fully accounted for by Tue Examiven. There is a slight discrepancy in the offic- ial returns for 1892. The total number of complaints is put down at 225; the number of dismissals 13; the convictions, 222. Take 13 from 225 and 272 remains, and thus it is put down in the above table. According to ficial returns, which are the oaly reliable source of information, there was drunkenness during 1892 (the second year after the repeal of the Scott Act) than there had been during any of the years that the Scott Act was in force, and there was a still greater decrease of drunkenness during the year 1893, notwithstanding that i893 was an election year, “and that, con- sistently with the ‘custom of the country,” &c. “By their fruits ye shall know them.” During the quiet year 1889 (the Scott Act having been in ferce for e ght years) there was nearly 50 per cent. more drunkenness than during the excit- ing election year 1893.

But has crime increased, as was foretold, since the Scott Act was repealed? Study the above given table drawn up from the official returns. What does it show? It shows that ever since the repeal of the ini- quitous, crime-breeding Scott Act there has been a steady decrease in the number of con- victions for all offences. During the first year after the Scott Act was repealed, even though the number of convictions was ewelled by the numerous assaults and
