’s Courtroom last night. The meeting was called to order by Mr. Lewis Carvell, who was appointed Chairman. Mr. A. H. McNeill acted as Secretary.

The canvassing committee reported as having obtained the names of 185 persons who were willing to become members. On motion, these persons were elected members ef the Association. After the by-laws were read, and, with some slight &@lterations, ad- opted, the balloting for officers for the en- suing year took place with the following result :—-

Vice-President—Dr. 8. R. Jenkins.

Treas.—A. S. Urquhart.

Sec’y.—Dr. H. D. Johnson.

The popular pastor of Homer Street Methodist Church, Rev. Robert R. Mait- land, preached Jast night to a large audience on “Carrent Events.” In the course of his sermon he referred to the coming of the Empress of India as follows: The eyes of Europe, Asia and America are upon this young city at the present time. It would seem very trite for me to emphasize the anomalous prominence which this five-year- old city has attained, it has been so often done. The entrance cf the Empress of In- dia marks a new era, not only in Van- couver’s history, but in the history of the Dominion and the whole British empire. The name symbolizes the crown and glory of Britaim’s Queen, whom we delight to honor. Her sceptre reaches further than the great Cesar’s when thefworld was at his feet. Great advances had been made since the Savanuah, 70 years ago, steamed over the Atlantic aud brought the first copy of a pamphlet written to prove that a vessel could not be propelled across che great oceans by steam because she could not carry coal enough for the furnaces. To-day in Vancouver we reach out our right hand to- ward the British capital and place our fin- gers on the pulse of the national life there in 10 days; and we reach out our left hand and feel] the pulse of the Orient. The east and the west meet together at the termini of the railway and steamship lines of the great Pacific and national high and water- ways. This completed enterprise is a great international bond which at once becomes a national arm of power for our empire, an avenue of vast wealth, a great civilizer, a ready channel for information, and last but not least, the servant of christian truth, It becomes an international highway for peace and war, for poverty and wealth, tor good and bad. ‘‘Cast up a highway” is a com- mand for all times and places and people, and we will not overlook the identity of Providence, whose hand is on the helm of empire where we have our birth or our adoption, with this- pathway of commerce aud truth by Jand and sea centering in our city—even a high water and rail route for the servants of our Gud. So let the ban- ners of our patriotic pride float before the breezes. Let our acclamations rend the air as we stretch forth our long arms and join hands with the Orientals. Let us cel- ebrate and commemorate wisely and well.

A case of malicious injuries to property and two assau!t cases were also adjourned until the same day, owing to the illness uf one of the litigants.

The Princess of Wales, who is an experi- enced photographer, has sent a large selection of her best productions to the great inter- national exhibition to be opened next month in Vienna under the patronage of a fashion- able club of amateur photographers, presided over by the Archduchess Marie Theresa.

The announcement which has beea made in some American papers to the effect that ‘‘ the father of Rudyard Kipling” is about to publish a book on India, recalls the fact that the gentlemen in question knew a great deal about that country long before his son saw the light of the world. It ia related of the late Hon. Alfred Conkling, who served his state long and faithfully, that he was on one occasion introduced to an audierce az ‘‘ the father of Roscoe Conkling.” The indignation of the old gentlemen was extreme, and ad- vancing tothe front of the platform with blazing eyes, he proceeded to tell his hearers what he had done, and the honors which the people had conferred upon him, and thea explained; ‘* Now, in e old age, God pity me, Iam nothing but the father of Roscoe Conkling.”

Betore the funeral of the late Hon. R. P. Haythorne the remains were laid in the hotel drawing room, where many friends took their last view of the body. ‘he features were placid aa though asleep. Among those who paid their last mark of ve was Hon. Alex. McKenzie. A handsome floral wreath laid on the coffie, the gift of personal friends in the sena‘e and the hotel. Hon. C. H. Tupper was present representing the ministry. The
