Parnell, as president of the tiome Rule Confederation of Great Brittain, has issued acircular to all Home Rule organizations, summoning them to appoint delegates for a convention at Newcastle-on-Tyne on the Sth of August, and stating that it is of the ntimost importance now that attention be directed to Ireland, and that Irishmen in Great Britain should shew that they are

not slackening in their advocacy ef Lrish rights. The Irish relief bill was read a third

time and passed last night. New York, July 21. Washington specials and late despatches

received from Minister Fairchild remove all doubt as to American vessels being tired on by Spanish naval vessels. The

Spanish anthorities, while disavowing the act, claim that they have the right to tire upon suspicious vessels, whether carrying the American flag or ‘not, within two marine leagues of the Cuban shores. JERSEY Crvy, July 21.

This morning the caisson surrounding the deep well leading to the entrance of the Hudson River Tunnel, at the foot of lGth street, this city, caved in, carrying an immense quantity of earth. Twenty-one men were buried and seven taken out alive; fourteen remained underneath. ‘The water from the river flowed in rapidly, and a steam fire engine set to work to, if possible, save those who wight be alive from drown- mg. The workimen resided in the vicinity of the tunnel, and a large and excited crowd is congregated.

LATER, New York, July 21.

Twenty-two men lost their lives in the Hudson River Tunne:, while eight escaped. The depth of the shaft is 65 feet. While the most of the men were employed at the bottom “of the shaft about thirty were en- gaged ou the brick wall of the arch 25 feet higher. It was the latter squad, who were bricklayers, that escaped except two. The inain arch of the tunnel runs out from the shaft 30 feet when it opens into two dis- tinct arches that are to ferm the tunnel Throngh seme uegligence of the men, it is suppesed, the air-lock was not properly adjusted when the process of shifting com-

menced. The brick wall connecting the two arches gave way, jand the water

rushed into the cave. There are 100 men at work to dig out anew passage to the tunnel.

New York, July 31.

At a meeting of the Democratic State Committee te-day, a Committee was ap pointed to encourage naturalization, and to the protection of naturalized voters. A resolution was adopted urging harmony in the party.

The State department has information that the vessel which recently fired upon the two American schooners in Cuban waters was the Cauto, a small screw steamer of the Spanish Navy. No formal presentation of the case will be made to the Spanish Government until the report of Admiral Wymany, who was yesterday erdered with the Tennessee te Havana, has been received.

He says: ‘‘The reeent mevement of the Chirese to our Pacific coast partakes but little of the qualities of such emigration either in its purposes er its result. It is too mach like an importa- tion to be welcomed witheut restriction ; too much like an invasion to be looked upen witheut solicitude. We cannot cen- sent to allow any form of servile labor to be introduced among us under tle guise of immigration. Recognizing the gravity of this subject the present Administration, supported by Congress, has sent to China a commission of distinguished citizens for the purpose ef securing such a modification of the existing treaty as_ will prevent the evils likely to arise from the present situation. It is confidently be- lieved that these diplomatic negotiations will be successful without the loss of com- mercial intercourse between the two Pow- ers, which promises a great increase of reci- procal trade and the enlargement of our markets. Should these efforts fail, it will

be the duty of Congress to mitigcte the evils already felt, and prevent the:r increase by such restrictions as, without violence or injustice, will place upon a sure founda-

tion the peace of eur communities and the freedem and dignity of labor.” i
