grant to the Trappists by the Quebec Legis- jature of 6,000 acres of land in the Like St. John district is being quoted in tome Western papers as evidence of the rule of the Monk in politics. Usually public grants to religious corporations are not commendablo. inthis case, however, the Monks in question are going into the torest to show how it can be reclaimed. ~The revenue of Canada for the month of Janu: ry amounted to $3,213,576, mak ing for the seven months of the curren fiscal year a totsl revenue of $21,772,000 an increase in revenue forthe month ot $249 504, and for the seven months an in- crease of $806,545 The expenditure for the seven months on account of consolidat- ed fund amvunted to $19,189.895, a de crease of $678,452 compared with the ex- penditure for the seven months of the pre vious fiscal year. Thus, taking into con sideration the increase in revenue and the decrease in expenditure, the consolidated fund statement s'iows a betterment of $1,- 426,977 for the seven months of the curzent fiscal year. The expenditure on capital account during this period was $2,276 364 compared with a cspital account expendi ture of $2,104,419 during the first seven months of the fiscal year 1892

A_ fur- ther loss of #10 000,000—w hich might but too easily occur in the event of continued exports of specie and from the straightened revenue resources of the Treasury—-would send the Treasury gold reserve below the 160 million requirements. In view of the scramble of the great European banks for gold, there can be no assurance that such an inroad on the gold stock of the States might not arise. The States are thus verging very uncomfortably close up- on a condition in which the Treasury might find“it necessary to sell bonds; and that is « matter not to be ignored.

of both. Certain incapacities are, of course, imposed upon this Legisla- ture. These concern the crown or regency, the maintenance of peace,the declaration of war, defence, treaties and negctiations wi bh foreign nativns, titles, treason, aliens, and coinage. There is to be one system of legislation in respect to trade for all three kingdoms, and this system ia to com- prehend the levy of customs and excise duties, and the management of post « flices and telegraphs. It thus appears that, in respect to sll essential points of internat- ional importance, the supreme authority of the Imperial Parliament is conserved.

Concerning the important question of the control of the constabulary—about which some of Mr. Gladstone’s English supporters were protesting—the bill ingeniously pro- poses a gradual relinquishment of the power heretofore held by England, Ul- timately, the [rish conssbulary is to be re- placed vy policemen uader Irish authority. Iu the meantime, during the period of transition, the con:rol of the constabulary is to be vested inthe Viceroy. The ap. pointment of the Viceroy is to be for a per- iolof six years. Every power of the Crown shall devolve upon him while hs remains in office, and the office is to be entirely deprived of party chyracter. Judges are to be appointed as at present, and are not to be removed except for cause. Two Exchequer judges are to be appointed under the Great Seal to e»atrol the financial business of Ireland. Ireland is to continue to be represented in the British Parliament.

Mr. Gladstone contends that the bill se- cures the autonomy of Ireland, as well as perfect freedom of religion and person to ite people: The legislation and aiministration of Ireland is, according to Mr. Gladstone, to be distinct from and in- dspendent of that of England and Scotland upon the foll »wing conditions :

First—That the Irish do nothing inconsis- tent with imperial unity, as far as the convic- tious and intentions of the government are concerned.

Secondly—lhat the equality of the king- doms be borne in mind.

Thirdly—That equitable reparation be made to the imperial charges.

Fourthly—That every practicable provision for the protection of the minority be adopt- ed.

Mr. Gladstone, concluding his speech in explanation of the measure, said :

A Captain’s Strange Story.

The captain of the Grace Darling reports that he sighted a bright light yesterday morning and heard the screams of womer and the shoutsof men. Then the light dis- appeared. He searched four hours but failed to see any sign of a vessel or of human life. He believes that the light was a sinking steamship.

At acarnival dance on Monday, in the Deutzch Pereg, a child playing in the cel- lar of the building ignited a cask of petro- leum. An explosion followed, which tore up the dance floor. Ten persons fell into the cellar and were burned to death. Many others were injared.

CHARLOTTETOWN MAN AGAIN SUCCESSFUL IN THE WEST.

Mr. John Heaartz, who was born and brought up on a farm at North River,now stands at the head of one of the moat suc- cessful (if not the most successful) labor or- ganizations in our land, the Bricklayers’ and Masons’ International Union. In Bal- timore, Maryland, on Jan. 231, 1893, he was elected for the fourth year to the presi- dency of the above honorable body of breadwinners. At the annual convention this year, in Balsimore, he called to order and presided over the representatives of forty thousand men. Mr. Heartz is a well- known and respected citizen of Denver, Col., where he has resided for many years. He is at present treasurer of the local union, No, 1, in which capacity he has faithfully served for six years. The election of Mr. Heartz is regarded by his fellow- workmen, not only as a well-deserved per- sonal compliment, but’ as a recognition of the well-directed efforts of organized labor in Danver.
