New York, An,zust 3.—A special cable to the Evening Journal from Madrid says: Spain accepts the principa! conditions of peace as set forth by the American Gover nument, and only peace details are necessary to cause all hostilities tocease at once,

A peace delegation will be chosen st ouce to confer with the representatives of the United States.

There are one or two amendments in the proposition of the United States that Spain will ask to be made, and if this is done peave will be declared at once.

Eight Thousand More Troops for

General Merrit.

Wasuincrox, Aug. 1.—Gen. Merritt has again cabled the war department relatiye to the situation in Manila, which he finds very unsatisfactory and dangerous owing to the attitude of the insurgents. In the opinion of Gen. Merritt the attitude of the insurgents there is similar to that assumed by Garcia’s Cubans upon the question of their right to enterand possess themselves of the city, although in this case the in- surgents re @ much more formidable element, being net only more numerous, but better armed, and fille’ with the ar- rogance following numerous victories over their Spanish foes.

Gen. Merritt, however indicates that he will do his utmest to protect the citizens from the savagery of the insurgents, though his task 18 a delicate and difficult one, because of the fact that he must while fighting the Spaniards be ready at avy moment to repel the insurgents.

The general gave notice that he was about to combine with Admiral Dewey in a joint demand for the surrender of the city1o the United States forces, thus furestalling _— the insurgents, and this move may cause a rupture. It is possible in view of the fact that General Merritt’s cablegram was sent from Cavite last Thursday, that this movement has been made already by the combined Am-~ erican military and naval forces, aluhough there is some doubt about this on account of a statement from Merritt that he may need all of his soldiers before attacking. Still, it is possible that the demand might be made without being immediately followed by @ivattack which’Smight be deterred until all the troops, have reaehed Cavite. Uy to the date of the report Gen. Merritt had with him aboat 12,000 soldiers. So rar seven expeditions have left San Francisco carrying soldiers to the Philip- pines, and itis the intention to furnish Merritt at least 8.600 men more than he was at present. If be delays his attack unti! all these may have reached him, Manila will not be taken im that way be~- tore September, for he last of the troops have not yet started frow San Francisco. It may be, however that the arrangements as to the Philippines, which, it is expect~ ed will be included". the peace, treaty, will obviate the necessity for further action on the partof the American com- manders.

As France is the biggest owner ot Span- ish bonds she being credited with having $400,069,000 worth, it is natural France should try tosave the Spanish dynasty and try to have the United States make some recognition ef this vast investment.
