Mr. Benjamin Butterworth, the author of the bill introduced into the United States House of Representatives last ses- sion to establish reciprocity in trade be- tween the United States and Canada, in a letter to Mr. S. J. Ritchie, of Akron, Ohio, explains why his messure was not taken up by the House. He ssys:—

Editorial Notes, Mar. Lafleche, Bishop of Three Rivers, Quebec, in a letter to Abbe Prince, cure of St. Maurice, says :—‘‘ As to the National movement, on which I did not wish to pro- nounce myself, J deplore it bitterly to-day, and I state with grief that it has done great harm in my diocese.”

“That this Conference, being earnestly desirous to promote the interests ofmorality, and believing that the public morals sutter from the needlessly detaiied reports of divorce and similar cases in the newspapers, respect- fully urges the editurs and proprietors of the chief journals to further any measure which may prevent the evil.”

The Sultan of Morocco has prohibited | the sale or purchase of imtoxivants of ail kinds and has abolished the state tubacco monopoly. The Moorish tobacco shops have been closed. Lurge quantities of leaf tobacco have been publicly burned by the Sultan’s orders. Several Moors have been

stripped and flogged through the streets for smoking in defiance of the Sultan’s

orders. The populace of Morocco are angry with the Sultan’s interference with their habits, and assert that the prohibi- tions are enforced only against the poor.

Bishop Ireland has pronounced in favor of High License, and said :

‘* A free government, depending upon uni- versal suffrage, is not safe unless the deepest reverence for law permeates the public mind, By its defiance of law the liqnor traffic is effectuaily undermining the foundations of society and working towards the total dis- ruption of the republic. The traffic is to-day the most dangerous enemy the country knows, and it amazes me beyond my power to tell that the American people, proud of their republican institutions and conscious of their high mission to maintain bright and strong for the teaching of the entire world the light of liberty, can stand idly by, as they do, and permit, almost without a protest, the liquor traffic to mock the enactments of the state, and to proclaim its power to be a mere phan- tum

Like a Conqueror.

TRE OVATION TO FATHER KELLER AFTEK HIS ARREST IN IRELAND,

Addresses were presented last week to Father Keller by the municipal authorities of all towns in Ireland through which he passed, and at every station there were bands of music to greet him. Archbishop Croke, in his address to him at Thuriow, said ; ‘*You repre- sent two great principles, opposition to the unjust action in regard to rent and fidelity to the confidence of your flock. No government has ever grappled successfully with the Irish priesthood. The present government will rue the day it threw down a fresh gage of bat} tle.” Father Keller replied he had no reason to regret his action. Several of the members of the House of Commons were in the crowd that awaited Father Keller. At Dublin

Station the police were obliged to retire before the people, who stormed the train and bore Father Keller to the Lord Mayors carviage. Upon ar-

riving at the Imperial Hotel, Father Keller was presented with an address by the lord

mayor. In his reply he said his journey had been more like that of a conqueror than of a humble pastor. standling in the midst of

They could be sure of his sympathy. They had confided to him their hopes and fears, which he held sacred. eyelids they sometimes give the impression of a hooded eagle. He hasa large exquisitely chiseled nose. The mouth also is finely modeled. The head is unusually large. It was in early youth covered with thick black hair. The brow is lofty and broad, and very expressive. The complexion is white, almost as wax, and gives the face a wonderful deli- cacy. The face is the most expressive in the House of Commons. It reflects every emotion as clearly and rapidly as a summer lake its summer sky. When Gladstone is angry

curl and his head is tossed. His air is joyous if things go well, and mournful when things go ill, though when the trial comes, and he stands convinced that he must meet absolute and resistless defeat, he looks out with a dig- nified tranquility. All the passions of the human soul shine forth by his look and ges- ture. His voice is powerful, and at the same time can be soft, can rise in menace or sink in entreaty. He speaks with considerable vehemence aud gesticulates freely.

Iw the event of all the old members now seeking re election in British Columbia being returned, and adding the four new members from the Northwest Territories, there wiil be 89 members in the new House of Commons who were not in the last House. Of the 85 outgoing members 63 were supporters of the Government and 22 of the Opposition. Of the Conservatives who were in the last Parliament, but who will not be in the new one, 32 did not offer for re-election and 3] were defeated. British Election Expenses.

The official return, showing the cost of the British general election of 1886, gives some rather interesting results. By it we find that the legitimate expenses for the whole of Bng- land was £488,626, or a little less than a dol- lar a vote, The expenses in Wales were a little greater, being £27,056, or about $1.16 per vote. The total expenses for Scotland were £82,858, or $1.10 per vote. In Ireland the elections were conducted with less expense than in any other part of the United King- dom, the whole expense being £25,544, or 58 cents per vote. This wasa little less than the expense of the universities election, they being 64 cents per vote. The grand total of election expenses for the whole kingdom was £624,086, or 96 cents a vote. How does this compare with acknowledged election expenses in Canada? The above expenses are about 10 per cent. less than the British elections of 1885.

Last week Lady Macdonald gave a dinner, the cards of invitation stating that the hour would be ‘twenty o'clock.” Sanford Fleming also gave a dinner on Friday at ‘‘nineteen thirty o'clock.” The system will probably be at an early date adopted generally.

Scot Act.—On Saturday, 19th of March inst., at Murray River, King’s County, before Henry A. Bears and Isaac A. Bears, two of Her Majesty's Justices of the Peace for said County, Elizabeth Watters was convicted and fined $50 for selling intoxicating liquor, con- trary to the provisions of the Can a Temper- ance Act, 1878.

Tere died recently in Montreal a some- what noted personage, known to many in St. John, Mr. Charles Lariv, the proprietor of the City Hotel, Moncreal. Though still on the right side of sixty, he had been three times married, and was the proud father of forty children, the greater part of whom sur- vive him.

Tue Bell Telephone Company's report for the past year shows that they have a total -of 12,000 subscribers throughout the Deminion. They have in operation 157 exchanges, 75 agencies, 133 miles of poles and 923 miles of wire have been added to the trunk system during the past year.
