Macluutt. and other rou- liné - " transacted, the Vener- .sble Archdeacon delivered one of his usual inspiring addresses in which he stressed the necessity of all church people getting behind the work to be undertaken by the Church Army officers in this Province. Captain Hutchinson, of the Church Army. on being called upon, made a stirring appeal to all church people to relic an interest in immigrants placed on farms in this Island. and asked all to support the work to be undertaken by, the Church Army here. I The Rev. G1 T. Leigh then delivered - s splendid address on his work imongst the Eskimos, Indians and Whites in the Yukon. and asked all to remember the work oi the mis- sionaries in their prayers. l-le also asked all present to get behind the work of tiie Church Army. The itev. itfr. Wilkinson of Toronto then gave n vrfl interesting and instructive ad- dress on Horne and Pbrelgn Missions. At the close of the meeting a vote of thanks was tendered to the speak- ers, which was moved by Rev. H. R. Coleman, seconded by Mr. C. E. Mac- Kciizie and supported by Canon Ma- lone. After the closing hymn and prayer, the meeting was dismissed by the chairman with the blessing.

Asked why he asked the prison for a drink at the Labour Union Hall on the night of ‘the filth. he replied that he did not; the prisoner was so- liciting business.

Reginald Phillips, being sworn, ob~ jooted in cross examnlatlcn to being asked whether he made money out of liquor. He was . assured by His Honor that the evidence he new gave would not be used against him in any other court. He then stated that ha had made money out of liquor, but not lately. '

Victor Ciow was th last witness to give evidence in‘ tho afternoon. On being asked by the defense whether ha knew if the prisoner was accus- tomed to selling liquor, ho said that he was told by some one in the hall to go to MeNoill for liquor. Ho could not aay whether prisoner was in the habit of selling liquor. He purchased the bottle from McNeil], either on Nov. 20th or 21st. Mr. Claire o. Campbell asked that the witnesses for the defense might than be heard, the only remaining witness for the Crown was Magistrate Tweedy, who would not arrive from Charlottetown until the evening train. l-lis Honor ruled that this could not be allowed i.ri a criminal case and the court ad- lourned until I p. m. for the purpose of hearing Mr. Tweedy! evidence. -While with the above exception we do not substantially differ from the Ibdorationk viows on conditions of salary advancement. we are of the opinion that their schedule gives too little consideration to length of serv- ico, the limit of which. for increases. they place at 10 years. Under this plan, st the age oi twenty-seven or twenty-eight, taking the average age, a teacher could expect no further addition to his salary. We also think two years, the first of which is in the nature of things a year of ex- periment by the teacher. is too brief a period to Justify an increase. we recoinmoid to tho attention oi the Government the following ultimate schedule of salaries based on class of teacher, length of service, ancl cap- acity, tiie amount of increase at the end of each qualifying period to do- pebd on the efficiency report based on a grading to be decided on by the Board, and varying from no increase to the maximum here suggested, or, in tiie case oi unsually capable teachers in difficult schools. to more than the maximum, at tiie discretion oi the Board. This would result in the elimination in time of indiffer- ent and incapable teachers.

Assuming that the nccessray rev- enue will be provided, when it is available we recommend an initial increase oi 20 per cent over present salaries, at the end oi three years experience or service, contingent with all succeeding increases on the Accr- tified efficiency and success em- ,hasized in tiie preceding paragraph.

We fecl that if the ne- cessary revenuc is raised by taxation rather than from increased subsidy, it should be raised by distributing the cost evenly over the entire Prov- ince. while, in expenditure, an equal and adequate treatment of all schools irrespective of the district's financial capacity would likewise be provided.

The best means are riot within our powers to deter- mineuwe therefore do not go so far as to make a i nimend tion to this effect but we suggest the follow- ing plan to the consideration of the Government and of Parliament.
